Gay (9:45PM @ CIP) PM, James Liddick, William Moore
and Eleanor McCarter, Secretary
Michael Ahern, DPW, Robert Button, MEMA, Mark Cook,
DPW and Edward Sliney, Fire Dept.
John Savasta, David Woodbury and Michael Cronin, CSS
Architects
Kurt Gaffney, Water Dept.
Meeting commenced at 7:40 PM.
FDMW FACILITIES - FEASIBILITY STUDY
Presentation of Conceptual Design — John Savasta provided overview of conceptual plans
prepared by CSS. Mr. Savasta commented that the Plans include all Programming needs
specified (and includes wish list items). Preliminary construction (only) cost estimate for
total project is $9411 million dollars. CSS provided (2) sets of drawings to MBC for
their use.
Structural Update/Existing DPW Site — John Savasta reported that his official Structural
reports are not complete. Opinion at this time recommends demolition of the existing
DPW facility. Mike Ahern reported his independent engineer's evaluation of building
shows no structural deficiencies. The Engineer's opinion was that the existing cracks
could be due to clay soils beneath structure. CSS to provide report on existing building as
soon as available.
DPW/Water Dept. - Committee previously asked CSS to show one sketch with DPW and
Water Departments in separate structures and another sketch in shared facilities.
Comments made by Mark Cook and David Young that SK -1 did not show separate
structures as previously directed. Mark Cook commented that Sketch One as shown
duplicates several areas (i.e. locker rooms, showers, toilets etc.) and would not provide a
cost savings from shared common areas.
MEMA — John Savasta noted the MEMA training room due to its location would have
easy access. Training Room could also be used as a Community Room for local non-
profit groups if -desired.
Fire Dept. — David Young questioned why Fire Station was shown so much larger than
original plan of 8000 sq. ft. (Same size as Plymouth Street plus one bay). Chief Sliney
noted that Programming Needs Analysis incorporated future growth of the Fire Dept. but
that he had not fully reviewed program needs.
Vehicle Storage — A substantial increase in square footage would be needed to house all
vehicles. DPW Garage shown houses 41 vehicles.
• Option One — Garage shown 75 feet wide and has individual mechanical bay doors.
Not favored by CSS and some MBC members due to substantial maintenance
involved and capital cost.
• Option Two — Garage shown is 90 feet wide and has wider space inside garage with 2
door entry/exit. Maintenance would be easier.
Parking — Chairman commented that parking between plans differed significantly and
noted that the Building Inspector would have the final say on the number of spaces
required. Michael Cronin responded that there was plenty of space on site and that the
final sketch would reflect the accurate number of spaces needed.
Traffic Analysis — CSS has obtained traffic analysis from the State Highway Dept.
showing the proposed "T" alignment of Rt. 106 and East Street.
Traffic Pattern on Site - Concern raised re: difficult access for truck deliveries.
Members unanimously agreed that two entrances to the site would be preferred.
Fuel Storage — Members unanimously agreed that the Fuel storage tank should be located
in rear of site.
Project Status - Based on the Committee's review of options presented by CSS, the
consensus was that everything would need to be downsized to gain taxpayers support of
the Project. MBC to tentatively schedule workshop October 24`h to discuss and determine
a direction to proceed regarding the design concept. MBC will tentatively meet with CSS
again next month as well.
Shed Construction — Michael Ahern presented plans to the MBC for the DPW to
construct a 12' x 12' movable treatment shed at the existing DPW facility on Rt. 106.
MBC expressed support of DPW's ability to coordinate construction of the shed and
agreed to issue letter to DPW stating such and asking only for periodic project updates.
OTHER
SMI Liti ag tion — Chairman reported conversation with Attorney Chris Petrini regarding
Town's options to settle pending litigation or pursue further. MBC members suggested
execution of a final change order to SMI accepting settlement payment in the amount of
$40K. Rich Feeley to obtain clarification from SBAB regarding allowable reimbursement
of litigation fees relating to settlements and follow up with Town Manager.
Chairman to obtain clarification from SBAB regarding allowable reimbursement of
litigation fees relating to settlements.
QMSMIHS Project Coordinator Work Schedule — Paul Letendre submitted proposal to
revise his current hourly work schedule (beginning Week of October 30, 2000) to include
one hour per day for coordination work, Tuesday MBC Meetings, and Saturdays for a
s, fixed sum of $500.00. The MBC agreed to pay Paul Letendre five hours per week
minimum for coordination. $250 would be deducted from total if Project Coordinator
does not attend evening MBC Meeting or Saturday
QUALTERS MUDDLE SCHOOL
Project Administration — Per MBC Secretary's conversations with Bob Vogel and Steve
Chmura, Keyes Associates was not prepared to discuss any new issues, therefore did not
attend meeting.
Unit Ventilator — Ken Gay reported that the meeting scheduled to discuss inoperable unit
ventilators at QMS was not well attended. The actual unit appears to be the exact unit per
