FDMW FEASIBILITY STUDY
CSS Kick Off Meeting - Chairman opened discussion with John Savasta and David Woodbury
of CSS regarding the Feasibility Study to be performed. Rich Feeley commented about budget
issues (including pending override vote) currently facing the Town. Taxpayers are not likely to
approve an enormous budget for this project. Mr. Feeley noted that the Town is not interested in
building a "Taj Mahal". The objective is to receive a quality facility without unnecessary frills.
Town Manager stated that due to the proposed site location on Rt. 106 that visual appearance
was still very important.
• Mission Statement - Town needs to identify priorities for CSS prior to final report. CSS will
establish hold points for total Committee decision-making.
• CSS will prepare Meeting Minutes.
• CSS will establish a Construction Budget.
• Single point of contact with the MBC is Eleanor McCarter.
• Meeting Schedule - CSS plans to meet with the MBC three times (once a month) prior to
submitting final report on August 18, 2000.
• Milestone Schedule - CSS will provide a Milestone Schedule to monitor progress of the
study.
• CSS Payment Schedule - Architect will bill Town monthly.
• Programming Issues - Space Needs Analysis Forms were distributed to Fire Dept., DPW,
MEMA and Water Dept. Each Department Head was instructed to return forms to the MBC
Office. Completed forms should be returned to CSS within two weeks.
Site Work - John Savasta commented that preliminary results of structural testing were not good,
however soil testing results were satisfactory so far. Further testing is planned.
Fire Dept. Concern - John Savasta confirmed that the fire access issue onto Rt. 106 is being
reviewed and that the study will incorporate traffic concerns raised by Chief Sliney.
Water Dept. Concern - Existing Water Dept. must be removed from Zone 1. Kurt Gaffney
suggested that the existing building be used as storage. Mr. Gaffney stated that since the Water
Dept. generates revenue for the Town, he would prefer to be located in a building separate from
DPW.
North Main Street Fire Station — Handicap accessibility prevents MEMA from using North Main
Street Facility. Current N. Main Street site also has various maintenance issues that would need
to be addressed.
Location of New Gas Tanks — CSS expressed concern regarding placement of new gas tanks.
Mike Ahern offered to provide a master plan for CSS to review. CSS suggested that the fire wall
tanks be movable.
MANSFIELD HIGH SCHOOL
Proposed Locker Room Changes — Wallace Floyd to issue a draft of locker room plans to TCI on
Wednesday for review. Linc Lynch to review proposed plan with Athletic Director and obtain
approval sign off from School Superintendent. Estimated turn around time is 2-3 weeks. Project
coordinator stated that changes would have minimal impact to current work schedule. Chairman
suggested that JTC fast track specialty items, i.e. doorframes etc.
• Showers/Boy's Locker Room - Per discussion with School Superintendent (5-16-00 MBC
Meeting), boys locker room will have gang shower set-up. Discussion was to install
individual shut off valves versus one central valve for all showers. David Young requested
clarification regarding a previous comment from John Moretti to move Trainers Room across
hall. Proposed plan does not include any changes beyond locker room. Linc Lynch to
confirm. School Dept. needs to date and sign approved copy prior to work starting.
• Lockers/Gym Locker Rms. — Project Coordinator presented a suggestion made by JTC to
delete basketball equipment and bleachers in lieu of providing gym lockers. Regarding
deletion of gym bleachers, discussion was that structural seating is not sound. Everyone
agreed that the gym bleachers need to be replaced. With regard to basketball equipment,
Project Coordinator noted that a $20,000 equipment credit would include a total of 8
backboards (six side court and two glass full court). Linc Lynch to obtain opinion from
Superintendent.
Carpet/Guidance Room — Sue Michael -Brown noted an RFI received from contractor that due to
the extent of saw -cutting in this area during construction, carpet will need to be replaced.
Suggestion to use carpet previously deleted from Rm. 241. Town will incur cost for installation.

sparking.
QUALTERS MIDDLE SCHOOL
Punch List — Project Coordinator, Steve Chmura, Linc Lynch, Walter Parker and Bill Maher
attended walk through of existing building on Thursday, May 25, 2000. Paul Letendre noted
numerous discrepancies found, i.e. Nurses area/ceiling tile falling in, Men's bath at front
entry/large space gap under door. Keyes sent letter to JTC requesting meeting to resolve issues.
JTC to do walk through with Keyes this Thursday (6-1-00).
Project Completion Deadline - Sixty-day deadline expires June 18, 2000. Keyes will issue 7 -day
notice to JTC by June 19, 2000 to complete outstanding work. MBC planning tentative walk-
through on June 17, 2000 to access monetary value of any incomplete work.
Expansion Joint — Issue re: screws not holding strip piece secure to floor. Due to width of
expansion joint, screws are hitting open space underneath. Comment was that JTC needs to
install a wider strip piece over the expansion joint to permanently correct issue.
Tree stump — Still waiting to be removed.
COMPOST FACILITY
Change Order Number 5 Re: Sanitary sewer changes in the amount of $1,034.42. Mike Ahern
pursuing $500 per day liquidated damages because project is over three months behind schedule.

pace. Potential $40,000 credit to remove fiberglass roof panels being discussed.
