6. Board met with Mrs. Carol Thomas to discuss funding for the Central Business
District (CBD). Mrs. Thomas stated that; she would like to point out that
she has been paid by the Department of Community Affairs for the completion
of the Mansfield Comprehensive Planning Program and that when the Universal
Engineering letter of June 7, 1973 to the Planning Board is endorsed that the
$2,000 will be sent.-to,'the>Town and the $163 will be sent to the Southeastern
Regional School.
Mrs. Thomas reminded the Board that some 8 or 9 months ago she was authorized
by the Chairman of the Planning Board to look into the funding of the plan
for the CBD, which is underscored in the Comprehensive Planning Program,
Mrs. Thomas pointed out that financing could not be done through HUD as there
is no funds left. Plans could be worked up and submitted to the Department
of Transportation but they may turn around in use the plans someplace else.
Mrs. Thomas stated that the Department of Agriculture is more hopeful, however
they need to get a firm detailed plan in order to make a decision on this.
There is money in the Department of Agriculture for the construction of parking
areas, streets, improvements to municip,10JAciI.Ities, and buildings, where a
well drawn plan could be executed.
Mrs. Thomas stated that she felt if the Planning Director and someone from her
office could work together on the detailed plan and then go back to the
people in agriculture and state how much money is needed and alter the plan
to their funding proposal. This should be done rapidly and will probably cost
the Planning Board about $500. Mrs. Thomas stated that she would like the
Planning Director and herself to be authorized to do something of this nature.
Universal Engineering previously sent an outline of the `CBD :study. The estimate
cost of the planning is something in the area of $5,000. If elot,:of surveying
was neededit may run higher. Mrs. Thomas pointed out that the Comprehensive
Plan has laid the groundwork for parking and circulation. Mrs. Thomas stated
that there was one other meas of funding which the Town did not want to use
before and it was the State Urban 'Renewal. it was noted that this approach
has already been rejected.
Mrs. Thomas stated she had talked with several private fundings, and they all
stated that they need more information. Mrs. Thomas stated that she would
look into funding through the Bicentenial fund and Environmental 6ulde'lines.
As of JOly:•lstof this year Environmental statements are required for all
uses which affect the environment except for minor repairs, Planning Board uses
are excluded. There is a group taking this to courtbecause they feel the Plan-
ning Board should be included. Many towns are putting into their regulations
that an environmental assessment be filed with the Defintive Plan.
Mrs. Thomas informed the Board that the Bicentenial Commission is now fully
staffed and working and they are making money available for the bicentenial
objectives. The Plan talked about improving some of the commons and the Town
might be able to get funding through this Commission. This would also be good
for improving landmarks which were in existance before 1776.
Planner Dunn questioned if money had been budgeted for this purpose. It was noted
that there was no money budgeted. It was further netted that under the new Town
Charter it is the responsibility of the Housing Authority to look into the CBD.
r Planner Nelson stated that if money was available for implementation that he ,
would go along with the planning but he could not see paying for planning if
they were not sure of the funding after. Mrs. Thomas stated that a Town of
the size of Mansfield would be available for funding of Drainage, water and
sewer. The Board to discuss this matter and get back to Mrs. Thomas.

7. Board met with Mr. Neil RocheIattorney for Waldor Realty Corp, to discuss the
release of bonds and securitys for Pine Needle Park and New Mansfield Estates.
Mr. Roche pointed out that in Pine Needle Park all of the improvements, the
rights of way, and municipal services have been completed. it was noted that
the Town was referring back to a letter of 1971 in which Mr. Millette stated
he would put up a bond in the amount of $5,000 to be held for a period of one
year from the completion oproject.
poMr.
Roche stated that he did not
see any reason why the $5,000 had to
be Planning Director Maurer pointed out that the agreement
with
curityWaldor
bRealty
was that the passbook with $10,000 be held until a $5,
000 posted
for a one year period. It was to be one year from the date of completion.
It was noted that the $10,000 had been released to a balance of $1,000. The
letter of Agreement was dated December 27, 1973.
Attorney Roche<;pointed out that it has been some timesince
and hhe ro d has been
completed. Under 'Chapter 41 there is only a 45 day period
at
Waldor Realty is entitled to have the money released. Attorney Roche stated
that the front portion of the development had been improved by Mr. Millette
as an extra and he did not feel that the Board has the power to hold the
securities.for a one year period after the Town Engineer has agreed that
everything is installed. Attorney Roche stated that he is also requesting
the release of securities on the New Mansfield Estates, as alio#$ the services
have been installed. It was noted that there was a bankbook in the amount of
$3,500 and one for $2,000 to be held for one year.
Planner Latham stated that he felt it was a man to man agreement and that
Mr. Millette should post the $5,000 as agreed. Clerk Grant informed Attorney
Roche that the purpose of asking for the $5,000 for a one year period was
to see if everything within the subdivision stands up to the towns specifi-
cations. Planning Director stated that the seeding had been completed on the
20th of June and the Board was informed of the completion on the 25th of June,
for the Pine Needle Park Subdivision.
Attorney Roche stated there seemed to be some problem with the sidewalk on
New Mansfield Estates and that it was installed in accordance with the plans
and did not feel his client had to correct this, so there was no reason to
hold up the release of the bond. Planning Director Maurer stated that when
it was installed he stated that he felt it was alright but the Board was not
satisified with the grading and they have the final vote. Mr. Millette
woustated
that he would be more than happyto take care of this _sdeweik,
ld
cost about $100 and there was no reason to hold up the complete 15,500. Mr.
Millette stated that he had done extra work for theTown at his expense and;
felt that the Planning Board was now being unfair about r8leasing the money.
Mr. Millette stated that the job had been done for well over a year and now
the Board was asking that the money be held for another year. Mr. Roche
reminded the Board that a hearing was just held on an even larger subdivision
for Mr. Millette, which shows that he will be around for a while.
Board to discuss and get back to Mr. Millette.
8. Board met with Mr. Paul Ksieniewicz from Corrofab to discuss the sewer
installation within the Mansfield Industrial Park to the Corrofab plant.
It was noted that the plana to extend the sewer line down the Maple Street
had been changed to cross through the Mansfield Industre 1 Park Realty Trust
property. It was noted that the Division of Water Pollution Control has
Approved this extension, Ryan and Elliott has agreed to install the sewer
prior to approval of the plan, and the Board of Health and Board of Selectmen
requested that the Corrofab plant hook up to Town sewer rather than the leach

fild;:systemit was noted that the Corrofab plant cannot get an occupancy
permit until the sewer is in and they will be ready to open in about two weeks.
Planning Director Maurer informed the Board that Bill Cahoon, Sewer Superintendent
reviewed the plans and noted the following:
1) The manhole covers to be marked with the word sewer.
2) precast manholes
3) 2 foot stubs at the end of each manhole.
4) 12" bed of peastones below the pipe and 6" above the pipe.
Clerk Grant suggested that Ryan and Elliot show an easement around the sewer
until it is approved on the definitive plan. Planner Wellington noted that they
do not need an easement now but there should be a condition that if the plan
is not approved then it should be put in an easement.
Planning Director Maurer refered the Board to his Memorandum suggesting -conditions
for approval of the sewer installation through the Mandfield Industrial Park
Realty Trust.
Motion: To allow the installation of the sewer line through the Mansfield
Industrial Park Realty Trust land prior to the approval of the
Definttive Plan subject to theconditions mentioned by the Sewer

is the Planning Director for the City of Taunton and led Planning Director
Maurer to beleive he was obtaining information for the procedure of the
planning Board.
planner Nelson stated that he felt it should be cleared up this evening.

meeting of the Board. Mr. Armel stated that he felt the Mansfield Planning
Board were very qualified people, and that in his discussion there was no
