9. Mr. Barry and Mr. Tarlow came before the Board with a plan for an apartment
complex on Branch Street. The primary reason for the visit was to get the
Board's feeling toward this future development which will go through MHFA.
The site is 20' acres, and they propose to develop 216 garden apartments
in 18 buildings and 30 row units for a total of 246 units. Under Mass.
Housing you have to give over 25% of the units to public housing. It was
noted there would be a problem connecting to sewer, also it was noted that
the site is in an Agriculture Zone, which will not be zoned for apartments.
10. 9:15 PM - Conley Egan and Alfred Turinese came before the Board with their
subdivision plan showing new location of headwall. (Planner Chavaree left
the room and did not participate in any discussion) Since approval of
Hatch Act is required for altering of wet lands they have requested a
letter from the Board giving their approval of the plan. The plan will
have to show a second revision date, a new print of Gale Lane with current
revision date and same for Brookside Road, also change name from Brookside
Drive to Road.
Motion: To accept the plan as amended (Grant -Nelson, all in favor)
Motion: To write letter of concurrence (Grant -MacFarlane, all in favor)
11. Board reviewed the plan for Waldor Realty Corp, on School Street. It was

changes will have to be made: change Waldor Realty address to Mansfield,
show revision date, change abutters name for the front lot, take side
line of the road off and show limit of construction, show invert elevations
in the drain line.
12. Town Planner Maurer advised the Board that a representative of the applicant
of Highland Estates called requesting a letter from the Board stating the
plan will come under the old regulations because they were so close to the
time period.
Motion: To advise the applicant that since their concern seems to be with
regard to zoning regulations that they are protected based on a
Form A_plan for a period of three years and indicate that as ;far
as subdivision plan is concerned it would be trated as part of
original submission. Explain that it is going to be a new sub-
mission but it comes under old zoning until such date. (Mac-Farlane
Grant, 3 in favor, Chavaree present but not voting)
13. The Board was shown a map of proposed future expansion of the Airport
along with future developments in the way of this expansion. It was noted
that the Board could not hold up any developers because of this expansion.
It was suggested that an article be put on the Town Meeting warrant for a
vote of confidence from the Town to expand or not and go with what the
Town wants.
14. Town Planner Maurer advised the Board that a meeting will be held on the
Zoning By -Laws on September 9 at 8 PM in the Mansfield High School Lecture
Room. Press releases have been sent out and the meeting will be advertised
in the Mansfield News.
15. Planner Mendes questioned Town Planner Maurer on the drainpipe at Magna
Vita. Town Planner Maurer had called Mr. D'Annolfo and talked with Town
-3 -
Manager Camp. Mr. Camp indicated that this work could be done by the
Highway Department.
16. Planner Chavaree requested that the Board set up a policy concerning the
conflict of interest problem.
Motion: That it be the future policy of the Planning Board that any
immediate interest that any member has before the Board, that
that member leave the room. (Chavaree-Grant, all in favor)
17. Town Planner Maurer advised the Board that Mrs. Thomas feels there is a
way to require from developers a certain amount of recreation area within
a development. The Board has this power and only used it once. The
developer has to be compensated for this land within 3 years or it could
be used as a buildable area. Planning Board has the right to locate this
land within the development and to assure that it is good land. This
should be done in conjunction with the recreation commission.
18. Motion: To adjourn (Chavaree-Grant, all in favor) 10:45PM
