It was noted that l the angle point in the ;proposed right-of-way had not been changed and that where the road curves further up it did not have a 50 foot right-of-way. Mr. Taylor informed the Board that his engineer had stated that the wide right- of-way entrance to the road was a safety factor. The Board informed Mr. Taylor 2 - Minutes October 16, 1972 that the ;only way they could approve the plan was if they stamped it "Approval of this plan does not imply the approval of any future roadway for any future i subdivision". It, was noted that the prints had been returned as requested, and the easement was shown on the topo as requested. The plans were signed as voted on October 11,1972. 9. Board discussed the 1973®74 Budget. Town Planner Maurer had presented to the Board for jtheir 'consideration a suggested budget for the ;1973-74 year. It was pointed out that the fiscal year would run for 18 months, and the ;Planning Board was asked to break 'down what they would need for the first 12 months and then for the last 6 months. Account #200 ® 1, Secreterial Expense ® Town Planner Maurer informed the Board that the Town Manager is talking of making the secretary full time, 1/2 for the Planning Board and 1/2 for the inspectors. Town Planner Maurer ,pointed out that they had made the allowance for 20 hours a'week based on a salary instead of a Planning Board expense. The 20 hours a week would include the time for the Monday night meeting. it was noted that the $53.00 salary would work out to $2.65 an hour, which is what the Planning Board pays now and it is one step above what the Town ,pays. it was pointed out that in order to be part time and, be eligible for any of the benefits you have to have 20 hours .a week salary.; It was decided to discuss the account with the Town Manager prior to making a decission. Account #200 ® 3, Telephone ® Town Planner Maurer pointed out that through September there was $298.42 spent, which is slightly less than the average of what was figured on for this year. Chairman 'Mendes question what had been done about getting a direct line to 'Boston for the entire Town Mall. Town Planner Maurer informed the Board that he had checked into this and there were not enough calls made to Boston to pay the price asked. It was noted that the Police Dept. must make serverai calls to Boston and that it is possible to get an extension that is not in the same `building. Town Planner Maurer informed the Board that the average monthly telephone bill was $30.00 and they were run- ning about $15.00 a month in toll calls. It was noted that the budget proposal for 197374 did not include the rate increase proposed by the Telephone Company of about 20%. ®3 - Minutes October 16, 1972 Account #200 - 4, Office Equipment - Planner wellington noted that the ma I nten- ance contract for the calculator was not worth the $115.00 that it would be cheaper to get a small calculator that is battery operated .or hand operated. It was the consensus Of the Board to change the office expense to $350, instead of $240 and purchase a small calculator and make account 200.12 office maintenance from ,$200 to $85 for the 1973 year and from $145 to $30 for the 6 months of 174, Account #200 - 5, Hearings and Advertising Town Planner Maurer Informed the Board that the estimate from the Mansfield News for; printing the By-laws was $600. It was noted that it only included printing and not distribution. Chair- man Mendes informed the Board that the Charter Commission had the Charter printed for either '$320 or $360, which included distribution in the paper plus about 500 extra copies. It was noted that it would he cheaper to have them done in sheet form instead of bounded books until all the corrections are made. Account #200 - '6, Travel - Town Planner Maurer informed the Board that this would he lower than last year because there would be less trips to Boston. it was the consensus of the Board that the $270.00 for the 18 months was alright. d Account #200 - 7, Dues- This was the dues for the Massachusetts Federation of Planning Boards and would come due twice during the budget year. It was the consensus of the board that the figure of $80.00 was alright, Account#200 - 10, Regional Expense - It was the consensus of the Board that the $108.00 for the 16 months was alright. Account #200 - 11, Printing - It was noted that they would have ;the plates made up from the advertising when it came time to make the final copy of the By-laws, so the amount of $800.00 would be plenty for the 18 months, It was noted that they could always have the school do the final printing when it came time, but it was noted that plates would already be made from the advertising so that the final cost of printing should be minimal. Account #200 - 13, Board of Survey - It was 'noted that $50;00 was put in that account every year to establish the account because if it was ever needed it would take a great deal of money. Motion: To 'approve the 1973-74 proposed budget for accounts 200-3 to 200-13 for the total amount of $7,545. (Wellington -Grant, all in favor) VOTED The Board will discuss account #2001-I, Secreterial Expense, and Town Planner Salary at a later time, It was noted that the total for 1973 was $5,293 and for the first 6 months of 1974 it would be $2,252 for a total 18 month budget of $7,545. It was the consensus of the Board that the Town Planner should sub- mit this budget with a discussion of what each account would be used for. IO, Clerk Grant asked Planner Latham the status of the flowmeters on the Hodges Brook within the Cabot, Cabot and Forbes development. Planner Latham indicated that the project has not progressed within the last few months. 11. Planner Zaffini stated that he had talked with a resident who lives in the vicinity of the proposed Oakland Street apartments. The resident was concerned that the project was not being developed in conformance with the plans approved by the Board of Appeals. It was suggested that the Town Planner check with the Building Inspectior. 4 Minutes October 16, 1972 12. Planner Wellington noted that on several occasions letters are set aside to be tidiscussed later in the meeting and in some instances they do not get around to discussing them. Motion: When a letter is set aside for discussion and it is not dicussed it should be put on the agenda for the following week. (Wellington -Grant, all in favor) VOTED 13. Planner MacFarlane pointed out to the Board that they had been out to the gravel piton Essex Street this past summer to see the conditions and noted that there ;had been no discussion on their findings. Clerk Grant noted that the only action to be taken was to point the conditions out to the Building Inspector. Town Planner Maurer informed the Board that he had informed the Building Inspector verbally. It was the consensus of the Board to send a letter to the Building Inspector and put in 'writing the findings of their tour of the gravel pit and also inform him that he is supposed to submit a report on the gravel pits to the Planning Board every year and they have not received a report for '1972 as of yet.', 14, Town Planner Maurer informed the Board that the Capital Improvement Committee is looking into a long range project for sewer, water and drainage. Through the 60's there was money appropriated for the Back Bay Brook area, which now amounts to about $55,000. The Capital improvement Committee will he recommending that an article be put in to appropriate the money for this project. it was noted by Chairman Mendes that there shouldbe state 'money available for this pro- ject under Chapter 91. Town Planner Maurer noted that the Capital, improvement Committee was aware of this but had not gone into detail, :but there should be about $100,000 available. The Capital Improvement Committee has asked Camp, Dresses, Mckee to make a detailed report on this project, On 3:00 P.M. Wednesday, October 16, 1972 the Selectmen, the Planning Board and the Finance Committee have been invited on a Back Bay Brook walk to see what needs to be done. Clerk Grant, Planner MacFarlane, Planner Latham and Town Planner Maurer plan to attend. 15. Town Planner Maurer informed the Board that towards the end of the week the Capital Improvement Committee will be sending out a 'summary of the requests of all departments. The Capital improvement Committee is going to meet on Tuesday, October 31, 1972 to go over the draft of this summary, 16.' Town Planner Maurer informed the Board that Carl Nelson had been to see him andrequestedthat he visit his site for Capt. John Williams Estates on Jewell Street. There was an item in the Planning Board's motion to request test holes on an average distance of 200 feet apart. These test holes were done in the presents of Town Planner Maurer, who reported as follows The property is down to grade so the existing side lines for his road dei not mean very much, A test hole was dug at station 5 plus 0 on Nelson Drive to a depth of 13 feet and they are digging poor gravel. Then about 200 feet from that they have excavated all ' of the gravel. Then about 250 feet down further they are also down to what Mr. Nelson stated is the approximate finished grade of the road. At the intersection of Nelson Drive and Sally Way they dug a test hole 8 feet deep. The digging was hard but they didn't have any problems. As they pointed out on the Plan, the first portion of Sally Way is fill, then they get to a point where it is down to existing grade. Town Planner Maurer advised the Board that Mr. Nelson wants to know if that will suffice for the Planning Boards requirements. It was noted that Mr. Nelson had dug the holes in the presents .of Town Planner Maurer and at approximately 200 foot intervals. Town Planner Maurer noted that there was no way of determining the side lines of the roads because they have removed so much gravel, but he felt there would be no problem putting a road in and the required s utilities. - 5 - Minutes October 16, 1972 Motion: That the inspection made by the Town Planner suffice the renuirp.ments of the Planning Board in regards to borings being taken along the proposed center line of the roadways at a minimum distance of 200 feet apart beginning at station 0 plus 0 on Williams Street. (Wellington-Zaffini, all in favor) VOTED Town Planner Maurer noted that Mr. Nelson is still working on the other points on the plan as far as the casement. 17. Town Planner Maurer informed the Board that Michael Murphy from Cabot, Cabot and Forbes called to inform him that the pumps on the proposed lift station are alternating as requested by the Board last week. 18. Town Planner Maurer brought it to the Board's attention that Walter Millette, President of Waldor Realty, sent a letter requesting the release of the Benjamin Franklin Savings Bank Book 1/43049 in the amount of $10,500 for the sanitary sewer and storm drain on Leonard Street. Town Planner Maurer informed the Board that this has' beeninstal led for two weeks now and everything was completed in conformance with the Subdivision Rules and Regulations. Motion: To release the Benjamin Franklin Savings Bank Book //43049 in the amount of $10,500 for the sanitary sewer and storm drain on Leonard Street. (Wellington -Grant, all in favor) VOTED 19. Town Planner Maurer informed the Board that the house on the right when you drive into Pine Needle Park is too close to the banking. According to the owner, Mr. Millette promised to put a retaining wall up but now Mr. Millette denies it. Town Planner Maurer feels that now that the sidewalk is in he will need a retain- ing wall, but only in a portion of the area. Town Planner Maurer advised the Board not to release any more bank books for Pine Needle Park until this was corrected. It was the consensus of the Board to inform Mr. Millette that he will have to construct the retaining wall prior to the release of the Bond. 20. Planner Wellington then noted that something would have to be done about the utility poles as the are located half way in the sidewalk and the guide wire makes the sidewalks impassible on Lawnsdale Rand in Magna Vista. 21. The Board discussed the Selectmen's letter for the renaming of Elm Street and School Street, Chairman Mendes felt that School Street should run from West Street all the way through to the Norton line. It waspointedout that this solution would effect a lot of homes as far as renaming and renumbering of the street is concerned. An alternative was presented to pVopos&',that School Street would run to the intersection of the new, section of School Street and Elm Street would run from that point to the Norton Line. The old section of School and Elm Street would be renamed. It was pointed out that 'this alternative would affect the fewest number of homes. The Board decided to have Town Planner Maurer draw sketches for the proposed School Street and Elm Street renaming. 22. Town Planner Maurer noted the problem of putting signs in the business district as there are presently no by-laws governing them. He suggested the possibility of the Selectmen adopting a sign by-law or regulation in advance of the Tow Meeting adopting a sign by-law, He was advised that this could not be done k because any by-law has to be adopted by Town Meeting action. 23. The Board reviewed Town Counsel's letter concerning the Earth Removal By-law and the Cluster development. Chairman Mendes suggested that the Board get an additional opinion of the Town Counsel regarding the maintenance bond in the Cluster Development. ®6a Minutes October 16, 1972 24.
