FDMW FEASIBILITY STUDY Re -assessment of Space Needs —As a result of the last meeting held (10-10-00) with the full Committee it was agreed that the cost to proceed with the current plans is cost prohibitive. Each Department Head was asked to review plans provided by CSS and prioritize critical needs with the goal to reduce the scope of work wherever possible. DPW: Mark Cook proposed a reduction in vehicle storage square footage from 90 ft. to 60 ft. as cost savings for DPW area. Mr. Cook advocated for installation of individual bay doors believing it would allow sufficient access to park vehicles and reduce overall building volume. David Young commented that use of several individual bay doors, was previously discouraged by CSS and other Committee members due to excessive cost and ongoing maintenance required. It also required more exterior paving and access area. Mr. Cook commented that a shared cafeteria, break room and storage could reduce space further. CSS did not show this on plans as previously requested by the Committee. DPW staff will continue to refine space layout. WATER DEPT: Kurt Gaffney advised the MBC of Water Department needs to treat Well #8, Well #9 and the Dustin Well due to mangenese levels higher than anticipated. Estimated cost to construct a 4,000 S.F. water treatment plant including garage and office space proposed by CSS is approximately five million dollars (excluding piping from Dustin Well Site which is another $1 million.). Kurt Gaffney suggested that ordering green sand filters be delayed at this time to reduce cost. Mr. Gaffney suggested use of steel vs. split face block for exterior of the garage building. The conference room in this area could be eliminated. Mr. Gaffney noted need to add Lab/Control Room with operator, Foreman and Chief Foreman positions. Revised cost estimate would be $3.4 million dollars without office space or $4.8 million including office space. FIRE DEPT./MEMA: Fire Dept. and MEMA to share combined facility. Proposed facility as shown by CSS is 24,516 square feet. Fire Dept. (19,516 S.F.) and MEMA (5,000 S.F.). Chief Sliney noted the following comments: • Second Floor living quarters could be lowered to first floor. MBC supported this suggestion as it eliminates need for an elevator. • Some office space in front area could be combined. • Interview room can be eliminated. • Width of garage bays could be reduced, could use more height. • More efficient storage is needed. • Improved Locker Facilities is needed. • Administrative Offices could be moved to Plymouth Street location. • Separate turn -out gear storage area is needed to contain contaminants. • Washer and dryer needs to be in a separate area. Discussion was raised that per the 1994 Master Plan, the proposed Fire Station should be equivalent to the Plymouth Street site plus one additional garage bay. David Young noted the square footage at Plymouth Street is only 8,000 S.F. vs. proposed 19,516 S.F for the fire station area. Town Manager and Fire Chief will meet to re-evaluate needs by square footage. MEMA: Bob Button noted that the current plans do not provide sufficient storage. Mr. Button suggested the training room could be reduced by approximately 3 feet. Suggestion was also made to eliminate a corridor to accommodate storage, but based on discussion would eliminate access from outside. A representative from Johnson Controls commented at this meeting that they did not install any pressure switches because the materials were misplaced on site. Manufacturer is currently re -shipping new parts to McLaughlin Mechanical to be installed by Johnson Controls. • Carpet Damage - Discussion was to have Keyes issue Contractor seven-day notice to replace carpet in the Administration Office and order additional carpet for a damaged section in library caused by construction activity in both areas. Apex and Roofer need to perform additional work. • Balancing — Balancing reports required by Building Inspector are incomplete. Steve Chmura to follow-up. • Dishwasher — Concern raised by School Dept. that dishwasher pilot light continues to go out. Discussion was that the exhaust fan designed by TCI is oversized for the existing dishwasher unit. TCI suggests installation of stainless steel hood to existing ductwork. Steve Chmura to ask Dick Carney to provide revised sketch and instructions to correct issue. Keyes to advise Walter Parker to disconnect ductwork temporarily so School Staff can use dishwasher. Discussion was to have Walter Parker coordinate installation of new hood.
