Engitneer Maloon took the plan back and he will get in touch with his client. 9. Board reviewed the Form A plan for Cabot, Cabot & Forbes for land at the corner of Oxford Road and Forbes Boulevard. (Clerk Grant left the room and did not participate in any discussion). It was noted that Oxford Road is the road leading to the water tank. It was also noted that the length along the radius had to be added on the Form A application. 10. Board reviewed the Form A plan for Waldor Realty for land on West Street. It was noted that the dimensions on lot 39 did not conform to the dimensions on the approved subdivision plan. 11. Planning Director noted that he had shown the letter to Universal Engineering dated November 30, 1973 regarding the 701 Planning Contract to Town Counsel and Town Counsel noted that the latter was okay. He also suggested that the only other thing that should satisfy Universal Eng(bneering would be an attested copy of the minutes of November 28, 1973 Planning Board meeting, it was further noted that Universal's attorney had been in contact with Mr. Grady and had agreed that the attested cppy of the minutes would be satisfactory. Planning Director noted that Mr. Nugent informed him that a check would be sent, but as of this date, it still had not been received. 12. Planning Director Maurer noted that he had discussed a work program for the Planning Director with the Town Manager and that he would like to set up a schedule of how the projects are going to be worked out between the Planning Board, himself and the Town Manager, and also that if the Planning Board members had any projects in mind, to let him know. He noted that he would have an outline of what he would like to accomplish for the Planning Board to appoove. Planner McFarlane asked if there was any way he could figure out the time available for these projects similar to what he did when he was updating the master plan. Planner. McFarlane also noted that he did not want to see the Capital Improvement Program neglected in any way. 13. Board met with John Morley and Robert Booth regarding Canoe River Acres. Mr. Morley noted that most of the suUdr6inisysremahadi8eenc:.instal.sl.ed and:. that the Planning Director had been out to check it and had approved it. Mr. Morley noted that at three different points the subdrain system was not installed because they did not feel that they were all necessary, but they wanted the Board's feelings on that, specifically the subdrainage system between lots 2 and 27 and 28 and 29. He also felt that the restriction relative to the note on the plan would not be necessary and he noted that they had rade the adjustment on the plan with respect to the drainage easement and the covering on the gas pipe. Engineer Booth presented a plan to the Board showing the water elevations. Chairman Zaffini informed Messrs. Booth and Morley that the Board would discuss this and get back to them lath. -3- 14. Board met with Ralph Maloon, Gerald Diamond and Tom Lonergan regarding Wading River Park. It was noted that lot 104 was not a buildable lot. Engineer Maloon noted that they would prefer to go cluster but that they did not want to wait for Town Meeting, and if the whole plan was approved ! now, the thought was that they would not have to come back with another preliminary plan if cluster did not pass Town Meeting, and that they would rather see a conditional approval rather than approval of Just one section. Planhing Director Maurer noted that he had been incontact with the City of Attleboro Engineering Department and that they wouldr_not be concerned until the plan was approved. Planning Director suggested that approval be granted only to section one at this time and that formal approval be withheld on section two until additional information was received. Chairman Zaffini informed Messrs. Maloon, Diamond and Lonergan that the Board would discuss this matter and get backto them. 15. Board discussed the Wading River Park preliminary plan. Planning Director Maurer suggested proposed amendments for the Zoning By_ -Law as follows: Page 5, Items 28, 29 and 30 would change if they went with regulations for mobile homes.- Even if they did not go with the regulations, the Planning Director thought',,they should be more specific. Page 13, Intensity Regulations - the Planning Director noted that the Board take a very close look at these. Page 16, Off-street parking,- the Planning Director suggested it be called off-street parking and loading. He feels there should be some type of regulation that no maneuvering space for trucks be part of the public way. Page 17, Standard for Parking Requirements in an industrial Building - the Planning Director suggested that they forget the 1 parking space for each 1,000 square feet of total floor area and make it perhaps I parking space for either each employee or for each 2 employees. Page 27, Add a new section on mobile homes, cluster and site plan approval. Complete amendment of the whole Enforcement Secti®n. i Page 28, Boadd of Appeals - Appointment to the Board of Appeals is inconsistent with the Charter and should be amended. -4 - Add a paragraph on repetitive petitions. Planning Director suggested the possibility of getting a definitive response from the Airport Commission on:the future development of the airport by mak- the airport a non -conforming use in the agriculatural zone and therefore any expansion of the airport facility would be subject to Town Meeting action. Planning Director noted that the petition is still in for Robert L. Rizzo for land on Otis Street and that the Board might want to consider putting in an amendment for the rezoning of land between Ware Street, Essex Street and Fruit Street from industrial to agricultural. - 18. Clerk Grant asked about the renaming of Elm Street and Scholl Street. The Planning Director will put that on the agenda for next week. 19.
