Interior Monetized Punch List — Chairman requested Keyes to issue notice to JTC to begin
closing the Project. Steve Chmura noted that the Interior Punch List was forwarded to JTC on
April 18, 2000. Keyes is waiting for JTC to transmit marked up punch lists from subcontractors
identifying work completed. Upon receipt of the updated punch lists, Keyes will issue a 60 -day
notice to JTC to complete unfinished work. Rich Feeley requested Keyes to provide the MBC
with a breakdown of any disputed items. JTC to generate a requisition of approved items. MBC
will evaluate remaining punch list items as to whether work would be completed by owner or
credit pursued from contractor.
Exterior Punch List — Chairman questioned the status of the Exterior Punch List of the building.
Steve Chmura confirmed that the Exterior Punch List has not been completed.
Keyes/Project Administration. — Over the past several months the MBC has repeatedly requested
that Keyes provide a full time Project Manager to the QMS Project. To date Keyes continues to
provide only part time manpower. Bob Vogel agreed that Keyes' manpower is limited. Rich
Feeley stressed that Keyes needs to increase the number of man-hours assigned to the Qualter's
Project in order to close the job in a timely fashion.
TCI — Committee Members expressed dissatisfaction with TCI's overall lack of attentiveness to
this project. Discussion was that several issues have been problematic due to TCI's delay in
responses and/or decisions made by TCI, ( i.e. heat trace, ductwork at woodshop, etc.). Chairman
asked Bob Vogel to contact TCI to follow up on current outstanding issues.
As -Built Drawings/Operation & Maintenance Manuals - Steve Chmura reported that most of
MEP As-Builts drawings have been forwarded to TCI for review. Keyes is still waiting for
Electrical to be submitted. TCI has responded that some O&M Manuals submitted are not job
specific and must be corrected. Keyes to return O & M's to subcontractors to make the
necessary revisions. Steve Chmura noted that JTC's has not provided As-Builts to Keyes as yet.
Chairman asked Keyes to follow-up letter to JTC.
Certificate of Substantial Completion —Bob Vogel indicated that the Certificate of Substantial
Completion required signatures from JTC, Keyes and Owner. Mr. Vogel did not present the
notice for signature. Still pending.
Drainage Issues — Chairman questioned Keyes as to the status of various drainage issues.
• Drainage Swale at left of QMS is not working properly. Grades appear to be incorrect
resulting in a standing pool of water. Michael Callahan to follow up.
• Drain at roof in rear near paint storage area - Walter Parker agreed to handle.
• Drainage Swale at bus loop off MHS parking lot is sending water to catch basin. Keyes to
follow up.
• Drainage at rear of MHS. Suggestion was made by Ken Gay to eliminate the small island in
rear of school and re -grade area prior to paving. Keyes to follow up.
Dust Collectors/Woodshoo — Walter Parker raised an issue that shakers in collector is not
working properly. TCI needs to verify cause. TCI has not provided Training and O&M
Manuals for unit.
Window Conflict — Ongoing issue regarding classroom windows installed last summer (1999).
--- Windows installed by Cheviot Corporation do not open as intended due to conflicts with
partitions or columns. Rich Feeley expressed frustration with Keyes' lack of response to date
and questioned Bob Vogel's plan to resolve the issue. Mr. Vogel stated that Keyes, Cheviot and
JTC are at fault for the improper installation. Keyes' offered to assume responsibility for the 36
window units impeded by partitions. A copy of proposed window fix was distributed. As
previously requested by the MBC, Keyes agreed to create a mock-up prior to further window
changes. David Young asked that Keyes coordinate with the School Dept. as to which window
to be used for mock-up. Suggestion was made to use window in Nurse's area. Rich Feeley
raised question regarding fix of the additional 70-80 windows impeded by columns. Mr. Vogel
responded that Keyes would engage legal counsel if Keyes were expected to incur the entire
financial burden to fix all windows. Issue pending.
Closures between girl's/boy's toilet near Gym — Steve Chmura reported that an acoustical panel
has been installed to obstruct the view between the girl's and boy's bathrooms. A copy of Keyes
directive to JTC will be forwarded to the MBC.
Change Order No. 18 — Committee objected to JTC's August 18th date to complete paving.
Discussion was that additional time would be needed for striping. MBC requested that the date
for paving to be moved forward to August 1, 2000. Keyes to advise JTC.
Aluminum Doors — Issue raised that the door -frame at main entrance does not work properly.
MBC asked Keyes to issue letter to JTC to correct.
