A revised scope of.services-for the Comprehensive Planning Program was
received from Thomas Associates. The scope did not contain all the
necessary information. The Board tabled review of the scope until all
information is received.
Board reviewed the definitive subdivision plan for Mansfield Village
Estates. A memorandum,was_submitted to them by the Town Planner
concerning the review ,by the various departments and also his
observations on the project.
Motion: To inform ,the applicant of the following: To write a letter
to Mr. Nelson advising him that the following points were not
included with the submission of the preliminary plan:
3 -
1. There was not sufficient data presented to determine
the location, direction and length of every street,
way line, lot line and boundary line.
2. Permanent monuments were not properly located or identified
as to whether existing or proposed.
3. The width of the streets bounding or approaching the
subdivision was not deliniated on the plan.
4. All of the exisiting water ways were not shoun on the
plan.
and that the Board recommends the following elements to be incorporated
into a revised draft of the preliminary plana
1. The general lay -out of the roadway system and proposed
utility lines appears to be adequate. The intersection
of the proposed westerly entrance might create a safety
problem as Williams Street curves, then rises and deops
at this: point. Itis recommended that the improvements
to this intersection be incorporated into the definitive
plan: A 30 foot radius will have to be shown at the
intersection of Williams Street and the westerly side of
the proposed street adjacent to the Alfieri property.
Z. The intermittent stream which flows through the westerly
portion of the site should be placed in an easement of a
minimum,of 20 feet. Any work done to this stream whether
it involves relocating it or dredging it will come under the
so-called "Hatch Act". It is recommended that you have this
reviewed by the Board of Selectment and the Massachusetts
Department of Natural Resources at the same time the
definitive plan is being reviewed by the Board. "Hatch Act°
approval will alsoberequired for any wet lands along the
VadiagVRiver'. <'
3. The Mansfield Master Plan, for Sewerage indicates that an
interceptor will run parallel to the Wading River. The
Board will require that a`sewer easement be placed along
the rear portion of all property that abuts the Wading
River. Even if this easement were not used for sewer
purposes it would still facilitate periodic maintainence
for the river.
4. Prior to the approval of the septic system on all lots
along the Wading River, it might be necessary to get
additional approval from the Massachusetts Department
of Public Health and the Massachusetts Department of
Water Pollution Control because the Wading River flows
into the Attleboro water supply. The current classification
of the Wading River is Class A.
$. Individual lots within the development should possibly
be redesigned, so that they would join the proposed roads
at right angles. This is especially true of lots 26
e
through 39-
f. With the submission of the definitive plan, it will be
required that the river be properly located with the
necessary elevations at both ends of the property line,
and at points in the middle. The wet, swampy area will
have to be deliniated.
(Mendes -Grant, all in favor).
Board reviewed the Form A plan for Wayside Estates (at this point
Planner Grant left the room).
Motion: To write a letter to Mr. Rizzo advising him that the
following points will have to be clarified prior to the
endorsement of the plan:
Sheet 1 a. The location of the drainage easements as
shoun on the Form A plan are different from the
location of easements as shown on the definitive
plan approved by the Planning Board on March 29, 1971.
b. The easements on Wayside Drive and Cranberry Road
are not properly dimensioned.
C. The length of the circle on the turn around
easement on Old Farm Road was not shown.
d. It would be advisable to redesign lots 1179 and
1180 so that the property lines join the road at
right angles.
Sheet 2 It would be advisable to redesign lots 1180 through
1184 so that the lot lines join the road at right
angles.
Sheet 3 a. The length of the circle on the turn around
easement was not shown.
b. The existing stream was not indicated on the plan.
C. The bearings and, dimensions on the drainage
easement at the 'end of Cranberry Road were not shown.
Sheet 4 It would be advisable to locate the existing cart
road within an easement that would run between lots
1216 and 12172 and to eliminate the cart road
r-ght-of-way across Old Farm Road and through lot
1116.
Sheet $ a. The dimensions were not shown for the two easements
at the end of Black Pond Road.
b. Lot 1109 should be changed to lot 1190.
- 5 -
Sheet 6 The temporary turn around at the end of Cranberry
Road is not properly dimensioned.
Motion: (Mendes -Latham, 5' in favorj,David Grant abstained)
Town Planner advised the Board two di£initive plans were submitted,
one for Village Estates located off of School Street and one for
Walder Realty located off of South Main Street both submitted on
June 10,
Town Planner Maurer advised the Board that the Mansfield Mill was
being constructed not in accordance with the agreed upon procedure
that the developer had told the Board: 1. Submit a revised plan
prior to construction. 2. The sprinkler system was going to be left
in tact.

Planning Board did not approve of the procedure in which the
Mansfield Mill was being developed. (Mendes-Chevaree, all in
favor).

will be returned because it was not properly tied down to an inter-
section.

departments.

and that another set would be needed at a cost of $$175.

between the land of Marshall and Clink. Town Planner Maurer advised
the Board that D'Annalfo and Rodowski feel that it is not their
responsibility.
Chairman John Wellington asked to get a map of the Magna Vista sub-
division that indicated the condemned cellers, which was prepared
by the Building Inspector in 1970.
