Feeley opened discussion re: landscaping. Mike Ahern commented that the DPW would be
responsible for all facility landscaping.
JORDAN JACKSON ELEMENTARY
Roof Liti ag tion - David Young opened discussion regarding a recent site visit by the roofing
` manufacturer and roof consultant. Mr. Young raised concern with their suggestion to coat a
section of roof and then perform extended weather testing over the next winter. Such testing
would prolong settlement of the case and increase litigation fees. Mr. Young suggested that a
meeting be scheduled with Town Counsel and all parties involved to discuss the current status
and future direction of this case.
QUALTERS MIDDLE SCHOOL
Temp Storage/Bldgs. & Grounds — Rich Feeley asked Walter Parker as to the status of
relocation of the Bldg. & Grounds Office for summer months. Mr. Parker informed the
Committee that alternative arrangements have been made. Walter Parker and secretary have
moved into Room 101 at the high school. Temporary office trailer contracted by Mr. Parker was
cancelled.
Stair Railing — Chris Sullivan presented a no cost change proposal to modify horizontal stair rails
to vertical rails. Stair railing specified for installation indicated welding pre -finished round steel
with parallel flat ladder stock, to the pre-existing rails. Larkin Iron expressed concern with
safety as well as esthetics in welding the pre -finished material to existing rails. Jim Liddick
questioned whether the proposed railings include factory installed (priming) paint. Ms. Sullivan
will confirm.
MOTION made to approve the revision to the stair railings as proposed by Larkin Iron.
Motion amended by Jim Liddick to include the assumption that the proposal includes
factory priming paint at no additional cost. DY/KG Passes 4-0.
Sewer Clean Out — Project Coordinator commented that since an exterior clean out is in place it
is not necessary to keep the interior clean out open. Discussion was to leave the interior clean
out closed.
Doors/Frames at Connectors - Chris Sullivan obtained quotes for 4 doors/frames missed on
doorframe schedule. Ms. Sullivan noted that her estimates were not far off from price quoted by
the Contractor. Decision was made to have the contractor complete work based on Time &
Materials. Doors will be installed this week.
Kilns — Project Coordinator commented regarding a proposal to add a circuit breaker for kiln.
Committee members felt the cost was excessive. Chris Sullivan to review further.
Floor the —Project Coordinator walked site with Chairman Feeley on June 9, 1999 to evaluate
condition of floor tile at QMS. Areas of tile to be removed were prioritized based on their
existing tile. Rich Feeley asked for School Dept. to support recommendations made. Walter
Parker will walk site with Chris Sullivan to review and respond to the MBC. Universal
Engineering has been contacted re: removal of the cafeteria floor. 7,769 square ft. of tile removal
is owned in contract. Credit will be due from SMI for removing areas. Project Coordinator has
schedule of values from Universal Engineering.
Computer Equipment — All costs associated with replacement of a missing computer have been
paid by Suburban Middlesex Insulation. JTC had previously agreed to cover the cost of I
computer cart in the amount of $249.23. Payment of this amount is still outstanding and
preventing the school department from placing future orders with this vendor. Chairman will
speak with Michael Callahan of JTC regarding payment at Thursday job site meeting.
Project Administration - Bob Vogel informed the committee that Dan Freeman would be leaving
Keyes Associates effective July 5, 1999. Mr. Vogel will be taking over Mr. Freeman's
responsibilities at QMS including attending MBC Meetings. Steve Chmura will be attending
weekly job site meetings. Mr. Vogel will attend job site meetings as needed. Committee
members updated Mr. Vogel regarding various outstanding change order proposals.
COP #111 Ref. Winter Conditions — Dan Freeman's position is that temporary barriers could
have been constructed to begin work in Zone 2. JTC and Mason subcontractor have both
submitted for cost of framing. Richard Feeley expressed concern as to who will be available
to defend this claim. Bob Vogel will review issue with Steve Chmura. Response from
Keyes is expected by the end of next week (6-25-99). Rich Feeley commented that the Town
Manager has indicated his support in hiring construction attorney if necessary.
Rusting Doorframes — The condition of rusting doorframes was noted. Doorframes are
rusting through caulking. Chris Sullivan reported that Acme Door & Window Co. would be
switching to a rust inhibitor, but will continue to monitor situation.
Tile/Gang Bathrooms — Richard Feeley informed Bob Vogel that the tile work in the gang
toilet room was not installed in the manner agreed to by the Town. The tile which has
already been paid by the Town, was to include a 1 ft. strip and cove base. J.T. Callahan
eliminated V strip and installed alternate pattern. Item to be added to final punch list. Issue
pending.
• Gym Roof— David Young updated Mr. Vogel regarding spalls in ceiling in need of repair.
Test patching was to be done over school vacations. Issue still pending. Bob Vogel to
follow up.
• Exterior Roof — Letter from Firestone accepting fix has not been received to warranty roof.
Issue pending.
Stage Louver — Leaking has been reported on stage from louvers. School and MBC do not
support replacing unit at this time. David Young questioned what would be included in repair
of unit by contract.
Stage Curtain — Bob Vogel commented that even though a new sprinkler is scheduled for
installation, the stage curtain is still required. All stages 600 sq. ft. and over are required to have
both. Question raised by Walter Parker as to whether the curtain needs to be replaced. Chris
Sullivan will obtain opinion from Universal Engineering as to whether ACM is friable, if so
replacement would be necessary. Comment was made that the steel cables are on a fusible link.
Exterior Louvers — Plans show a larger opening in louvers than what exists. Issue was raised
whether the air intake will bring in fresh air as well as rain water. Suggestion from TCI was to
run unit fans using an economizer mode. David Young expressed concern re: meeting code
Q requirements by running units at 85%. Project Coordinator to follow up with TCI.
Mechanical work in Penthouse — Project Coordinator reported that dampers were rusted and
rotted. TCI was asked to review. Ken Gay will also visit site on Thursday, June 17, 1999 to
review.
R22- Chris Sullivan commented that the certificate for proper disposal of refrigerant (R22) as
required by code has not been received from J.T. Callahan.
Change Order Proposals - Steve Chmura commented that a few new proposals have come in.
Keyes Assoc. owes written responses to submittals and RFI's to J.T. Callahan.
Construction Related Moves — Summer moves are going well. Chris Sullivan noted that the
woodshop at QMS would not be available until June 28`s. Ms. Sullivan commented that the gym
space is currently being used as the cafeteria. Students who participate in assisted and free lunch
programs are eating at MHS. Suggestion was made to allocate a budget of $2,000 per school for
anticipated construction related moves at QMS and MHS.
Windows/Translucent panels — Project Coordinator noted that both are ready to be installed.
Unit Ventilators — Removal of 4 units remaining.
Color board —Bob Vogel requested to see color board for QMS. Chris Sullivan commented that
