QUALTERS MEDDLE SCHOOL Process of Information — Chairman Feeley opened discussion Re: Communication Deficiencies at QMS between Architect, Engineers, and Contractor. Regarding Requests for Information, Chris Sullivan stated that lengthy response times from Thompson Consultants Inc. (TCI) has made it difficult to keep the QMS project moving forward. Mr. D'Olympia, TCI took exception to comments that TCI was being unresponsive. Ms. Sullivan also noted problems with the accuracy of some of the responses received, referencing a question raised on 11-11-98 re: Dresser Coupling. TCI's response was to use a Fernco coupling. Ms. Sullivan noted to the Committee that the directive given was against code. Steve MacCaffrie and Chris Sullivan stated that TCI had been questioned twice regarding installation of the Fernco coupling. TCI did not change their response. The Fernco was installed as directed and did not pass the Town inspection. A second issue was referenced Re: indication for a 7'2" water heater. The door opening was not wide enough to fit the unit specified. A request to substitute with a two piece heater unit, was rejected by TCI. Additional costs were incurred by the Town to widen the door opening to install the heater. Prioritizing Issues -David Young asked if issues at QMS are being prioritized at the job site meetings. Richard Feeley noted that the Contractor does present a prioritized list at the Thursday job site meetings, however not all issues are usually addressed. Mr. Feeley stated that the list of RFI's pending response from Keyes and/or TCI, needs to be shorter. Dan Freeman requested that someone from TCI attend job site meetings weekly or biweekly to help resolve issues more quickly and efficiently. Chuck D'Olympia requested that Chris Sullivan, Steve MacCaffrie and Ron Ashton generate a list of issues that need to be addressed. Mr. D'Olympia will follow up. Identifying Additional Work — Steve MacCaffrie requested that someone other than the contractor determine what constitutes additional work. Dan Freeman and Dick Battles agreed that TCI should be able to identify if related work is to be considered an "extra". Jim Liddick noted that a cover letter should be included on all responses to RFI. Ron Ashton will generate a cover letter to be included with all responses. An indication of "Additional Work Item" shall be noted by the architect (Yes/No). Drawings — Dick Battles questioned the status of coordination drawings. Re: Tri State (11/12/98) Montle Plumbing — Mr. Battles noted that ceiling heights are still in question. Mr. Battles commented that there are no issues to date re: shop drawings. Structural Issues — Sarkis Zerounian discussed base plate elevations in the masonrdy wall, noting that the link was modified. Beams have not been marked on shop drawings on 2" floor of the new wing. Mr. Zerounian commented that the shop drawings will determine the connection in elevation. It was noted that Nashoba Steel had asked Zerounian Assoc. three questions relating to beam location and dimensions in the connector area with no response. Mr. Zerounian stated that the surveyor was used to determine the reference points needed. Gym Steel — Chris Sullivan reported that the gym steel is up.
