She was advised that this was an approved Planning Board Policy several years ago and that Chairman Wellington had made a statement several weeks ago concerning the continuation of this policy. She asked to see where this was stated in the minutes. She was advised that the Board will review this matter and report back next week. 2. Concerning the installation of the control box in Maple Park she asked if the Town Planner had checked into the situation. She was advised that he had and had spoken to Mr. Wood of the Recreation Committee and Town Manager Camp concerning the replacement of this facility. u. The Board was advised that there was a minunderstanding concerning E. Paul Zecher's subdivision plan and the plan has since been withdrawn. 7. The Board reviewed the plan of one lot for Joao and Carmelia Pereira on Franklin St. Motion: To sign the plan for Joao and Carmelia Pereira (Grant -Mendes, all in favor) 8. The Board reviewed the plan of Canoe River,Acres. The Board was advised that when the plumbing inspector has the opportunity he is going to review the site and make an observation back to the Board of Health before any perculation tests are taken. He is aware of the wet condition of the land. If the standards of the State for leaching fields are followed the developer is going to have to fill an area of at least four feet deep. It was noted the area serves as a flood plain and as soon as they start filling problems will develop down stream. - 3 - 9. Board reviewed the plan of George Ward on Essex Street. The plan will have to be returned to show a 30 foot radius of the proposed street. 10. Board reviewed a second plan of George Ward. The plan will be signed next week without any further discussion. 11. Board reviewed the plan of Waldor Realty Corp, on South Main Street. It was noted that all the necessary changes had been made. Board reviewed the plan of Waldor Realty Corp, for apartments on Park Street. There will be a Board of Appeals hearing on this next Tuesday. It was noted that floor elevations should be higher than the street. The plans should be amended to bring in conformance with Hatch Act Plan. Request fire detection in all units and landscape features. 13. Board discussed the Zoning By -Law meeting on September 9. It was the general feeling that the meeting went well. It was thought that the Board should wait for Mrs. Thomas to present her revision of the by-laws before any more meetings were scheduled. 14. Board was advised that Mrs. Thomas has incorporated by reference in the Subdivision Regulations the State book and where there is a specific specification it refers to that book by number. It was felt that the text of the State book should be incorporated into the Subdivision Regulations. 15. The Board was advised that two elements of the Comprehensive Planning Program have been completed and sent out to the Advisory Committee. Also elements on Development Standards and Schools are being reviewed by Mrs. Thomas and adjusted. It was suggested that the elements should be numbered in succession with Phase I. 16, it was noted that the letter to the Southeastern Regional Planning and Economic Development District,,-coihcerning the Phase I payment, will be held up a week in order for Planner Mendes to get more information. 17. The Board was reminded of the meeting on Thursday, September 16. 18. Planner Grant received an answer from Town Counsel Grady concerning his conflict of interest. He was advised that he was not in conflict. 19. Planner Mendes advised the Board that the Housing Authority is concerned about their development on Pratt Street. A portion of the land was rezoned so that part of it is agriculture. There was never a Form A Plan filed. They wereinformed about the letter to Town Counsel Grady concerning exemption of a municipality from its own zoning by-laws. They should receive a copy of this letter when it comes in. _4- 20. Planner Mendes suggested that the meeting with Mr. Perrier of the Light Dept. be put off until the Board gets a draft back from Mrs. Thomas of the Subdivision Regulations. 21. Planner Mendes questioned if there was any feedback from the letter concerning Hodges Brook. He was advised that there was not. 22. A meeting will be set up for next week with the Airport Commission. 23. The Board was told that the Town Hall Building Committee tentatively got a grant from the New England Regional Commission for the purpose of planning the new Town Hall. They have an architect doing the design for the building and a group doing a study of the facilities. They are also talking about the Town committing itself to improving the land area that immediately fronts the Town Hall facility. Part of the grant money will be for this planning. This is not for public release since the New England Regional Commission wanted to write the press release when it is given out. 24. Board discussed the development proposal for 109 acres in the Ryan & Elliot Industrial Park. This would be on the southerly side of Maple Street for a large open storage area for autos and lumber. It was felt that this was not in keeping with what the Town would want for industrial standards. The developer wants to build another road coming onto Oakland Street and would develop a 110,000 foot warehouse. 25. Planner Mendes questioned the outcome of the one-way traffic proposal. He was advised that the businessmen discussed the parking of cars on one side of the street instead of making it a one way. 26. Motion: To adjourn (Mendes-Chavaree, all in favor) 10:25 PM
