HomeMy WebLinkAboutPlanning 11/16/1970PLANNING BOARD MINUTES The Mansfield Planning Board met at the Mansfield Town Hall on Monday, November 16, 1970. Present: Town Planner Maurer, Chairman Mendes, Clerk Latham and Planners, wojtkiewicz, Nelson and MacFarlane. Meeting called to order at 8:00 PM. Messrs. Paul Dalton and Mike Murphy, representatives of Cabot, Cabot, & Forbes met with the Board.. Discussion was held on the extension of the intersection of 'Forbes Boulevard and traffic lights. Mr. Robert Morrison presented a Form A plan for Arthur and Freda Morrison for 20..9 acres on Willow Street. Minutes were read from the meeting of November 9, 1970. Motion by Planner Latham seconded by Planner MacFarlane to accept the minutes as read, all in favor. Copy of letter to James wills from the Board of Appeals was re- ceived advising Mr. wills they had deferred action on his application as they felt approval should be obtained from the Planning Board under Subdivision Control. Letter was ,received from Kevin and Dorian Hunt, ware Street expressing their concern over apartments in an agriculture zone. Letter was received from Mr, and Mrs. Eric Butler expressing their concern regarding multiple dwellings. Letter was received from Mr. and Mrs. Peter Leston expressing their concern regarding multiple dwellings. Letter was received from Mr. Robert Poulist expressing concern for the present lack of control over apartment complex construction in agriculture zones. Letter was received from the Department of Public works to Town Planner Maurer regarding Board's comments on the Route 2$ and 140 preliminary design plans. Motion by Planner Latham seconded by Planner Nelson to pay the warrant in the amount of N$100.74, all in favor. Board reviewed plan for Magna Vista Recreation Area. Planning Board asked it be noted on the plan "Conveyed to the Town for Recreation purposes' and that this plan be an amendment to the original subdivision plan. _2_ Board reviewed Form A plan for Billings Realty Trusty for land located on Copeland Drive and Chauncy Street. Board noted only two prints were received. Motion by Planner wojtkiewicz that the plan not be signed because the square footage is wrong and should be recalculated, seconded by Planner Latham all in favor. Board discussed meeting with Campy Dresser & McKee regarding Sewer Study on November 18, 1970. As the Board had just received the Report they asked that they meet with them on November 30 so that they would have time to study the report. Town Planner Maurer discussed with the Board petition for Mr. Edward Proteua to rezone his land. Town Planner suggested two alternatives to the Board. Town Planner will discuss alternatives lith Mr. Proteau. Board received peition from Mr. Robert Eames to rezone land on Creedon Street. Board decided to hold public Hearing on December 14. 1970. Board discussed apartments. Town Planner Maurer advised the Board that the discussion of their meeting with the Board of Selectmen and the letters they have received indicates the concern in Town about apartment developments. Discussion was held on taking apartments out of the agriculture zone' updating the building code,`low income housing and a meeting with the water Pollution Control and Soil Conservation on December 3, 1970. Town Planner will make a survey in terms of units, children, any empty apartments waiting lists,,,tax bills per unit or bedroom oK apartments in Mansfield. Motion by Planner Latham seconded by Planner Nelson to adjourn, all in favor. Meeting adjourned at 11:4$ PM.
