It was noted that the Plans had not been returned for the Board's review. 7. Board discussed the Form -A Plan for Home Developers Inc, on Laurie Lane. It was noted that the Plan had ;been returned because the locus plan did not have the right names on the street. Planner Wellington felt that he did not see how they could call the road Lawndale Road Extension when the beginning of it was part of Laurie Lane. It was the consensus of the Board that they would rather see it called Lawndale Road all the way through. Planner Zaffini felt that Darby Drive should be carried through to where Laurie Lane presently is. It was questioned if changing the name of Laurie Lane to Darby Drive would cause any trouble for the developer. It was noted that Laurie Lane was never recorded and it could be changed. Minutes December 4, 1972 -3- Motion: To write to Mr. D'Annolfo :indicating that they did not wish to use the name Laurie Lane and they would like to carry the name Darby Drive all the way through and send a copy of the letter to the 'Registry of Deeds and any other persons involved. (Wellington-Zaffini, all in favor) VOTED 9. Board discussed the plan for Norman Gray for Gravel Removal. The Board questioned if the soil leggings were correct on the plan as it varied from 9 inches to 4 1/2 feet. It was noted that it should be dimensioned. Town Planner Maurer 'informed the Board that the laws required 25 foot sidelines and 100 foot frontage from the street for gravel removal. The Board stated that they would like an exact line that is 25 feet for the extent of the excavation. It was noted that the address was listed for a Mansfield Residence and that Norman Gray did not live in Mansfield. It was noted that the plan had only been received on Friday and that there was an August date on the plan, Town Planner Maurer informed the Board that the hearing is scheduled for this plan on the; 19th of December: Town' - Planner Maurer pointed out that he felt there ishould be a cover of loam required to go back to cover the property after excavation. Planner Wellington pointed out that the contour lines were not correct. Plan to be returned for corrected information and restrictions to be sent to the Board of Appeals. 10. Board discussed the Zoning VARIANCE application of Donald Ploof, for a VARIANCE to convert a barn into a four -family dwelling. The Board reviewed the Draft Letter to the Board of Appeals sent out to them by the Town Planner. Planner Wellington noted that instead of just referring to the by-law they should refer' to the Town Meeting of 1972 when apartments were voted out of the Agricultural Zone. it was also noted that the letter should point out that under the Subdivision Regulations not more than one building; designed or available for use for dwelling purposes can be erected or converted to such use without consent of the Planning Board and, as of this date, the applicant has not filed a formal application with the Planning Board. Motion: To send a letter to the Board of Appeals as amended. (Wellington®Zaffini, all in favor) VOTED -4 Minutes December 4, 1972 11. Planner Nelson questioned if the letter from Avis Airmap, yInc. was something the Board had asked for or if it was sonething ;that was sent to them. It was noted that it had been requested by ,the Board. 14, Planner Zaffini questioned the plans brought in by Mr. Mike Murphy for Cabot, Cabot, and Forbes. 'Planner ,'Zaffini`questioned if the Board had received an answer to their letter to the State DPW regarding the width of the road going under the bridge. It was noted that the State DPW had never replied. It was noted that the Board had requested a 60 foot clearance all the way ,through 'on the r,oad, and the plans presented varied from 40 feat to 60 foot: The Board referred to,their'letter on ,the 26th of July to the State DPW requested a ;bridge abutment of 60 feet. It was the consensus of the Board to return the plans and request 60 feet. It was noted that where the road curves it is only a 40 foot right .of way and that the other is 60 foot as requested. It was noted that the sidelines of the road should be ;carried all the way through. Motion: To requirelthat the sidelines be carried all the way through. (Zaffini-Nelson, ;all in favor) VOTED It was the consensus of the Board to write to Cabot, Cabot and Forbes and tell them that they want 60 feet all the way through. Planner Nelson questioned if theelevationon the plan was after excavation or if it is what the road is now. Town Planner Maurer stated that it was as -the road is now. Planner Nelson noted that Cabot, Cabot and Forbes had already put fill in in relationship to the looks of the ,plan. Town Planner Maurer felt that the Board should ask for the center line elevation on the Plan. It was noted r' that if they put 3 feet more fill in it would be above the level of School Street. It was noted that it was all mucked out but they had filled it with clay. It was the consensus of the Board to have Planner Wellington examine the site. 5 Minutes December 4, 1972 i Motion: To request center line elevations of the abutting roads in relationship to School Street and have Planner Wellington examine the site before making any decisions. Town Planner Pourer 'informed the Board that Bristol Equipment was doing the work ;in Magna Vista Sugdivision and that Darby Drive is almost comple and they still have Laurie Lane to do and put the first coat on Lawndale Road. Upon requesting release of the bonds, the Town cannot release them until Mr. D'Annolfo signs and Bristol Equipment would like to know if the Town can have Mr. D'Annolfo's checks but into bank books made out to Bristol Equipment to hold until the work is complete. Planner Nelson suggested having Mr. D'Annolfo bring in bank books and when he brings in the bank books then release the cheeks, and have the name of Bristol Equipment put on the bank books, it was noted that Mr. D'Annolfo is the owner of the roads and not Bristol Equipment so that Mr. D'Annolfo is the one who is responsible so his name would have to appear on the bank book and he would then still have to :sign for their release, Motion: That it should be presented to the Town Counsel and let him decide what is the proper thing to do. (Nelson -MacFarlane, all in favor) VOTED. 18. Chairman Mendes pointed out that back in 1972 the Board had some correspondence with the State DPW regarding the route 140 - 25 interchanges.
