MANSFIELD HIGH SCHOOL UPDATE
South Wing Addition - Michael Callahan reported that the high school project is behind schedule
in some areas. Mr. Callahan noted issues that have caused delays in the new South Wing:
• Conflict as to who owns masonry flashing: JTC has given directive to roofer to install
flashing.
Lintels would not work as designed: 2 issues have been resolved.
Truss over Elevator: Issue resolved.
• Door/Hardware Schedule: Discrepancies within door/hardware schedule delayed order.
Tony Messina commented that fast delivery of door/hardware would take 3 weeks.
Approximate cost is $3,200.00. Mr. Messina expressed the need for immediate approval
from the Town to have doors/hardware installed in time for September.
MOTION to approve acceleration of the Door/Hardware for an additional cost of
$3,200.00. Approval is based on J.T. Callahan providing satisfactory backup to Wallace
Floyd Associates. JL/WM Passes 4-0
Classrooms - J.T.Callahan has met with MHS Principal regarding a one-month delay in opening
(4) new classrooms. School Dept. agreed to make other arrangements.
Cafeteria Concerns — Chairman Feeley pointed out that that the Town allowed JTC to remove
cafeteria ceiling June 280', 2 wks. ahead of schedule. Based on current condition of the cafeteria,
Mr. Feeley expressed serious concern regarding completion of the necessary work, prior to the
opening of school. The cafeteria is a priority and must be able to pass a Board of Health
Inspection. Specifications read that Cafeteria and Library must be functional at school opening.
Tony Messina commented about unforeseen conditions that contributed to delays.
Request to Accelerate Work Force - Michael Callahan proposed that the Town agree to pay to
accelerate works forces to ensure all essential work is completed prior to the opening of school.
Committee members questioned JTC as to their plan of action to accelerate the schedule.
• Manpower — Limited mechanical work forces are currently on site (2 or less). MBC expects
JTC to increase daily manpower. Mr. Callahan stated that letters have been sent by JTC to
trades requesting that they increase forces.
• Response to RFI's - JTC plans to request engineering consultants to accelerate their response
time. Answers to BFI's are expected to be immediate.
• Work Hours - JTC proposed to open job site 6 days per week, 15 hrs per day - JTC will
obtain plan of action from selective trades effected by RFI delays (mechanical, sprinkler and
plumbing). Each to agree to work an extra 10 hours during the week as well as 8 hours on
Saturdays at time and one half.
• Schedule/Cost - Chairman Feeley requested that J.T. Callahan provide the MBC with an
acceleration schedule, and plan indicating manpower needs and estimated cost of each
trade's acceleration. Michael Callahan proposed a not to exceed cost of $15,000.00. JTC
would be responsible for monitoring manpower on site. MBC stated that a minimum of five
men per trade should be staffing job throughout the normal work week.
MOTION made to authorize J.T. Callahan to expend an amount not to exceed $15,000.00
( to cover the costs of the premium portion of the overtime charges only in order to
accelerate work forces at the Mansfield High School to ensure occupancy of school staff no
later than August 27th, 1999. Trades to include HVAC and Fire Protection. Amendment
made by Bill Moore, to have critical BFI's and submittals and a 1 -week look -ahead
schedule included in future MHS construction meeting minutes.
JL/KG Passes 4-0.
Existing Building — Michael Callahan stated that the work in the existing building should be
ready Sept. 1, 1999.
Change Order Proposals — Committee reviewed Change Order Proposals as recommended by
Wallace Floyd Associates.
• COP #24 Ref. Ceramic Tile changes in existing building toilet rooms.
MOTION to approve changes in new addition bathrooms to include furnish and
installation of tile in bathrooms 184, 186, 284, and 286 in the amount of $15,336.00.
WM/KG Passes 4-0.
• COP #21 Ref. Forced Sanitary Sewer Line.
MOTION to replace sewer line from high school to East Street in the amount of $15,629.00.
KG/JL Passes 4-0.
COP #15 Ref. Add'1. Site Lighting - Furnish and install an additional eleven exterior
lights and poles including all underground conduit, wiring and fittings. Exclude
concrete pole bases and excavation. (Amount does not include credit for 2 pack
lighting.) Allowance carried. TCI also has reviewed and approved.
MOTION to approve COP #15 Ref. Additional Site Lighting in the amount of $11,367.00
as recommended by Wallace Floyd Associates/TCI. WM/KG Passes 4-0.
Quarry tile in Existing Kitchen — Jim May reported a3/4" transition issue in flooring. Mr. May
noted that the floor epoxy is in place and the area has been trenched. Discussion opened re: use
of tile flooring vs. resinous flooring. Options include installation of all new flooring for a net
cost increase of $14,000 or feather down floor and replace equipment. School Superintendent
advised MBC to patch to match floor instead of installing new flooring. Directive was
reconsidered by Mr. Moretti to have Walter Parker review flooring first and respond to MBC.
MOTION to reconsider decision to patch to match floor. JTC to provide submittal.
WM/JL Passes 4-0
Ramp Grading — Original ramp design was found not to be compliant with ADA. JTC
commented that site work would not be completed. Railings were not designed properly. Jim
May advised Site Coordinator not to install as indicated. Issue pending. Jim May to follow up
issue with response in submittal form.
C.O.P.#18 Ref Alum Framing @ Entry Vestibule (Revised) — MBC requested clarification of
revision. Jim May noted that the revised cost includes a lump sum credit due to reduction in size
of door entry.
Retrofit tank - Jim May commented that a credit for approximately $6,000 would be coming.
Temporary Occupancy Permit — Richard Feeley reminded Michael Callahan that JTC would
need to request a Temporary Occupancy Permit from the Building Dept. prior to Sept. school
opening.
QUALTERS MIDDLE SCHOOL
Abatement — SMI has been given notice to discontinue all work relating to the Qualters Middle
School project. SMI did not respond to the notice within the five days allowed. The Town has
since moved forward with an agreement with Fleet Environmental Services to fulfill the
remaining portion of SMI's contract and related repairs. Bruce Hanna reported that Fleet
reported to job site today (7-20-99) and began work in the kitchen. VAT is being removed from
guidance area under full containment and HEPA filters are running. Mr. Hanna noted that air
samples would be taken Wed., July 21, 1999. To date three windows were removed and eight
unit ventilators were removed.
SMI — Rich Feeley reported that two men from Suburban Middlesex Insulation arrived on site
today (July 20, 1999) at approximately 9:00 a.m. causing a disturbance. Police were notified of
trespassing and escorted 2 men off the property without incident.
Zone 2 — Mr. Hanna stated that Zone 2 is moving along well. JTC is hoping for interior
courtyard to be completed by opening of school.
Cafeteria — Work in cafeteria is moving along well. Roof top unit is ready to install. Bay
windows are installed. One window opening in cafe is still being used to load materials through.
Library — Michael Callahan reported that use of the library would be delayed for school opening.
Bill Maher stated that they can manage for a short time without the library.
Wood Shop — Michael Callahan stated that work in the shop is behind schedule. School
Principal and Superintendent stated that the wood shop is priority and must be complete for
teacher to hold classes.
Final Cleaning — School Dept. owns wax and sealing new floors. Discussion was that areas
could be turned over classroom by classroom to allow necessary time for final cleaning by
School Dept.
Lockers — Lockers are scheduled for delivery in mid-August. Superintendent expressed concern
re: possible damage to new floors. Bruce Hanna stated that Locker subconsultant would be held
accountable, should any damage occur.
Occupancy Priorities — Bill Maher requested occupancy be available in the administration area,
guidance, and nurse's office by August 30t.
Request to Accelerate Schedule — Michael Callahan expressed concern in meeting the deadline
to open various areas of the school. Rich Feeley questioned status of RFI's. Mr. Callahan noted
that TCI has been slow to respond. Chris Sullivan to follow up with Robert Wedge at TCI. Mr.
Callahan cited the need to accelerate work forces to ensure cafeteria and shop are ready for
opening of school. Mr. Callahan referred to SMI as cause of substantial delays. Some trades
were unable to perform work due to damage caused by SMI. Acceleration of workforce would
include only trades directly effected by SMI delays. Additional cost to accelerate will be
calculated by JTC and submitted for consideration.
MOTION made to allow JTC to accelerate work forces to meet September schedule
contingent upon action plans similar to MHS and Bill Moore's MHS amendment, being
submitted next week. MBC requested that JTC monitor manpower hours. Areas of
concentration to include cafeteria, administration, nurse, guidance and woodshop. Library
is secondary.
Windows - Superintendent and QMS Principal stated opinion that completion of windows work
would be considered priority over wood shop. Fleet, Cheviot, and Larkin Iron are currently
working on site. Window work will be backcharged to SMI.
Temp Classrooms/Gym - Suggestion was to maintain temporary classrooms in gym area to
assist in window abatement work. School Dept. supported suggestion. Bruce Hanna noted that
the gym and locker rooms would be usable.
School Committee Update - Superintendent asked that the MBC attend the August 17th School
Committee meeting to provide an update of the renovation projects.
COP #116 Ref. Gym Padding — $8,000 to add padding for ends of gymnasium. Cost based on
replacing wood panel areas with padding. MBC opinion was that cost proposal is excessive.
Proposal includes additional cost for padding at Robinson. Discussion was that JTC owns
padding at Robinson and should not be included in QMS pricing. Keyes to follow up with JTC.
Walter Parker stated that padding should be installed behind end baskets for safety reasons.
Gym Doors — Bruce Hanna expressed concern with level latched doors specified at QMS. 100
doors have glass next to handle. Glass is plate glass not safety glass and poses a safety issue.
Keyes to review.
Sidewalk — Schedule is needed.
