It was alsornoted that the building on the landfill site was not shown on the plan. It'was:the consensus of the Board to return the Plan to the Town for correction. 7. Board reviewed the Form A Plan for the Town of Mansfield for an easement Hall Street. Clerk Grant pointed out that again the Form A listed the Town of Mansfield as both owner and applicant which was not the case. Board met with Mr. Daniel Nugent, Vice President of Universal Engineering regarding the 701 payment. Chairman Zaffini informed Mr. Nugent that he was being taped by an interested citizen. Mr. Nugent noted that he had been given to understand that the previous Board had been in agreement and that they would be satisfied with the $2,000 payment, and that they were supposed to write a letter requesting the $2,000 payment, which they did. It was also noted by Mr. Nugent that it was their understanding that they had verbal approval from the previous Board. Mr. Nugent stated that the reason he was appearing before the Board was to ask if they could reconsider and make the payment from Universal to the Town. Planner Wellington noted that it was his recollection that at no time was there any discussions held between the Board and Universal Engineering or Thomas Associates, that any figure was ever mentioned. He also noted that the Board may have expressed sympathy toward the problems involved, but at no time did the Board ever take any vote one way or the other. Planning Director Maurer noted that he had spoken with Mrs. Thomas who indicated the problem to him and he told her that the Board was aware of the problems Universal Engineering was encountering in the program. Mr. Nugent indicated that he was under impression that the $2,000 figure had been suggested to Mrs. Thomas by the Planning Director or the Planning Board and that was the reason the letter was written. Plainner Wellington noted that prior to the letter of June 7th there had never been a figure quoted. Planning Director Maurer noted that the proposal was initiated with Mrs. Thomas when she noted the extra expenses which Universal Engineering was incurring as a result of DCA requirements. -3 - Minutes October 24, 1973 Mr. Nugent noted the printing costs were $163. Planning Director Maurer indicated that the original printing costs were $500, but that they had the printing done by the Southeastern Regional School which resulted in the lower figure. Mr. Riordan mentioned that Mr. Vazza had requested a 60 day extension on the plan and he was informed that the Board had already approved it. It was noted that they were in full agreement on items 1 through 6 and there were no problems there. On item 7 it was noted that the plans would have to be amended and the nearest hydrant should be noted on the plan also. On item 8 it was noted that the engineers were working on it. Mr. Riordan also noted that Mr. Vazza had also met with the Board of Health and would comply with their Rules and Regulations. Item 10 which would require the applicant to obtain the necessary permits for construction of bridges appeared to be a problem as these permits could not be obtained beforehand. Mr. Riordan did state however that they would be glad to sign a covenant with the stipulation that all or any requirements of the State, Federal or local authorities will be complied with or they could put that stipulation right on the plan. Chairman Zaffini stated that the Board would discuss that later and get back to them. Mr. Riordan also noted that there was no problem with item 11.
