Program. Mrs. Thomas noted that all elements required have been done, with
the exception of the Development Policy, Circulation and Parking and Zoning.
All of the Board's comments have been included in the Subdivision Regulations
and Mrs. Thomas recommended that the Board move very quickly on these.
Mrs. Thomas stated that for the summary report she is looking for pictures that
might be considered typically Mansfield and that the Board might like to see
in the summary report.
(it was necessary for Planner MacFarlane to abstain from all voting since he had
not been 'sworn in yet.)

(Mendes-Chavaree, all in favor)
6, it was a general feeling of the Board that discussing the letters to the
Board of Appeals in an open session could sway public opinion on an issue
one way or another, which is not the intention of the Planning Board when
writing the letters. It was suggested that the Board could vote to recommend
or not recommend an application and leave it to Town Planner Maurer- to draft
the letter then circulate it at the following meeting so that it does not
come out in the papers.

8. Board discussed Spruce Acres Subdivision. Mr. LaPlante, Ma;.Willis and
Ralph Maloon met with the Board. The Board is in general agreement with the
internal layout of the subdivision. There is a drainage problem as it exists
now and the developer would have to improve the drain under Hall Street. This
project relates to Article 22 sponsored by the residents of the area to
install drainage in Fruit and Hall Street. The developer would have to
obtain an easement across Mr. Thomas' property which would be part of improve-
ments as required in subdivision regulations and eventually would revert
to the Town.
Motion: To accept the preliminary plan subject to the changes suggested and
drainage easement, sewer feasibility and radius
(Chavaree-Mendes, all in favor)
9. Mr. Leon Grant and Engineer Ralph Maloon met with the Board to discuss Minute
Man Estates. He presented the Board with a plan that showed a swamp in the
back of his property that had not previously been shown and stated that that
was where their drainage would go. He was advised that before the Planning
Board would approve the plan, that it would have to be signed again by the
Board of Health because the information had changed.
Motion: That we walk the land to look at the swamp, Sunday at IPM
(Chavaree-Mendes, all in favor)
10. Board discussed preliminary subdivision plan of Capt. John Williams Estates.
Motion: That we write a letter to Carl Nelson informing him that the Board
has given tentative dissapproval until such time as drainage easement
is put in and corner rounding on Williams Street.

doing whatever is necessary to comply with the law as quickly as
possible.

-5w
Copies should be available to be examined by the public. Find out how much
it would cost to reproduce 25 copies then determine a price to charge for
a deposit. The copies that go out prior to the hearing should be marked
"Draft".
12. Planner Chavaree felt that there was an inconsistency with the Board in that
they questioned the easement for the well site but did not have any question
on the proposed electrical line. He would like some explanation of why this
is the path that should be taken.
13. Town Planner Maurer advised that as far as he could determine there were no
construction plans for Maple Park by Ralph 1, Maloon for Copeland Road.
14. Motion: To adjourn
