General Update - Paul Letendre informed the Committee of upcoming work activities.
Concrete needs to be completed at West Foundation. Mr. Letendre commented that this Friday
J.T. Callahan will be pouring footings for elevator shaft. Foundation wall will be done on
Saturday. By Monday, the area is to be back-filled and ready.
Structural fill West Addition — Mr. Letendre noted that Haller Testing Laboratories visited site to
perform testing prior to placing fill.
Courtyard — Discussion was that the staging for the courtyard would be from back of building.
David Young requested that the existing drain manhole in courtyard be filled in before pouring
floor.
Fencin — An additional cost of $500.00 may be coming from J.T. Callahan for moving fencing
in rear of school.
Structural Steel - Paul Letendre indicated that the steel work scheduled for week of vacation, is
now on hold till after vacation.
Kitchen Tile — Rich Feeley asked Jim May for confirmation that quarry tile is planned for the
Cafeteria. Jim May commented that quarry tile will be installed.
Building Permit — Question was raised as to status of a signed abatement contract and payment
of the mechanical permit fee. Paul Letendre to follow up.
Rock Excavation — The Project Coordinator noted that the contractor uncovered a 7 cubic yard
rock during excavation at MHS. After the necessary excavation work was complete, the rock
was buried on site. As a precaution for any future work in the area, David Young requested that
the Project Coordinator mark where the rock is buried on the as -built drawings.
Ball field — Walter Parker expressed concern to the Committee that the Field Hockey Field may
not fit at MHS. The Committee asked Mr. Parker to mark field to be sure. Issue pending.
Site Lighting — David Young questioned Jim May re: lights along East St. controlled separately.
Suggestion was made to add a switch and timer (24hr.) to control parking lot lighting.
Direct Billing —Re: Keyes Assoc. non payment issue, discussion was that the MBC needs to
protect the Town of Mansfield. With Town Manager approval, a call was placed to Town
Counsel to explore solutions. David Young suggested that Rich Feeley contact Bob Vogel at
Keyes to discuss issue.
Schedule — J.T. Callahan is to provide construction schedule in 2 weeks.
Painting_— Rich Feeley reminded Jim May that the painting subcontract needs to be re -bid. Jim
May commented that J.T. Callahan is checking with attorneys to determine who should be
responsible to handle bid. The MBC suggested that Wallace Floyd should handle bid and gave
direction to Mr. May to move forward with advertising to bid painting at MHS. Jim May to
contact Bascom Printing. Committee agreed to use the complete drawings previously returned to
MBC for paint bid.
Ceiling Removal — Paul Letendre noted that after the removal of ceiling tiles in corridor, he and
Walter Parker observed elbows which appeared to (not currently a safety issue) contain asbestos
material. Haller Testing Laboratories was contacted immediately to test material. Test results
pending. Paul Letendre to follow up with J.T. Callahan to confirm that an asbestos contractor
has signed a contract.
TV/Studio — Mike Healy phoned the MBC Office this week. It was reported that the Mansfield
Cable Access Project is on hold indefinitely. Mr. Healy stated that there are many issues that
still need to be resolved.
Payin — J.T. Callahan plans to place binder coat of pavement and do temporary striping of the
parking lot at MHS/QMS during April school vacation. Jim May commented that the site
lighting behind MHS/QMS would be removed at this time. MBC denied J.T. Callahan's paving
proposal unless proper temporary site lighting is provided or existing lighting remaining in place.
Jim May to request a schedule from J.T. Callahan.
Main Entrance — Under J.T. Callahan's scope of work, includes removal of one section of
sidewalk area and replacement. Jim May proposed a suggestion to improve esthetic appearance
of walk at the front entrance. Suggestion was to have J.T.Callahan do demo and have town own
replacement. Issue to be discussed at Friday job site. Jim May to confirm J.T. Callahan work
limits here and report back.
School Concerns - Walter Parker questioned Jim May re: various school concerns. Responses
were as follows:
• Air conditioning for library — No enhanced ventilation is specified.
• Sound proofing in library — A 12" solid concrete wall will be in place.
• Ventilation in Chemical Storage Closet in Science Wing - Jim May to forward a
recommendation letter from Thompson Consultants to Principal.
• Wardrobes — Not specified in contract, suggestion was made to order wardrobes with school
furnishings if required. There is no case work in these classrooms.
• Repositioning doorways to faculty offices — Jim May will review positioning of doors
leading to corridor vs. to faculty offices.
Ceiling Removal — Discussion was raised re: sealing penetration areas. Walter Parker will
address issue with foam material for temporary fix until sprinkler system is installed.
QUALTERS MIDDLE SCHOOL
Delay Claim — A letter received from J.T. Callahan prompted additional discussion re: J.T.
Callahan implying that the Town is causing delays at Qualters. Chairman Rich Feeley stated that
the Town has never prohibited J.T. Callahan from working in any zone unless it prohibits school
programming. J.T. Callahan has freely accelerated their work in other areas beyond the time
frame indicated in the proposed schedule. Mr. Feeley to send a letter of response to J.T.
Callahan.
MIIA Insurance Inspection — MBC received a recent inspection report identifying several items
to be addressed. Chris Sullivan and Walter Parker will determine construction related issues vs.
maintenance issues such as steel plate floor, water heater, missing vent hood, repair to loading
dock.
Direct Billing Request — Discussion opened re: Request from Universal Engineering. Ammar
Dieb has reported continued problems in receiving payment from Keyes Associates for Asbestos
abatement at QMS. Rich Feeley received permission from John D' Agostino, Town Manager
today, 3-30-99 to obtain a legal opinion from Town Counsel. Question was asked if the Town
has the right to ask that Keyes Assoc. provide lien waivers for subs or move to direct payment
for engineering services. Issue pending.
