Committee reviewed a draft of revised wording relating to proposed recommendation of MBC
responsibilities prepared by David Young. Committee members agreed to attend the public
hearing of the Charter Review Commission at 7:30 PM to present recommendation.
David Young spoke on behalf of the MBC. David commended the CRC for their efforts.
Recommendation re: revision to wording proposed by MBC was distributed for review and
discussion. Major points outlined included; clearly defining MBC projects, having restrictions
based on square footage rather than dollar amount of project and the importance of follow
through in construction management.
CRC Question raised, if the Town hires a good clerk then why is MBC needed?
MBC response was that the Project Coordinator is used as a communication link to make sure
the job is done correctly. The PC/Clerk does not have any decision making authority.
CRC Question raised as to why the number of temporary members was proposed to be reduced
from 4 to 2.
Decision to reduce number was for better manageability in communication and decision making.
CRC Concern raised that the MBC has too much authority for a volunteer board, approving
change orders etc. Reiterated several times that the MBC "recommends" to approve change
orders and invoices. Final approval for payment can only be signed by Town Manager.
8:15 PM Resumed MBC Meeting
Discussion opened with John D'Agostino, Town Manager re: Charter Review — John agreed that
the revised wording provided by the MBC to the Charter Review Commission was appropriate.
David Young requested that Town Manager send letter to John Dunn, CRC Chairman in support
of the revised wording relating to responsibilities of the committee
QUALTERS MIDDLE SCHOOL
Parking Spaces — Discussion re: number of parking spaces needed at QMS/MHS. The School
Department relayed staff/student info. to Bert Cook, Building Inspector on Aug. 4a . We have
not heard any response from Bert as to the final number of spaces to put in plan. Suggestion to
send memo to Town Manager noting that MBC needs to know how many parking spaces the
school needs ASAP in order to have Architect complete General Bid documents in time for
October Town Meeting. Parking concern was later relayed to Town Manager at meeting.
JORDAN/JACKSON ELEMENTARY COMPLEX
Roof Problem — Secretary has compiled old and existing files from storage (re: Simpson,
Gumpertz & Heger Inc.) relating to problems with roof. Max Volterra, of Volterra, Goldberg,
Mangiaratti & Jacobs coming in Wednesday, August 18a' to review files to pursue possible
claim.
David Young showed roof snow guard samples he received this week.
ROBERT E WALSH WATER TREATMENT FACILITY
John D'Agostino noted that Bob Morrison suffered a mild heart attack. Mike Ahern will be
filling in for Bob on this project. Site Plan Review meeting is scheduled for Monday. No permit
issued as yet.
QMS/MHS Parking — Rich Feeley expressed to Town Manager the critical need to have the
number of parking spaces required for QMS/MHS plans. Still waiting for official response from
Building Inspector. John D'Agostino to write memo to Building Inspector.
MHS Bid — Rich Feeley stated that response from Wallace Floyd is that according to Mass Law,
the Town has 30 days from Bid Opening to award contract. Town may legally ask bidders to ,
hold bid for additional 30 business days, however, bidders would not be obligated to extend bid.
Town would then have to go to next highest bidder.

NEW BUSINESS
Request for Fencing/Bleachers at Memorial Park — Town Manager expressed the need for
fencing around the ball fields at Memorial Park and new bleachers (visitor's side) for existing
football field. Old bleachers can be moved to new field. Discussion with MBC concluded that
because of the property line, the expense could be included in building of school projects. Town
Manager to provide secretary with specifications for fencing including linear footage and
specific bleachers requested. Eleanor will notify Jim May to include in specs.
Robinson Clerk of Works Computer — It was brought to the committees' attention that there are
plans being made by the Town Manager to send the computer that was purchased for the Clerk
of Works during the construction at Robinson to the Planning Dept. Rich Feeley requested letter
be sent to Walter Parker noting that it is MBC intention to provide a suitable unit to them,
however we have files that need to be removed from the unit before it goes anywhere.
Respectfully submitted,
Eleanor McCarter, Secretary
