FDMW FACILITIES
Geotechnical Report/Existing DPW Garage Site —Results of the Geotechnical report provided by
CSS indicate the existing soil at the Rt. 106 Highway Garage site is competent material to
proceed with construction plans.
Structural Report on Existing DPW Garage — CSS Structural Engineer confirmed that the
building does have some cracking. Based on the Structural Report, any additions to the existing
DPW Garage would require significant amount of work to meet future needs. Cost of this work
would be substantial and is not recommended. Wind loads have caused; existing masonry cracks.

DPW:
Mike Ahern and Mark Cook presented CAD plan prepared by their department showing reduced
space needs for DPW. Plan showed an approximate 9750 square foot reduction in space. The
width of bay doors was reduced from 20 ft. to 18 ft. Center isle was deleted. Discussion was
raised regarding DPW design showing installation of 19 individual bay doors. CSS previously
advised strongly that a two -door bay concept is a more energy efficient design and offers more
efficient use of internal space. Mass Highway has apparently abandoned multiple door design.
Mike Ahern to investigate further. MBC members expressed concern about maintenance on 19
motor operated doors.
Status: Mark Cook and Mike Ahern to visit DPW Facilities in Towns of Winthrop, Brookline,
Peabody and N. Attleboro to compare pros/cons (i.e. heating efficiency, usability of space,
maintenance and cost factor) of individual bay doors vs. two -door design. Town Manager also
plans to attend. DPW to forward a written comparison of findings to CSS. Copy to be sent to the
MBC Office.
FIRE:
Town Manager stated that he did not meet with Fire Chief to review revised re-evaluation of
space needs prepared by Chief Sliney. Chief Sliney provided his revised plan to the MBC
showing reduced square footage from 17,128 S.F. to 15,440 S.F. (not including shared training
room/MEMA). Second floor living space shown in the original plan was omitted. Overall
footprint of building was enlarged to accommodate living space on first floor. Copy to be
- forwarded to CSS to review and respond with recommendations. MBC asked Chief Sliney to be
prepared to respond to 1994 Capital Plan which recommended this fire station be similar to
Plymouth Street station plus one bay or about 10,000 square feet.
MBC to asked CSS to review 1994 Master Plan prepared by Preservation Partnership.
9:00 PM - John D'Agostino and Brad Wills left meeting.
MENU:
Mr. Button noted that sufficient storage was not provided and presented a plan with suggestions
to increase storage but reduce overall space for his department. CSS to review and recommend
alternatives.
Communication Tower — David Young questioned whether a single tower could be shared by
Fire, MEMA and DPW. All departments agreed a single tower is feasible. Consideration needs
given to location of tower and size, etc. MBC asked CSS to carve an allowance in their cost
estimate for the tower.
WATER:
Kurt Gaffney advised that the Water Dept. is proceeding independently of FDMW Facilities in
planning concept phase to construct a treatment plant with office area at rear of Rt. 106 highway
garage site. A presentation was made to the BOS to construct treatment plant with office space
to treat Well #8 and #9 and Dustin Well #7. Cost is estimated at 6 million dollars. Water Dept.
plans to request approval of $3.2 million for treatment, $50,000 to extend water line to street and
$1 million to run water line to Dustin at Annual Town Meeting, Spring 2001. MBC to forward a
copy of Water Dept. plan to CSS. CSS was previously asked to include a footprint of the
proposed Water Department facility on final Master Plan of the Rt. 106 site.
SITE LOCATION:
Based on conceptual site plans provided by CSS, the Committee, by a vote of 8-0-1, with one
permanent building committee member absent, agreed to move forward with OPTION 2. Fire
Dept. will be located on the right side of site where existing DPW is located. DPW plans to
move electrical, gas, and water main.
Next meeting scheduled for January 30, 2000. MBC Secretary to confirm CSS and Members
availability.
MHS Track/Fields Project — Mike Ahern advised the MBC of plans to excavate parking lot at
rear of MHS to relocate water line located near edge of track. Due to new paving included in the
school contract and budget concerns, Rich Feeley questioned when this work is planned and who
would be responsible for cost to relocate water main. Water Dept. is unaware of need to move
line. Rich Feeley to ask School Business Manager to provide a line by line cost estimate and
schedule of all proposed field work for MBC review.
