Project Administration — Bob Vogel was scheduled to attend tonight along with Steve Chmura.
Mr. Vogel cancelled earlier today due to conflict with another job meeting. Committee members
expressed frustration with regard to Mr. Vogel's lack of administrative support provided to the
QMS Project. MBC had directed Keyes previously to issue notice to JTC re: various concerns at
Qualters i.e. list specifying work not accepted, lack of manpower on site, list of contract work
incomplete, verification of window issue (B. Vogel), list of credits due to Town. Chairman
commented that the MBC has not received any copies of Keyes' correspondence to JTC
addressing these issues. Steve Chmura noted that 4 out of the 30 or 40 letters Keyes needs to
send have been issued.
Incomplete Work — Steve Chmura presented a list of various issues for MBC review.
Committee identified line items as work expected to be completed vs. Town to accept credit.
Credits due to Town — Steve Chmura reviewed a list of credits due to the Town. Total estimated
credit to date is $185K. Jim Liddick instructed W. Chmura (Keyes Assoc.) at the February 15,
2000 meeting of the MBC, to make preparing appropriate back up for credits a priority and
forward complete list of credits to JTC for review/processing. Mr. Chmura commented that
credit C.O has not been issued by Keyes. Chairman Feeley directed Mr. Chmura to prepare the
necessary paperwork and forward to JTC ASAP.
Terrazzo Floor — MBC previously gave directive to Keyes (2-15-00) to issue Construction
Change Directive to JTC to omit floor work and accept credit. Steve Chmura stated that he gave
verbal notice to JTC not to perform work. Mr. Chmura reported that Contractor was on site
today and was proceeding with work. Chairman expressed frustration that credit is now reduced
due to Keyes' lack of written directive.
JTC/Delay Claim - Meeting with J.T. Callahan is scheduled for next Tuesday, Feb. 29a' to
discuss their delay claim. Chairman expressed concern re: quality of completed punch lists, list
of rejected work, credit list, and list of JTC contract work incomplete. MBC requested Steve
Chmura be on site from now until next Tuesday to ensure that all Keyes' documentation is in
order. Chairman polled MBC members for a date to meet with Bob Vogel. Meeting will be
scheduled posted for Monday. Feb. 28, 2000 with Bob Vogel at 7PM.

members present.
MOTION to approve the Request for Proposal as it relates to the FDMW Feasibility Study.

10:05PM - Associate Members Mike Ahern, Mark Cook and Bob Button arrived.
Members M. Ahern and M. Cook were unavailable at the time scheduled due an ongoing DPW

evening, but could not be located at this time.
MOTION made to rescind approval of the final RFP as previously voted to further discuss
with Associate Members. DY/JL: Passes 5-0.
RFP Del av — Rich Feeley opened discussion to clarify recent miscommunication concerns. Mike
Ahern expressed frustration in the lack of written notice as to the recent delay of the RFP.
Chairman Feeley commented that the MBC did not receive any written correspondence from the
Board of Selectman/Town Manager re: the Board's vote to add the Water Dept needs to this
study. The MBC was directed verbally by John D'Agostino to delay issuing the RFP and to
include Water Dept. needs in the scope of work within this study. Information regarding this
conversation was provided to all members via e-mail from the MBC Office.
Communication — Rich Feeley noted that only one of the four Associate members confirmed
attendance for tonight's meeting as requested. Chairman Feeley stressed the importance of all
members maintaining communications between the MBC Office and various departments. Mr.
Feeley asked that all members respond promptly to communications and reiterated that any
questions or concerns should be directed through the MBC Office.
RFP — Final draft copy was previously distributed for Committee review. MBC Secretary
implemented minor grammar changes. Discussion was whether or not to reconsider two
additions (Provide Financial Information and QC information) under Submission Requirements.
Previous discussion was that adding the above referenced requirements could risk losing
qualified bidders. Rich Feeley polled members for any additional comments or changes
necessary.
MOTION to accept the final Request for Proposal as printed. DY/WM : Passes 8-0.
RFP Mailing List — MBC Secretary is generating a list of anyone requesting copies of the RFP.
Members who would like to add a firm to the distribution list were asked to give name of firm
