Chairman Zaffini noted that he called the Town Manager twice for direction regarding salaries. Town Manager mentioned that he would have some guide- lines in a couple of weeks. Chairman Zaffini also noted that he thought salaries should be discussed in Executive Session. 6. Planner Nelson mentioned that he thought a report on subdivisions should be available to the Board on a weekly or at least monthly basis. Chairman Zaffini pointed out that a report was being prepared at this time. 7. Chairman Zaffini noted that the Planning Director had been to Twin Oaks the first part of the week and noted that the drainage is only 50% complete and that they were working on it at present. On Swett Street the catch basins will be up on the top of the hill to their parking lot so it should collect water coming off the roofs. It was also noted that about 35 feet to the edge of the parking lot is what is going to drain onto the road. Planner Dunn noted that the parking lot was pitched toward Swett Street so that the water was going that way. It was further mentioned that as afar as the drainage went the drainage approved in the plan was what they should have there. Chairman Zaffini noted that it was not the same plan. Planner Nelson noted that he thought that it should be up to the Building Inspector to see that the plans were carried out. 8. Board reviewed Performance Guarantees for Mansfield Industrial Park Realty Trust and finding them in order, signed the forms. 9. Board discussed the 'rezoning of land from Industrial to Agricultural in West Mansfield. Chairman Zaffini read Memorandum dated May 8, 1973 to Town Clerk from the Planning Board rega ,ding the rezoning. (Clerk Grant left the room and did not participate in any discussion). Motion: To send a memorandum to, the Town Clerk':: recommending that this proposed amendment to the Mansfield Zoning Map be adopted. (Wellington -Dunn, all in favor) VOTED 10. Planner Wellington asked why there was a 45 minute span between meetings on the Visitor's Agenda. 11. Planner Dunn noted that the SRPEDD meetings were not very beneficial as far as Mansfield was concerned and that little or nothing had been done with rega'rds`to`Mansfield. Planner Latham noted that he thought it would do good If someone else from the Board attended some of the SRPEDD meetings also. 12. Planner MacFarlane asked if there was a project that the Planning Director was working on at present. Chairman Zaffini did not think so. Planner Latham mentioned the Street Acceptance Program. Chairman Zaffini asked Planner MacFarlane how the Capital Improvements Committee was doing on drainage projects. Planner MacFarlane mentioned that the Capital Improvements Committee was going to work out a program for drainage. Motion: That the Planning Director gather all the data available on the listing of streets accepted or not, and that he go back through the last 6 or 8 years of Town Meetings and find which streets have hot..been=accepted and prepare a list for this year's Town Meeting. It was further advised that the Town Engineer prepare the prpper plans for the Street Acceptance Program. (Wellington -MacFarlane, all in favor) VOTED -3 - Minutes October 3, 1973 13. Board met with the Airport Commission to discuss rezoning. Jim Wells mentioned that they had recently submitted to the Capital Improvement Program Committee plans for expansion of the airport. He noted that what that meant was replacing the turf runway with a paved runway. The new runway would not be able to handle any larger aircraft that the type being handled now. He noted that no one wanted any jet type aircraft at this time. The new runway would go across the present Fruit Street and would also stop 500 feet south of Ware Street where it dips to its southern most point. The glide path would extend 500 feet across Ware Street. It was noted that Route 25 would cut off the end of one runway leaving them with only 1 useable runway and that with light aircraft you could not have only one runway and operate safely. The new runway would run north -south. Planner Nelson pointed out that he did not think you could do that because most of the winds were out of the west. Wills mentioned that wind conditions show that they would get 98% use out of the proposed north -south runway. It was further pointed out by the Commission that the new runway would be the primary runway and as such would divert much of the present air traffic over densely populated areas to approaches over water and sparsely populated areas. Wills noted that what the Commission was asking the Town was that they preserve just enough land area as an airport zone to allow the Commission within the next few years to acquire and develop just enough',land to provide for the new runway. Wills was asked how much it would cost torpave the new runway and relocate Fruit Street. He noted that it would cost approximately $1,036,000 of which the Town would be faced with about $52,000 and that the Commission hoped to get more than $52,000 in land damages for the taking of land for Route 25. Chairman Zaffini asked if the Commission got landing fees to which Chairman Zecher noted that they did not, that the only time there was a fee was if the plane refueled or used any of the services of the facility, but that some money was recouped. 'It was noted that with that area rezoned that they thought they could economically repave the airport and improve the profitability of the airport and that they hoped and expected to get new and paying businesses in there in the near future. Planner MacFarlane asked if they had, any proof of new business coming in in the near future to which the reply was no. The. Planning Board.agree.d to d-iscuss this more: fully..at a later -time. 14. Board met with Guy Scarpellini and Robert Libby regarding Walnut Park. The Board reviewed plans for sewerage going to West Street with an easement through George Pomfret's land. It was the consensus of the Board that they were in favor of sewerage and Mr. Scarpel lini agreed to come back with more detailed plans regarding this. 15. Board discussed the dues for the Planning Director. It was noted by Chairman Zaffini that in checking with Town Counsel, Town Counsel stated that it was legal to pay dues for Town officials. Motion: To pay one of the membership dues for the Planning Director. (Grant -Dunn in favor, MacFarlane, Wellington, Nelson, Latham opposed) NOT VOTED -4 - Minutes October 3, 1973 16. Board discussed the Airport Commission's request again. Planner MacFarlane noted that he did not think they should be asking for $1,000,000 based on assumptions and that they should come up with some sort of schedule indicating some proof that they can get some new revenue. Planner Nelson noted that they were looking for support from the Planning Board on the zoning issue. Planner Wellington noted that when they collected their money from the State for Route 25 then they could buy the land and then come in. Chairman Zaffini did not think they could do that as the money had to go into the General Fund. Planner Nelson noted that he though the Board should go along with the rezoning of what they already own as it would give them the opportunity to get something in there in relation to the airport. 17. Meeting adjourned at 9:50 P.M. Clerk Date
