10. Discussion with Conservation Commission re: Mansfield Industrial Park
Realty Trust. The Board and the Conservation Committee discussed Bill
Moy."s report and Planning Director Maurer stated that in a memo to the
Planning Board, he suggested no action be taken by them pending receipt
of all the information from the Conservation Commission. Bob Jones,
Chairman of the Conservation Commission, stated that they have been
pushing for the retention area. It was pointed out that the Planning
Board did not request retention. Jones stated that the Conservation
Commission had been waiting for Moy's report before making a report of
their own. Clerk Grant stated that the problem is to determine an
elevation for the skating pond. Jones also stated that the Commission
had voted to give permission to cross their property.
Planning Director Maurer pointed out some of the comments in the memo
of August 17, 1973 from different department heads, and noted that the
Sewer Department comments had already been forwarded to Ryan -Elliott
for their consideration. He also noted the points raised at the Public
Hearing. A maintenance agreement should be obtained from Mansfield
Industrial Park Realty Trust concerning the ditches. He also noted that
the Board of Health has not taken action on the Plan and they are required
to take action by the 25th of August, 1973, and it is assumed that they
would take favorable action because they had requested the Planning Board
to give approval of the extension line to Corrofab.
It was noted that before any action can be taken on the Plan that a letter
be obtained from the Conservation, Commission stating their conditions for
approval of the project under Chapter 131 of the Massachusetts General Laws
and also that they would approve an Article for the necessary drainage
easements across their property.
Discussion was held on Moy's report. Engineer William Moore stated he was
in agreement with Moy's report because it covered what he originally suggested
to the Planning Board for a solution to the drainage. Mat Green from Owens-
Illinois indicated that his company was willing to accept the retention area
solution because it would allow them to begin construction at an earlier date,
and noted that Moy indicated in his report that it was an acceptable solution.
Planner Wellington noted the fact that under Moy's alternative, the drainage
ditch would have to go through an area having approximately, i6 feet cut
and felt that this was ridiculous. The Commission stepped out to take a vote.
The discussion continued in which it was pointed out that the maintenance of
the drainage ditches would be the responsibility of Mansfield Industrial Park
Realty Trust and that a closer look should be taken of the skating pond.
The Conservation Commission re-entered the room and Jones indicated that the
4 members of the Commission had voted in favor of accepting this Plan as
proposed regarding the retention area, but that they would send a letter
in which certain conditions would be made.
Motion: To formally approve the Plan subject to the following information
being properly submitted:
1, A notation should be added on the Plan to be submitted to the

was the consensus of the Board to advise Mr:lAniolf of the status of the
Magna Vista Recreation Area. Planner Wellington noted that there were rocks
which had to be removed from Darby Drive and suggested that Mr. D'Annolfo
be informed that if the rocks .are not removed, the Planning Board would take
that portion of the bond which covers the removal of the rocks for Bristol
Equipment for use by the Town to remove the rocks.
Motion: To send a letter to Mr. D'Annolfo requesting him to clean up the
rocks.
