ROBERT E. WALSH WATER TREATMENT FACILITY UPDATE
General Update — Mike Ahern reviewed highlights of recent project activity.
• Transfer Switch - Mr. Ahern stated the transfer switch needs to be moved from the electrical
room to storage room. Cost of this work to be paid by Tata & Howard.
• Speed Pumps - Work is incomplete. Per Mr. Ahern, nine variable speed pumps were
delivered. It was later discovered that five of these pumps had incorrect pulley assembly.
Correct parts are expected in 5 to 6 weeks.
• Project Schedule - Per Mike Ahern the anticipated project completion date is Mid -April,
1999.
• SCADA — Mike Ahern noted that should the SCADA system experience a crash, there is no
manual overrun system on any pumps. Tata & Howard to review.
JORDAN/JACKSON ELEMENTARY SCHOOL
Roof Litigation — Attorney Max Volterra provided an update of pending litigation relating to
premature rusting of the metal roof.
• Warranty —Mr. Volterra reported that the written roof warranty provided by the Contractor
excludes all implied warranties and also has severe limitations on collecting damages. Plan
would be to argue that an implied warranty was applicable, per the Uniform Commercial
Code.
• Roof Comparison — MBC previously suggested that Mr. Volterra find out the location of the
same roof system installed by Titan, immediately before and immediately after the Jordan
Jackson roof to compare those roof conditions to Jordan Jackson. Mr. Voltenfa did not have
this information available. Per Mr. Volterra no other roof failures appear to be reported.
• Cause of Roof Failure - Investigation ongoing to determine cause of premature rusting of
metal roof. Manufacturer's opinion is that failure was caused by improper installation.
Metallurgist report (provided by HARE) disagrees with manufacturer's opinion and suggests
that the manufacturer would be at fault for providing defective roof material that failed.
- • Legal Fees - Town of Mansfield to incur fees to litigate the roof claim from Hare
Consultants, R.B. Corrosion Services, Gale Associates, Attorney Max Volterra and possible
mediation fees.
• Snow Guards - Attorney Volterra needs to gather more information about snow guards (i.e,
date of installation, manufacturer and name of installer etc.)
Summary: Attorney Volterra suggested it would be in the best interest of the Town to move
forward with mediation versus a trial. Timeline to mediate was estimated to begin in three
months versus waiting another year or more for a trial date. Mr. Volterra plans to add claim for
negligence.
QUALTERS MIDDLE SCHOOL
Fire Alarms - School Dept. expressed concern regarding repeated fire alarms sounding.
Contractor needs to ensure fire alarms are kept clean while working on site.
Heating - Walter Parker expressed concern re: inefficient heating and existing generator. TCI to
review.
Data Cabling —Bob Gurek advised MBC that the School Department entered into a contract with
JCI Communications in the amount of $58,177.32 to install data cabling at QMS.
Air Quality - Discussion opened re: air quality testing needed. MBC advised School Dept. to
move forward with necessary air quality testing. Cost to be paid from QMS Project Account.
JTC/Application for Payment — Contractor did not provide a requisition for approval for work
performed at QMS this month.
ROBINSON ELEMENTARY
Kitchen:
Missing Electrical Power — Walter Parker noted that the intended design for the kitchen panel
was supposed to include electrical power for the original dish room. Drawing for booster
panel shows too much power for circuit. Mr. Parker suggested a connection piece appears to
be missing and a sub feeder panel is needed.
Piping in kitchen is complete.
Epoxy Floor — Walker Parker expressed dissatisfaction regarding installation of epoxy floor.
Keyes to determine whether to accept or not.
Bollards — Per Walter Parker, the gas company has agreed to pay for new bollards needed to
meet code requirements. Walter Parker to coordinate installation.
Floor Mats — Walter Parker stated the School Dept. would accept installation of raised floor mats
versus recessed flooring included per contract. MBC to pursue credit to provide and install
recessed flooring.
MANSFIELD HIGH SCHOOL
Asbestos Abatement — Rich Feeley commented that Universal Engineering would not be
attending job site on Friday. MBC has agreed to move forward with A Best to perform
abatement work. Building Inspector (Al Bacciacci) is waiting for a letter from JTC.
South/West Addition — General update provided by Project Coordinator, Paul Letendre.
• Foundation - Considerable amount of foundation work is complete.
• Courtyard - Courtyard area is ready to backfill.
• Concrete — Waiting for test results from Haller and Geisser.
Keyes/Non Payment Issues - Need to contact Bob Vogel regarding Keyes lack of payment to
subcontractors.
JTC/Manpower - MBC requested references for new JTC Site Supervisor Tony Messina.
Security Tags — Rich Feeley asked Paul Letendre to obtain a security list of subcontractors
authorized to be on site from JTC. A list of issued tags is to be given to the MBC for files.
Site Li hting — Current sketch adds two lights near auditorium and one light near entrance to
parking lot. Jim Liddick asked Jim May to explore feasibility of moving light pole to edge of lot
to provide illumination to grass area. 100 amp. service should be sufficient.
Pump House - Walter Parker commented that power for pump house needs to be re -fed. TCI
needs to prepare sketch.
Transformers - Issue raised re: Mansfield High School changing over to electric heating.
Member Ken Gay suggested that the Electric Dept. may decide to downsize transformers.
Need to confirm with Electric Dept.
Sample Material Boards — MBC advised that sample boards should be brought to Principal and
MBC for approval.
Brick — Jim May advised that the brick color match looks very good.
Pavement — J.T. Callahan hopes to reclaim asphalt areas, begin binder compaction and
pavement. Paul Letendre expressed concern regarding JTC clipping tree roots while back -filling
sidewalk.
PROPOSED CABLE TV STUDIO
Site - Mansfield Cable Access is exploring options to relocate their cable TV studio near schools
to increase programming opportunities. WFDG previously provided three drawings to the
School Department identifying possible locations to construct building to house a cable
television studio near schools. The studio would be owned and operated by Mansfield Cable
Access. Richard Feeley commented that the School Dept. had approved Location "C" which
locates the proposed cable studio building next to existing MHS.
