January 28, 1972
The Mansfield Planning Board held a special meeting at the Town Office Building
on Friday, January 29, 1972.
Present: Chairman Wellington, Clerk Latham,
Planners: Chavaree and Mendes
Town Planner Maurer.
I. The Board reviewed the Memorandum of January 26, 1972 of William May, P.E.
concerning the drainage plan for the Cabot, Cabot and Forbes Industrial
Park, and a memorandum from Town Planner Maurer, concerning a suggested
recommendation for the Planning Board to consider presenting to the Board
of Selectmen.
The Board noted that the following alternatives should be considered.
1. Construct an additional box culvert at School Street having an interior
dimension of 6 feet.
Estimated cost $12,500
If this work were completed, there would still be a flooding problem at
School Street during the 50 -year storm because the culverts under the railroad
would not have the capacity to pass the volume of water that flows under
School Street. Therefore, the area between School Street and the railroad
would flood.
2. Install two additional 6 foot culverts under the railroad. Current rail-
road regulations would require that these culverts be placed into a sleeve that
is jacked under the railroad bed. The cost is estimated at $900 per foot/pipe.
The estimated distance that the sleeves would have to be jacked is 70 feet for
each pipe.
Estimated Cost $84,000
3a. When the culverts have been jacked under the railroad, then the water would
be passed down to Oak Street. In order to prevent any flooding over Oak Street
then two additional 5 foot by 10 foot box culverts would have to be installed.
The increased flow of water would then be passed on into Norton.
Estimated cost $20,000
3b. If there is an increase in the culvert capacity at School Street and the
railroad but not at Oak Street, then Oak Street will flood. The alternative
is to raise Oak Street and retain water in the area between the railroad and
Oak Street. This alternative could conceivably place a considerable amount
of developable acreage under water during a 50 -year storm.
Estimated cost $11,000
4. Retain water within the industrial park and/or in conjunction with
construction of Route 25 to the extent necessary to limit the peak discharge
such that the area south of School Street would not experience a flood worse
than the one in the Spring of 1968.
!
The Board agreed that the following recommendations be forwarded to the
Board of Selectmen:
1. Approve the internal drainage plan of the industrial park subject to any
modifications which may be required under the Mansfield Subdivision Rules and
Regulations.
2. Said approval to be limited to the drainage system shown on the map
entitled 1-95 Industrial Center at 495, Mansfield, Mass., Basic Drainage
System Layout'' prepared by H. W. Moore Associates, September 10, 1971, more
specifically, the drainage system on the easterly side of proposed Route 25
namely points 15 and 40. The drainage system west of these points would
become part of the coordinated drainage design between the Massachusetts
Department of Public Works, Cabot, Cabot and Forbes and the Town of Mansfield.
The design for the relocation of Hodges Brook - Project number M®245, would
not be effected by this recommendation. However, that project should still
be subject to review and modifications as may be required under the coordinated
design of the total drainage system.
3. That the following design criteria would be used by these three agencies
in developing the final design for the drainage system.
That the drainage system be so designed as to limit the downstream
discharge to School Street, during a 50 -year flood design so that
peak run-off conditions will not substantially exceed those that
existed prior to the construction of Route 25 and the Industrial Center.
4. That a letter of agreement be obtained from Cabot, Cabot and Forbes
stating that they would agree to work with the Department of Public Works
and the Town of Mansfield in working out a solution to this problem, and that
they would agree to conform to an equitable solution. A similar letter of
agreement should be obtained from the Massachusetts Department of Public Works.
Town Planner Maurer will draft letter to the Board of Selectmen concerning the
alternatives and recommendations.
