Motion: To pay the warrant in the amount of $65.68. (Mendes -Latham, all in favor) 5. 8PM ® Public Hearing was held in regard to a proposed amendment to the Zoning By -Law and Zoning Map to change a portion of the Town presently zoned Residence A and Residence B to Business C for Mr. B. Cavallo and Mr. F. Signoriello. 6. Michael Murphy and Paul Dalton came before the Board with a question concerning a piece of land in the Cabot, Cabot & Forbes Park. They were wondering if the Planning Board should endorse the plan as`- ;approval not required.Attorney White suggested that they put a note on the plan that the two lots comprise one lot for the purpose of this approval. Town Planner Maurer will contact Town Counsel on this matter. -2- 7. The Board of Selectmen met with the Planning Board to hear the Planning Board's consultant, William Foye, P.E., report concerning the Cabot, Cabot G Forbes Drainage Plan, (Planner Chavaree and Planner Grant left the roan and did not participate in any discussion.) Chairman Wellington told the meeting of the consultant's findings which are as follows; There are a few discrepancies in the basic assumptions and the final design figures; especially the time of consumption and that the dispersal figure at School Street was in error by approximately 20%. There was a slight difference in capacity and the engineer would estimate that the run-off would be increased 40 or 50% considering the total 1600 acreswater shed. The decrease in the time of concentra- tion and getting water down School Street would increase with peak discharge at the School Street area being 70-80%. If there were a similar situation as the March 1968 storm, the same criteria would be better than 100% dispersion. At Oak Street based on the computation of Cabot, Cabot b Forbes .report they estimate the present capacity at the Oak Street culvert 300-400 cfs. The engineer estimated it would be nearer 100 cfs, The engineer also estimated that only 50% of the School Street -Oak Street retention area would be available. The engineer's recommendation would be to construct a minimum of two retention areas within the Cabot, Cabot b Forbes Park to hold back peak flows and let them out over a longer period, Selectmenl;Peter Saunders questioned if these were 1981 figures as mentioned In their last meeting. He was advised that the consultant is going to recommend 1981 sizes between Oak Street and School Street. Chairman Wellington noted that the consultant did not agree with Camp, Dresser & McKee drainage report, he thought that the proposed culvert sizes should be larger. Attorney Jacobi, representing the Parente interests In this matter, introduced Mr. Elliot Childs, an engineer and hydrologist, who presented ,his own report on the problem. He estimated that after development has taken place the run-off at School Street will increase 100%. There will be an increase in run-off from pavement areas with the loss of some.of the natural detention storage. Town Planner Maurer advised the meeting the Department of Natural Resources would like to set up a meeting with all interested parties as soon as possible. Attorney. Jacobi suggested that since it is a complex matter that the Planning Board's consultant, Cabot, Cabot & Forbes consultant and Mr. Childs meet to work this problem out. They could meet at the Depart- ment of Natural Resources where maps are available for their use. It was agreed that this meeting would be arranged for later this week and that a meeting between the Planning Board and Selectmen be scheduled for next Tuesday to discuss the situation with the engineers. 8. The plan will be returned because it was not tied down to any street inter- section, there was no surveyors stamp, name of abutter misspelled and the large lot should be labled. 15. Town Planner Maurer advised the Board that he sent out a copy of summary of The Capital Improvement Project as were listed by the variousTown Departments. This is a compilation of all of the department requests. He felt that the meeting with the Finance Committee went very well. They would like to. hold a Board meeting on Thursday, October 14, to go over this and try to get the Selectmen interested in capital bud9et,ing. It was noted that the request for the Police Chief's vehicle should be reworded and the cost rechecked. 16. Board discussed the application of Paul Mitran Inc, concerning a variance. Notion: Send a letter to the Board of Appeals concerning Mitrano application recommending that due consideration be given to the fact that if this variance were granted it would create a traffic problem and that there is no possible way that they could meet the requirements for parking space and that it would be a travesty of the Zoning By -Laws to permit a further variance on.a,parcel which is already over-extended. (Mendes -Grant, all in favor) 17. Chairman Wellington requested that the Board receive more information on Board of Appeals application of Carl Nelson and this be put on,the agenda for next meeting. 18. Town Planner Maurer advised the Board that he checked into a Boston telephone line and the cost would be $98 a month. It was decided to put $360 on the Telephone Account. He had not checked into the hearing and advertising costs as yet. Printing account will be raised to $1,000. Equipment Maintenance Account will be $75. Engineering Account will request another $1,000, if it can be justified. 21. Chairman Wellington suggested that there might be more coordination between Town departments. He noted that after white lines had been painted on a road, repairs were rade on the road which eliminated the lines. 22. Chairman Wellington wondered if the Town had applied for a gravel permit to remove gravel from Fulton's Pond, Motion: To send a copy of Town Counsel's letter concerning a Town not being exempt from its own by-laws. (Mendes -Grant, all in favor) 23. Chairman Wellington suggested that the minutes of the meetings be mailed out before the next meeting. 24. Chairman Wellington noted that on the suggestion on meting every other week that the odd weeks be an open meeting with no visitors agenda.
