3. Planning Director Maurer noted that no information had been received back
from the developer yet regarding the Definitive Subdivision Plan for Great
Woods Development. He further noted that the time limit is up the 27th of
this month.
4. Planning Director noted that the Housing Authority had picked the linens
up to make the changes noted in the letter sent to them prior to the public
hearing. He also noted that the Board had an extension of time until
January 9, 1974. Planning Director suggested that a meeting be set up with
the Conservation Commission and that perhpps a joint meeting could be set
up to discuss the Housing Authority, Robert L. Rizzo and Wading River Park.
r 5. Board reviewed the plan for Wading River. Park. Planning Director noted that
he spoke with Gerald Diamond from Milhaus about the possibility of the Planning
Board approving the preliminary plan for only phase 1 rather than the whole

Planning Director noted that if they were to phase the development, that a
portion of the drainage that would serve the phase 11 section would have to
be constructed during phase I and that if the developer develops in accordance
with the cluster concept, the road may hot"be'.'in the right location and to take
full advantage of putting the houses and 'the roadway on high ground. Clerk Grant
suggested the possibility of moving the road over to go down the center of the
high ground. It was the consensus of the Board to have the Planning Director
contact the engineer concerning the relocation of the road. The Planning
Director will also contact the City of Attleboro concerning the impact on the
wells.
6. Board reviewed the plan for Robert L. Rizzo for land on Otis Street. (Clerk
Grant left the room and did not participate in the discussion) The Planning
Director noted that he had walked the site and noted that there was a low
point between lots 1 and 2 which would be lower than the finished grade of the
street and that the lots on Otis Street drain towards that low point. -There
was a, possibility of a problem being created if the lot was not properly
graded. He also noted that the lots inthe field were high and during the
winter they may have held water due to the fact that there is approximately
it inches of loam, but that the soil logs indicate that there is a good gravel
material underneath the loam. He noted the low area to the rear of 'tots 7 and
8 also. These questions can be answered by the information that the Board of
Health is requesting.
Regarding the question raised on the rainfall, the rainfall for May of, this
year was 4.34 inches, for 1972 it was 7.34 inches, which was a very wet year,
for 1971 it was 4.26 inches and 1970 it was 3.54 inches. The test holes were
dug on the 25th of May and most of the rain in the month of May occurred before
the 25th.
The Board will meet to walk the site Saturday morning before making any
decisions.
7. Board met with Mike Murphy and Paul Dalton regarding the Mansfield Trust
subdivision. Mr. Murphy asked the Board for approval of the road names,
and also to have the Board set a public hearing date. Planning Director
Maurer asked why the rail line was not shown on the plan and Mr. Murphy
noted that the rail line would definitely be in an easement, but that they
were not exactly sure of the location. Mr. Murphy also asked the Board if
they would consider having them go in beforehand and begin clearing on the
right of way. Chairman Zaffini noted that the Board would discuss it later
and get back to hem. ,(Clerk 'Grant left the room and did not participate in the
above discussion .
8. Board reviewed the warrant for December 11, 1973 in the amount of $268.16.
Motion: To approve the warrant of December 11, 1973 in the amount of $268.16.
(Latham -Grant, all in favor) VOTED
9. Board reviewed the preliminary plan for Pine Terrace Estates #5 for Kelton
Potter. It was noted that this land was the site of the old Circle C ranch.
The subdivision would contain 65 lots located off Branch Street and the whole
subdivision would be connected to public sewer.
10. Board reviewed the Form A plan for Evelyn T. Allen. Clerk Grant noted that
the names of the owner and applicant were not the same and that the Form A
had been signed only by the applicant.

11. Board met with Messrs. David Wisniewski and Richard Steinert, Plant: Manager
and Plant Engineer respectively of Owens-Illinois, Inc. Mr. Wisniewski asked
the Board for approval for enlargement of the retention area which would enable
them to use the material from it. Mr. Wisniewski presented a letter to the
Board from Ryan -Elliott dated December 4, 1973 giving their permission to 0-1
to further excavate the retention area on the property owned by Mansfield
Industrial Park Realty Trust. The Planning Director asked what they would do
if the Board did not approve this and Mr. Wisniewski stated that their plan was
to go right in the back of the property ,and dig this out as a burrow pit.
Planner Dunn asked whether they could move gravel on their own property, and the
Planning Director stated that they could as long as it stayed on their property
and was not moved off it. Planning Director asked Mr. Wisniewski what they
would do if this did not supply enough material and Mr. Wisniewski noted that
it was their intention to go on their property at 10 foot intervals until they
got the required amount of material, and that when they were finished, they
would put a fence on their property line. Chairman Zaffini stated that the
Board would discuss this later and get back to them.
12. Board discussed the Great Woods Land Acquisition for the Capital Improvement
Committee. After some discussion, Planner Latham moved that it become a
D priority. Planner MacFarlane suggested that perhaps each member should
give it a priority according to his own personal opinion, and then average
it out. Planner Latham withdrew his motion. Planner Dunn thought it should
be an A priority, Clerk Brant a B priority, Planner MacFarlane a B priority,
Chairman Zaffini a B priority and Planner Latham a D priority.
Motion: That the Planning Board state their vote as a B priority on the
Great Woods Land Acquisition,

area. The Planning Director was asked to call the State and verify that no
additional approval was required.
Motion: That if the State does not require additional approval, that 0-1
can go ahead with the enlargement of the retention area, but if
they have to go further than their property line, they have to come
back to the Planning Board for approval and that all material must be
used on their own site.
