MBC. Discussion was as follows:
COP#40 in the amount of $25,382 for cost to add three electrical panels - MBC was advised that
GFI breakers are required for heat trace. Rich Feeley stated cost estimate appears to be
excessive and needs further back up. Subcontractor (JRW) and Engineer, Bob Wedge (TCI) to
review.

COP#97 Ref. Correction of Maintenance and Pump Shed - $14,533.00.
COP#98 Ref. Credit for wood blocking & LCC hook strips at roof ($5,352.00).
DY/WM: Passes 4-0. (Member Liddick not present at time of vote.)
COP#36 Ref. Summer Acceleration.
JTC believes COP#36 should be for $23,000 as that is what they incurred. MBC rejected that
amount as it was lump sum agreement.
MOTION to approve Change Order Proposal #36 Ref. Summer Acceleration in the
amount of $15,000.00. DY/WM: Passes 5-0.
Construction Schedule — JTC presented preliminary draft project schedule (30NOV99 Run date)
and reviewed with MBC. Members noted that site work and other contract work was still
missing from schedule. Jim May reiterated that during discussions with School staff, JTC was
advised that specific rooms must be made available by opening of school i.e. Special Education,
. Administration, Wood shop, Business Classroom #113, Gym, Independent Living (kitchen
equip.) and lockers etc. Meeting needs to be scheduled with Project Coordinator, Walter Parker,
School Principal and JTC to coordinate work efforts.
Manpower — Paul Letendre stated that Contractor would need to increase manpower to meet
schedule provided by JTC. Phil Ricci stated that there is too much work to be completed during
the summer.
Additional Drinking Fountains — Building Code requires that one drinking fountain be provided
per every 75 students. TCI recently discovered that installation of an additional 10-12 drinking
fountains is now required at the high school. Contractor to submit cost proposal.
Elevator — Discussion raised regarding sprinkling elevator truss to meet state requirements.
Jim May to discuss possible modification to beam with Jack Heron, Structural Engineer.
Roof Membrane - Jim May suggested JTC rip off old roof when whether conditions permit, and
secure new membrane to old membrane to ensure roof is secure at all times.
Seismic Bracing — Contract documents indicate installation of clip angles in several areas. Jim
May commented that masonry is not secure to hold weld. Wallace Floyd evaluating further.
Drawings issued by WFA direct masonry subcontractor to perform demo and reconstruct wall as
designed. Mr. May noted a credit is due to Owner for pointing brick.
Site Li hg ting — Site lighting is installed with the exception of bus loop.
Technology - Linc Lynch provided update of new computer technology purchases. School
Department has contracted with JCI Communications to install technology at QMS and MHS.
QUALTERS MIDDLE SCHOOL
Doors/Hardware — Steve MacCaffrie raised objection to draft door/hardware repair list. MBC to
ask Steve Chmura to review inventory of doors for contract compliance and re -issue list. MBC
suggested Keyes Associates schedule a meeting with Eagle Hardware, Construction Consulting
and School Department to address door/hardware concerns.
Control Joint at West Wing - MBC noted that control joints appear in the wrong location. Area
was to be covered by down spouts.
COP #111 Ref. Winter Conditions Claim - JTC claimed that $70,878.00 was owed to JTC for
construction delays due to winter conditions. Jim Liddick noted that based on the construction
time period, the General Contractor owns winter conditions per contract.
Rich Feeley noted that JTC began work in the Gym, Home Economics, and Kitchen areas prior
to schedule. This work should have off -set a suggested delay in JTC's construction schedule.
Steve MacCaffrie (former JTC Site Supervisor) agreed with MBC that JTC began contract work
on site prior to receiving Notice to Proceed. Foundation permit had been issued to JTC however
Contractor had not requested Building Permit at this time. Marc Jaoude and Michael Callahan
confirmed that based on the schedule of Nov 5, 1998 (provided by JTC) the QMS project was on
schedule. JTC did not appear to have enough documentation to warrant any payment for winter
conditions. Following a one-hour discussion, JTC agreed to continue work under protest. MBC
agreed to review documentation further. No action taken.
JTC/Application for Payment — JTC has not provided up-to-date construction schedule to
Architect as per contract. Jim May noted that pencil requisition did not include a credit change
order for roof issues as previously agreed.
Wood Case Work — Walter Parker reported that Nova woodwork has delivered case work in west
addition.
Kitchen Floor — Project Coordinator to mark tile area where finish coat appears to be over dirt
pile. JTC to replace tile.
Roof Credit — Michael Callahan objected to the roof credit proposed by Wallace Floyd Assoc.
Chairman noted JTC's firm position in using unit pricing to determine value of work in the past
(i.e. rock removal). Steve MacCaffrie spoke acting as mediator/advisor during this discussion.
Agreement was to table issue for now but also try to resolve quickly. MBC discussed future
payment to the roof contractor.
MOTION to reduce $70K payment requisition from roof subcontractor by 50%. Current
amount due to roofer is $35,000.00.
JUDY Passes 4-1. Ken Gay opposed.
Missing School Items — School Department listed several items (i.e. VCR's, video cameras, etc.)
stolen or misplaced during Summer/Early Fall. JTC to issue memo to subcontractors to keep a
look out for suspicious activity while on site.
Roof Louver - Walter Parker referenced note in QMS drawings regarding flashing at louver.
JTC to request contractor from QMS to make it weather tight .
Damaged Oil Pipe Line — Walter Parker reported it cost him $2,660 to repair the damaged oil
lines. JTC to be back -charged for this work.
