The Mansfield Planning Board met at the Mansfield Town Hall on Monday, November 23, 1970• Present: Town Planner Maurer Chairman Mendes, Clerk Latham and Planners Wojtkiewi.cz, Wellington, MacFarlane, Cinelli, and Nelson. Meeting called to order at 7:30 PM. 'Minutes were read from the meeting of November 16, 1970. Motion by Planner Cinelli seconded by Planner Wellington to accept the minutes as read, all in favor. Letter was received from Mr. & Mrs. Gary Enquest expressing their' concern for the present lack of control over apartment complex construction. Letter was received from John S. Hardy expressing his concern ;for the present lack of control over apartmentcomplex construction. `I `I Letter was received from Ronald R. Montaqui.la expressing his concern for the present lack of control over apartment complex construction. The following decisions were received frau the 'Zoning Board of Appeals J. Ronald Forrester permit granted for a variance Fireside Realty Trust permit not granted to construct a 69 unit € multiple dwelling complex. Morse and Forrester permit granted for an addition Ivan L. Goddard permit granted to construct a garage Carol Ann Realty Corp. permit not, granted to construct a 144 unit multiple dwelling complex Charles A. Meszoley permit 'granted to keep a horse Barbara A. Tarsa permit granted with restrictions for a sign 4 Motion by Planner Cirj_1i seconded by Planner Wellington to pay the t warrant in the amount of 038.251 all in favor. Motion by Planner Cinelli seconded by Planner Wellington to sign a, plan for land in Magna Vista, Laurie Lane, all in favor. Motion by Planner Cinelli seconded by Planner Latham for plan of recreation area in Magna Vista Lot 83 to be conveyed to the Town of Mansfield for recreations purposes, all in favor. Motion by Planner Cinelli seconded by Planner Wojtkiewiez to sign r a form A'plan showing lots ¢8 and 49 in Magna Vista, all in favor. Motion by Planner Cinelli seconded by Planner iJojtkiewicz to sign a plan for land owned by Billings Realty Trust, all in favor. Board reviewed plan for Zayre Tenth Realty Trust. Discussion was held on having them check the radii. Motion by Planner Nelson seconded by Planner Wojtkiewicz to table signing the plan for one week until Town Planner can check it, two opposed, four in favor. Town Planner Maurer gave to the Board Draft for Apartment Regulations in 1971. Motion by Planner Cinelli seconded by ,Planner Nelson to table for one weeko one opposed five in favor. Town Planner Maurerc -2 - discussed several points for regulations with the Board. Attorney Ernest White asked Board to 'review plans for Carol Ann Realty Trust. Mr. Edward Proteau advised the Board he is in agreement with the suggestions made by Town Planner_ Maurer.' to rezone his land. Board reviewed plans for Highland Avenue Estates. Mr. James Wills advised the Board he had been to the Board of Appeals and asked for a variance and was referred to the Planning Board. Board advised him to bring a`plan of his land to the Town Planner who will then reviewrthe plans with him. Mr. Robert Eames and Mr. George Poor met with the Board regarding the purchase of a Micro reader by the Planning Board and the Board of Assessors. Mr. Eames advised the Board he didn't feel that his Board could justify the purchase. Therefore they felt:' it wouldn't be advisable for them to try to purchase it at this time. Motion by Planner Cinelli seconded by Planner Wojtkiewicz to send a letter .to the Board of Selectmen requesting they insert an article in the Town Meeting Warrant to appropriate ',x`1,000 for Planning Board Engineering, all in favor. Town Planner Maurer will send a letter to the Department of Public Works clarifying their questions on Board's comments regarding the Route 140 and 2$ relocation. Chairman Mendes advised the Board he had attended a meeting of the Building Code Committee and that there will be an article in the Town Meeting Warrant to adopt some ;portions of the BOI;A Code. Town Planner Maurer will send letter to Mr. Christopher Clancy of Cabot, Cabot, & Forbes regarding the 60 day time period which will expire December 17 and that we have not received a complete set of plans from them. Board discussed road cross sections. Decided by Board to have water mains in the road and gas mains in the road. And that there would be a three foot grass :strip four foot sidewalk and another three foot grass strip. Town Planner Maurer will send letter to bearing being held by the ` Board of Selectmen regarding relocation of Maple Street with comments from the Planning Board. Motion by Planner Latham seconded by Planner Nelson to adjourn, all in favor. Meeting adjourned at 10:4$ PM.
