Withdrawal of Sub -bids — Jim May commented that Chapter 149 of sub bid law allows
for the withdrawal of bids in the case of bonafide clerical errors. Three requests to
withdraw have been received from Sub Bidders: Bostonian Masonry, Eastern Contractors
and Modern Glass & Aluminum.
General Bid Opening/MHS - Jim May reviewed high school bid results with MBC. The
apparent low bidder for the MHS Project was J.T. Callahan at $9,018,000. Based on the
bid withdrawals, an additional $208,000 will be added to General Bid amount. Jim
Liddick commented that based on numbers in hand - estimated available contingency is
approximately 6.5% . The Committee discussed and calculated worst case estimates to
have on hand, should any new developments occur.
Data/Tel Cable — John D'Agostino expressed concern in having enough available funds
to cover high school Data/Tel needs.
ROBERT E. WALSH WELL UPDATE
As requested by the MBC, Ron Ponte has notified Winston Builders re: permit required
for site trailer, and installation of an electrical ground for safety reasons.
Metering Pumps/Chemical Storage Tanks — Mr. Ponte reported that he had rejected
Winston Builders' submission on the metering pumps and chemical storage tanks,
because they did not meet specifications.
SCADA S.. ste —John D'Agostino noted that a warrant article in the amount of
$117,000 is being sponsored by the Water Department to cover the cost of this system.
Schedule/cash flow - Ron Ponte provided the Committee with a construction schedule
and cash flow statement for the well project. Areas of completed work were highlighted.
Mr. Ponte noted that mostly the rough work was done. Winston is currently pouring I"
half of first floor slab.
Shop Drawings — Tata & Howard was asked by Ken Gay if any new shop drawings had
been received. Mr. Ponte commented that there had been no significant changes.
Change Order #1 ref Perimeter Insulation — Ron Ponte presented a change order
submitted by Winston in the amount of $1669.00. Winston Builders claims that
perimeter insulation is not indicated on drawings. Mr. Ponte noted that the insulation is
in the specifications and is also required by building code. Tata & Howard did not
recommend approval. MBC agreed that the request should be denied. MBC pointed out
that the architect could have rejected the request based on submission of a "Request for
Information". Mr. Ponte noted the extra paperwork was to appease the contractor.
Payment Requisitions - Ron Ponte noted that the 2"d payment requisition was recently
submitted to DPW. MBC should see copies prior to payment. MBC to send letter to
DPW requesting update as to the status of requisitions received.
MBC Requests:
- Request was made by Ken Gay to have work crew clean up of excess building
material in road. Renee Gauthier to notify Mike Ahern.
- Request made by David Young to have DPW provide copy of budget to MBC
including architectural contract (all inclusive) and anything relating to construction
administration. Renee Gauthier will forward copies of information to MBC.
Shop drawings- David Young questioned whether there were any items outstanding
having long lead time. None at this time.
Soil Testing - Rich Feeley questioned whether soil and concrete testing services were
included in contract. Tata & Howard confirmed that it is included.
QUALTERS MIDDLE SCHOOL
Fire Inspections/OMS — Town Manager commented in his letter to MBC confirming that
the Fire Department agrees to perform inspections on regular time. John D'Agostino
stated that he had spoken with Lt. Sarro. They have agreed not to submit over time
charges for inspections, provided that conditions within the letter are met. Mr.
D'Agostino reiterated that the Fire Department must have at least 1 week prior notice to
schedule inspections. General Contractor must coordinate with Fire Dept and Project
Coordinator.
SCHOOL COMMITTEE — REVIEW OF MHS BID — (8:30PM)
MBC attended School Committee meeting. Richard Feeley and John D'Agostino were
called on by Mr. Moretti. Mr. Feeley noted that the bids for the high school project came
in very close to the amount expected. Mr. Feeley confirmed that with school furnishings,
construction management and unforeseen items need to be added to the bid, thus $7
million being requested at Town Meeting, will be needed to complete this project. Mr.
Moretti noted that the School Dept. has $180,000 (2/3 reimbursable) in a Foundation
Reserve that is being held specifically for the NMS project. Richard Feeley requested
that he and Mr. Moretti will work together to coordinate scheduling the referendum vote.
