3. Board reviewed the warrant for Beverly Building Corp, regarding the
Magna Vista Recreation Area. Planning Director Maurer noted that there
was no reference in the regulations at the time for "as -built" plans .
However, back on the 21st of September, 1970, Mr. D'Annolfo was advised
that the water pipe should be located on the plan and by tying the water
pipe into the lot lines. Planning Director read a letter to Beverly
Building Corporation from the Planning Board dated September 22, 1970
and the letter back to the Planning Board from Michael Jimenez dated
October 5, 1970.
Motion: To approve the warrant of $1,453.50 providing everything with
Beverly Building Corporation is the way it should be.

4. Board met with Russell Christian, George Schramm and James Saunders
regarding the bond estimate for Village Estates subdivision. Mr..Christian
noted that their only objection was to the sidewalk estimate which they
thought was excessive. Clerk Grant read the letter dated November 7, 1973
to Christian & Schramm, Inc. from James A. Freeman Engineering Inc. with
their estimate for sidewalk cost. It was noted that all sidewalk base
material was in place and only fine ,grading and bituminous concrete work
had to be done. Mr. Saunders noted; that: all, the bounds had been set
except for the 4 bounds at the entrance. Mr. Christian noted that: when
the Board came to a decision, he would come in with a,passbook from the
Mansfield Co -Operative Bank, Chairman Zaffini stated that the ;Board would
discuss the matter and get :back to Mr. Christian later.
5. Board discussed the bond estimate for Village Estates. Planning Director
Maurer suggested that Christian & Schramm be informed that the eoaord:'reserve
the,RJghttorev:iew the estimate in ,relation to workthatrdmains`tobe.
completed after a one year period and adjust the figures in accordance with
increased construction costs.
Motion: To accept $26,100 in securities to cover the work remaining to
be completed within the Village Estates subdivision with the
stipulation that the Planning Board reserve the right to review
the estimate in relation to the work remaining to be completed
after a one year period and adjust the figures in accordance with
increased construction costs.

7. Planning Director Maurer noted that he had received information back from
the Water and Sewer Department regarding the Mansfield Housing Authority
definitive subdivision plan. He noted that Mr. Cahoon did not have any
specific comments because most of the requirements had been drafted on
the plan. He also noted that the Highway Department was going to check
on where the drainage was going to go and that the Fire Chief requested
an additional hydrant at 3 plus 50.
8. Planning Director Maurer noted that nothing had been received back yet
on the Town of Mansfield Form A for East Street.
9. Board reviewed the preliminary plan for Wading River Park. Planning
Director noted that Ralph Maloon had taken the plan to the City of
Attleboro because they abut the property and that they had no
objection to the subdivision themselves with the exception that they
were concerned that they would create a ponding area. Planning Director
also noted that when they came in with the definitive subdivision plan
they would probably have the project divided into three phases. He also
noted that Bill Cahoon mentioned the possibility of installing a three
way gate valve at West Street and also at Gilbert Street, and that the
developer was proposing a 10 inch main rather than an 8 inch main. It
was also noted that there were 20 lots that would be affected by the
swamp and that the Board would have to see more information during the
definitive stage on how these Jots were going to be filled, 1t was
further noted that the fire alarm pedestals were located on the plan at
about every 1,000 feet or at the intersections. Clerk Grant wanted to
know if the Board could ask for a wider road where there were only two
accesses for such a large subdivision. The Planning Director suggested
that all the points be put down and perhaps the Board could get together
with Ralph Maloon and discuss them with him.
10. Board met with Lou Gerriere regarding the proposed revislons in the
approved subdivision plan for Mansfield Industrial Park Realty Trust.
The Board reviewed the plans and noted that the changes had been made
as requested. Mr. Gerriere again mentioned that a draftsman in his
office had erased the Planning Board's signatures from the original
linen but that it showed on the Sepia copy that the original had been
signed.
Motion: To re-sign the plans for Mansfield Industrial Park Realty Trust.

11. Board reviewed the definitive subdivision pian for Robert L. Rizzo for
land on Otis Street. (Clerk Grant left the room and did not participate
in any discussion). It was noted that all the comments from the Water
f Department had been incorporated in the plan. A suggestion was made by
the Highway Department to eliminate the island proposed by the developer
because it could become a maintenance problem. It was also noted that
Camp, Dresser & McKee proposed a 21 inch pipe and Rizzo proposes a 24
inch pipe..

12. Board reviewed the Form A Plan for Mansfield Trust for Forbes Boulevard.
It was noted that the plan had been signed previously by the Board but
that it had to be re-signed because it had not been recorded in time.
Motion; To re-sign the Form A Plan for Mansfield Trust for Forbes Boulevard.

13. Planning Director Maurer noted that the Town Engineer has plans for all of
the streets accepted in the Town and that the list he has is the same list
that Ralph Maloon submitted to the Town himself. These are accepted and
recorded streets. Planning Director noted that at a Capital Improvement
Committee meeting it was brought up that plans that could be accepted for
Town Meeting would be Pine Needle Lane, Waldor Drive, Black Pond Road,
and portions of Wayside Drive and Old Farm Road. Planner Latham suggested
that perhaps the Town Engineer should see that the plans are recorded, but
the Planning Director noted that it should be the Town Clerk's responsibility
for recording these.
14. Board met with Margot Jellinek. Mrs. Jellinek asked why :the minutes of
October 24, 1973 and approved October 31, 1973 were not signed by the Clerk.
It was noted that the Clerk was not present at the meeting of October 31,
1973 but that they were now signed by him. It was further noted that when
amendments are made to the minutes, they sometimes are not signed until the
amendments have been made. Planning Director Maurer noted that the minutes
were not public record until they were signed.
Mrs. Jellinek asked the Board when the plans for Circle C Estates had been
signed, and it was noted that they were signed on October 24, 1973. She
noted that she did not think the plan had been signed at an open meeting.
She further stated that on November 2, 1973 the signed plan was not at the
Town Clerk's office. Planning Director noted that on subdivision plans
because of the number of copies required that the plans are returned to the
engineer to have copies made and that the copies had not been delivered to
the Town Clerk as of that date.
Mrs. Jellinek also stated that there was a covenant of September 24, 1973
which was not signed by Globe Finance and that Globe Finance still owned
the land as of that date. She further stated that if there was more than
one owner that all must sign, but that it had been signed by Walter Millette
alone and that he did not own it as of that date. Chairman:'Zaffini'stated
that the'.onlyithing he could say was that the Board would look into it.
Mrs. Jellinek asked why money was not posted prior to the signing of the
plan and she was advised that the developer has two alternatives, one is
to covenant the property and the second is to put up securities and that
in many instances in the past the Board has approved plans with only a
covenant.
15. Planner MacFarlane noted that he was curious about the Board of Health's
Rules and Regulations governing Registration and Reports of Cesspool and
Septic System Cleaning Operators and wondered what the reason was for this.
Planning Director Maurer noted that he thought the Board of Health was of
the opinion that there were serious problems with septic tanks and that
if they kept records of where cesspool operators were pumping they would
be able to locate problem areas.

16. Planner MacFarlane noted that he would like to have the Planning Director
put on the agenda the Capital Improvement Program Budget Requests so that
the Planning Board could go over them. Planning Director noted that he
would set up a special meeting some night to go over this.
17. Planning Director Maurer noted that additional requirements of the Sewer
Department, Fire Department and Electrical Department should be put in the
Subdivision Regulations.
18. Meeting adjourned at 9:$0 P.M.
