Meeting was turned over to John Savasta for project update. Cor cn a% Project Minutes by CSS — Accepted with some revisions made by MBC Members. rn Benchmarking/Process — General update. • Review of Existing Conditions — CSS David Woodbury presented various plans noting layouts and brief description of the existing construction conditions. • Programming - John Savasta noted that CSS staff would be speaking with Department Heads within the next couple weeks for additional input. • Preliminary Master Plan Design — John Savasta outlined three scenarios for discussion purposes to locate a future "Municipal Center" in Mansfield; SK -l: Keeps the existing DPW with modifications and adds an addition to the north side of the building. A new structure combining the Fire Dept and MEMA is located at the west side of the site. The Water Dept building is shown located on the Maple St. site. CSS noted that SK -1 anticipates removal of the fork in the road on Route 106 at East Street. SK -2: Existing DPW Building gets demolished. DPW is relocated northwards on the site. Fire Dept. and MEMA combined under one roof on the west side of the site. Option SK -2 anticipates the removal of the fork in the road on Route 106 and the Water Dept. building being located on the Maple St. site. Option provides for vehicles undercover and more green space than other options. John Savasta noted structural deficiencies found with existing building. Prior to making any decisions with regard to the disposition of existing DPW building, David Young asked that any deficiencies found be well documented by structural engineer and others. SK -3: Locates all departments on the existing DPW site and allows some cost savings. Plan shows DPW located on the west side of site, Fire Dept/MEMA on the east side and the Water Department on the north end of the site. SK -3 anticipates no change to the fork in the road on Route 106 and enhances site lines for the Fire Department up and down Route 106. MBC Comments: DPW/Water Dept. Shared Space - David Young questioned the possibility of locating the Water Dept. and DPW in a combined facility, having separate office areas for each department and common rest rooms, lunch room, and conference room etc. Water Dept. and DPW initially felt this was not feasible. DPW and Water Dept. shared inventory concerns with regard to common stock pile of materials and equipment. Discussion was that all options should be explored. Committee requested CSS to provide SK -4 to show a Water Dept./DPW combined facility. Option to be explored further with Lee Azinheira, DPW Director and John D' Agostino, Town Manager. Fish & Game Dept./Right-of-Way — Ken Gay noted that the Fish & Game Dept. has a deeded Right -of -Way at the existing Rt. 106 DPW site. John Savasta confirmed that site options do allow access to the Fish & Game Dept. located on the right (east) side of property. Estimated Square Footage: Conceptual layouts include 46,000 square feet of total space. CSS plans show DPW/22,000 SF, Fire Dept./12,000 SF, MEMA/3,500 SF and Water Dept./8500 SF. Estimating building costs at $150.00 per sq. ft., MBC members expressed concerned regarding the total cost being too excessive to proceed with current plans. Need to scrutinize space needs. North Main St. Fire Station - David Young questioned why CSS seemed to put emphasis on the North Main Street Fire Station site. John Savasta responded that CSS was exploring re -use of site. Mr. Young reiterated that the proposed new Fire Dept. accommodations should be based on the existing Plymouth Street station (plus one bay) per the existing Capital Plan. Report Deadline: MBC unanimously agreed that more time is needed to property develop the Master Plan and that the final study report should not be rushed for the Fall Town Meeting. CSS asked for direction as to how to proceed with the master plan. MBC to schedule Workshop in two weeks with Town Manager and DPW Director to discuss. CSS will wait for response from MBC.
