PLANNING BOARD MINUTES
The Mansfield Planning Board met at the Mansfield Town Hall on
Monday, October 26, 1970.'
Present: Town Planner Maurer Chairman Mendes, Clerk Latham and
Planners: Cinelli, Wojtkiewicz, Nelson, MacFarlane and Wellington.
Meeting called to order at 7:30 PM.
Minutes were read from the meeting of October 19, 1970. Motion by
Planner Latham seconded by Planner Nelson to accept the minutes
as read, all in favor.
Letter, was received from the Southeastern Regional Planning and
Economic Development District to the Board of Selectmen requesting
information on Town projects for 1971.
Letter was received from Universal Engineering Corp. advising
the ;Board they had forwarded their letter to the Division of
Water ways.
Letter was received from Attorney John Morley regarding covenant
for Stivelletta Subdivision.
Motion by Planner Latham seconded by Planner MacFarlane to approve
the warrant in the amount of $82,28, all in favor.
r Engineer Ralph Maloon and Mr. Lee Marinelli met with the Board to
discuss a proposed apartment complex off East Street entitled
110akleaf Estates" for 12 unit buildings $0 X 78 feet with a'total
lot size of 121 acres. Mr. Maloon told the Board it would drain
into the brook which goes into Canoe River. Question was raised
by the Board as to how much fill would be required before they,
would be able to build on the land. Town Planner 'Maurer 'asked
what the building architectual elevations were. Mr. Maloon ad-
vised, him that the plan was not complete and they; just wanted
to hear comments from the Board.. Discussion was held on the size
of water mains. Chairman Mendes advised Mr. Maloon and Mr. Marinelli
that he was against the complex because of low land, dead-end road
which would mean a dead-end water pipe and if the road ever became
the property of the Town it would mean a dead end street to plow.
And that, by draining into Canoe River more drainage problems would
be created in the area. Planner Nelson said he couldn't see anything
wrong with it and didn't see why he couldn't drain water into the
ditch. If a water problem was holding them up ;to get together
with the abuttors and clean and deepen the, ditch. Town Planner
Maurer advised Mr. Marinelli that the Fire Chief and Light_Department
would,;iant:.::to:.;see a floor plan of the building.

Board reviewed road for Cabot, Cabot, and Forbes. Town Planner
Maurer advised them that Mr. Mike Murphy had meet with him to
go over the plans and that there is still information to put
on the plans.
1 Hydrants. Fire Chief concerned that the Planning Board
told Mr. Murphy to waiver putting hydrants in until they receive
committments for buildings. Fire Chief would like to see hydrants
installed as road is constructed, and would like them located in
the road. Board told Mr. Murphy to put hydrants on private
property at descretion of Fire Chief. Planner Nelson recommended
that we ask the Fire Chief to meet with the Board., Planner Nelson
felt ;Board had made a mistake by letting them go ahead without
an approved plan, and that we should have had a definite plan.
Board feels that on a large road there is no need to have hydrants
every 400 to 500 feet. Town Planner Maurer advised the Board he
had talked with the Water Supt. and he would like to see them
in as road is constructed to avoid problems.
2. Town Planner Maurer advised the Board that Cabot, Cabot,
and Forbes agreed to a water gate every thousand feet.
3. Town Planner Maurer asked if it is necessary for Cabot,
Cabot, and Forbes to show on the profile the existing side lines
of the street. Planner Wellington said he didn't know what good
it would now, as the road is all cut. Board advised Town Planner
they only have to show'the s,,e lines.
X4. Discussion was held on the radius. Planner Wellington
felt there should be at least+.a 50 foot curved radius at the
curb
5. Town Planner Maurer advised the Board they want to put in
block manhole or poured manhole, whichever Board 'prefers. Board
felt they should be poured and that they will give them specifi-
cations at a later date.
6. Town Planner Maurer asked if the Board wanted to see the
final plans before they advertise for the hearing. Board advised
him that when the plans are completed and presented to them they
will review them and then advertise for the Hearing.
Town Planner Maurer advised the Board that he had invited the
Board of Selectmen to meet with the Board. He told the Board he
received a call from the Chairman, Peter Saunders and that he had
informed him that the sewer study meeting had been a very rushed
meeting and that they do not have any reports on the proposal as
it is a We -preliminary report and that when they get.'.more details
they will meet with the Board. He also talked about Maple Street
and said they are agreeable they should meet with us but they are
waiting as they are trying to get more money. He also mentioned
two other areas he felt we should discuss: modification of sand
and gravel requirements and trailer housing for the elderly. Letter
will be sent to them asking them to meet with the Board in two
weeks.

kTown Planner Maurer advised the Board he had attended a meeting
at the Region with everyone concerned to discuss the status of
the 701 Contract. We discussed how I would schedule my time. I
felt it was very reasonable with respect to completing the work
that is required. The highway study is supposed to be done
according to contract by outside consultant. I found that in their
library they have a considerable amount of material on highways.
I recommended that we consider not going for a consultant as I
feel it is something that could be done by us. They would get the
consultant to come in and set-up study and use him# to review
work. We came to the agreement that it will be done by the Region.
The Planning Board felt that there should be an adjustment made
in the contract between the Region and Town if a consultant was
not hired because the 'Town Planner would be putting in more
time on the 701 Contract.
Planner Nelson will attend Citizens Advisory Committee meeting on
Thursdayp October 29. He will also speak to the Rotary Club.
,Planner Latham advised the Board that there are seven sections
of pipe at Magna Vista and that they have been sitting there for
three weeks waiting to be installed for the drain pipe.
Motion by Planner Cinellip seconded by Planner Wojtkiewicz to
adjourns all in favor.-
Meeting adjourned at 10:00 PM.
