JORDAN JACKSON ELEMENTARY
Roof Replacement — Cost to replace existing metal roof with aluminum or copper is estimated to
be $1.4 million dollars. Cost to recoat roof is estimated to be $250K to $300K.
Existing Roof —Galvanizing "zinc coating on steel" that was then painted. No proof that it is not
atmospheric. Corrosion is localized. No damage by installer. Corrosion is such that vertical
face failures or standing seam failures in other areas show signs of area pollution. American
Galvanizing Association doesn't recommend G9 coats for New England even though "standard".
A cyclic test is a weathering test of a proposed coating fix. Test is done for 60 days under
controlled conditions and equates to 8 years of roof wear. Proposal for 1000 square feet trial test
area and have Baboian oversee weather test.
Trial Date — Per Max Volterra, date for trial is at least six months away. Nothing to lose because
obligated to minimize damages. Warrantee issues are sketchy. Slim chance award will be for a
new roof. Probably material only or 1/3 cost. Underside of roof is fine. Porosity of galvanizing
and primer is the problem in combination with poor metal preparation. Max Volterra has not
found out about previous and post roof installations to J/J roof by that manufacturer. Need
reference list for most similar roof installation fix proposed and determine how one patches this
material.
8:10 PM
MOTION to approve roof proposal and do cyclic test with Karnak paying for costs.
DY/WM: Passes 5-0.
QUALTERS MIDDLE SCHOOL
Asbestos Removal (SMI) — SMI holds current contract with the Town of Mansfield for asbestos
removal at Qualters Middle School. Project Coordinator reported SMI walked off job Monday,
July 12, 1999. Need Town Counsel to send dismissal letter. Universal Engineering is a
subcontractor of Keyes Associates responsible for monitoring this work. MBC does not have
copy of Schedule of Values. SMI damaged several windowsills during demolition. MBC
exploring options to proceed with work. Evaluating whether to supplement forces with Fleet
Environmental. Due to declaration of emergency, Town would not be required to follow normal
bid procurement procedures. Appears SMI is only showing up on site so as to appear to be not
abandoning job. However, windows should have been started June 28, 1999. Fourteen points of
contract nonconformance have been prepared by Project Coordinator. Potential for $5,000/day
liquidated damages.
Town Manager advised utilizing a Boston legal firm with construction expertise. SMI to be put
on official notice. Need to also put SMI on notice about damage to sills. Sills need to be
repaired. Also notify Bonding Company and send notice to accelerate schedule and supplement
forces by SMI to extent necessary to finish.
Color Board — Per School Principal, color board for QMS is lost.
Zone 2 — Local Building Inspector recently reviewed area. Need to plan for temporary
Certification of Occupancy. Issues remaining:
• Elevator — New phone number needed.
• Sprinkler tie-in needed.
• Railings on stairwells need to be modified.
Cafeteria — No new equipment on-site. MBC was advised equipment being stored at Jacob
Leite's warehouse. Chris Sullivan does not foresee any problem with this. MBC asked Project
Coordinator to field check.
School Start Delays — School Committee must decide August 17, 1999.
School Issues — MBC discussed the following School Dept. concerns:
• Securing gym as weather -tight to protect wood floor.
• Linc Lynch expressed concern regarding limited manpower provided by JTC.
• Debris reported all over construction site.
• Window damage reported.
• Not using power tools.
• Some unsupervised night work ongoing.
• Several union trades stretched for manpower.
• Walter Parker reported concrete floor cracks. Needs to be reviewed in field.
