8. Board met with Mr. Charles Francis, Engineer Lou Guerriere, Engineer William
Moore from Ryan and Elliott and Mr. Matt Greene, and Ted Pis from Owens-
Illinois.
Mr. Francis pointed out that since last weeks meeting they have made 1 or 2
minor changes on the plan. The lot configuration for Owens—Illinois has changed
slightly. The drainage has not changed in concept but it has been relocated.
Presented a plan submitted by Owens-Illinois and how the drainage would run
into the retention area, which is of a different configuration. The retention
area will retain the same amount of water.
Mr. Francis referred to the Planning Boards letter of June 12, 1973 and noted
the following:
1) That the corner radii to Maple Street be 30 feet to the property line.
Presented a detailed plan of the entry way on to Maple Street showing
26.5 square feet and noted that they are in the process of setting up
a conveyance of land to obtain the remainder of the footage needed.
2) That a plan at a scale of 20 feet to the inch showing the railroad line
in relationship to the proposed right-of-way and curb line. Presented
detailed pian and noted that the new shifting of the site has changed
the proposed railroad tracks. The crossing of the railroad tracks to the
road will be in the exact location that it is now.
Planner Latham noted that the switch is right on the edge of the proposed
Right-of-way.
3) That the drainage ditch located along the northerly side of Francis Avenue
be relocated into drainage pipes. Mr. Francis pointed out that they do
not know how the drainage will flow from the various sites as to there
directlon of flow. They would have anywhere from a 36 to a 48 inch pipe.
Planning Director Maurer pointed out that the Subdivision Regulations require
the developer to install street drainage based on the 25 year storm and
questioned why the had gone to the 100 year storm.
Clerk Granted pointed out that if they are going to have the Town take
care of the drainage ditch they the Planning Board will require it to be
piped. Mr. Francis stated that if the Planning Board requires a pipe there
they will put a pipe in put he did not feel it wasnecessary.
It was noted that a large ditch would run along the entire length of the Owens-
Illinois site and into a large retention area. Mr. Francis noted that they would
like approval of the preliminaryplans so that they could come in with the definitive
plans and Owens-Illinois can start passing papers on the property.
It was noted that the run-off from Horner -Waldorf could be handled through a 12
inch drainage pipe. It was the consensus of the Board that Ryan and Elliott should
have determined by now how much water is going in each direction. Planning Director
Maurer pointed out that a provision in the subdivision control law requires that
the rainfall and run-off be determined and provided for in the definitive plan.
Mr. Francis stated that they would like to get going with the definitive plan for
the street system. Mr. Francis pointed out that they had a drilling rig in to drill
test borings in the area of the retention aree. The shifting of the retention area
will depend upon the results of the test borings.

It was noted that no resolution had been received from the Conservation
Commission but they indicated that they would like something at the skating
pond for a piped overflow to prevent the access road from being washed out.
It was noted that there is presently a small pipe in there now and they would
like it enlarged to an 18 inch pipe.
Mr. Moore pointed out that if they want an overflow at the skating pond then
it will not be necessary to have as-Liarge a retention area as is proposed.
The Town should decide on the level of what they feel the skating pond should
be and have a dam to control the level of it, and just design the retention -
area to take care of the extra waterthat the Ryan and Elliott site will cause.
The Town is protecting nothing. it is a waste of money. If you save money
from the retention area and put it into a skating pond thehythey could have
a controlled level skating pond and they would end up with something. Mr.
Moore stated that he wouldlike to see the Conservation Commission allow them
to do this. Mr. Greene noted that time wise it would be better to install the
retention area. Mr. Francis noted that the retention area would allow them
to least disturb the Conservation land. Mr. Francis noted that the owners of
the Industrial Park would be willing to put in an 18 inch pipe under the access
road to the Maple Park area if it is requested. It was noted that there would
be a slope of about 30 feet for the retention area.
Planner Wellington informed Ryan and Elliott that they would make their
decision later during the meeting and inform them of their decision later.
Engineer Guerriere pointed out that the land court would not accept a plan
of this size and requested a decision on the size scale the Planning Board
would allow.
9. Board reviewed the preliminary subdivision plan for the Mansfield Industrial
Park Realty trust. Planning Director Maurer pointed out that if the retention
area is the right solution then they should have Ryan and Elliott spend their
money and have it installed but if it is not the right solution they should
not be allowed to install it. Planning Director Maurer felt that the Board
should have somebody review this drainage plan.
Planner Wellington noted that they should take their borings and get the
results and be able to say then can built the retention area as proposed.
It was noted that the railroad track switch and frog are not properly
located. Board questioned who would be responsible for the mainenance of
the railroad track at the crossing of Francis Avenue". Pla'nning Director
Maurer to further check into this.
Motion: For conditional approval of the preliminary subdivision plan for
Mansfield Industrial Park Realty Trust subject to the following:
l) A letter from the developer stating that, based upon the test
borings, they are able to construct the retention area as proposed.
2.) The drainage along Francis Avenue is to be piped.
3) The corner radii is to be 30 feet, at the Maple Street entrance.
4) Plan must show Horner Waldorf fence and the railroad tracks in the
proper relation to the fence with the switch point and the frog as
they now exist and as they are proposed.

5) Must show where they are going to take the existing
drainage on Maple Street as it is now dtagnent.
6) The Town will not accept any of the apparatus for the
railroad within the right-of-way and the Town is not
responsible:=.'for:,the maintenance of the railroad across
Francis Avenue at any future date.
7) Must show typicle cross section of the ditch with the slopes
8) Must show typicle cross section of the retnetion area slopes.
9) Developer to install proper size pipe under the access road
of the conservation land.
(Grant -MacFarlane, all in favor) VOTED
It was the consensus of the Board to wait until the definitive plan is submitted
before hiring an engineer to review the drainage situation as it may change in
location and configuration again.
10. Board reviewed the Form A Plan for the Town of Mansfield for the Witch Pond Well
Site. Planning Director Maurer informed the Board that the Town is in the
process of taking the land by eminent domain., and this will be done on
Friday, June 22, 1973.
Motion: To sign the Form A Pian for the Town of Mansfield for the Witch Pond
Well site.
(Grant -Latham, all in favor) VOTED
11. Board reviewed the bond estimate memorandum from Planning Director Maurer
for Elmwood Park. It was noted that the 1" Bituminous Top should be 60
a sq. ft. It was noted that the unit figures were incorrect. To be
adjusted for the next meeting.
12. Clerk Grant.,.:.; noted that on the Memorandum from the Planning Director on
the Street Reconstruction and Improvement Program that there should be a
provision in it for the engineering and drawing of plans once a street is
selected. Planner Nelson stated that they should have a Town Engineer
working on this, and that with the 12 inch water line that is going down
Williams Street and School street they should have them replace the hydrants
and cut the water main off by the old School Street. Planner Nelson stated
that the Planning Board should make a recommendation to the Board of Selectmen
for this.
13. Clerk Grant noted that in the Rules and Regulations for Subdivision on the
Form Q there is a foot note that states certain items other than plans has to
have three signatures of the Planning Board. It was noted that this is an error
as it should be four signatures of the Planning Board.
14. Planner MacFarlane noted that on the water tank that Cabot, Cabot and Forbes
is putting up the one thing that was forgotten in Foxborough and should not
be forgotten here is a hydrant to drain the tank.
15. Planning Director Maurer noted that on the two requests from Waldor Realty
for bond releases in Pine Needle Park and New Mansfield Estates, they should
not be released until as built plans have been submitted,as they are the final
bonds.

16. Planning Director Maurer informed the Board that he and Chairman Zaffini and
Planner Wellington 1had'met with the Board of Selectmen and engineers from the
DPW to discuss the relocating of route 140. The Selectmen voted 3-2 against the
relocation of Route 140. Selectmen Levine questioned the traffic counts and
suggested setting up a meeting with the DPW. The 3-2 vote will be passed on
to the DPW as the Town's official position. Prior to the Board of Selectmen
sending aletter along the consultants would like to have a meeting and the Planning
Board is welcome to attend. The consultant informed Planning Director Maurer
that if the Town decides to drop Route 140 relocation then they will put in
the clover leaf with the interchange at South Main Street.
Planner MacFarlane questioned if the Planning Board turns in a recommendation on
this. It was noted that they had turned in 2 or 3 recommendations to the DPW,
to recommend that they go as proposed from Foxborough to Norton. It was the
consensus of the Board to send another letter to the DPW with a copy to the
Board of Selectmen.
Planner Wellington suggested that if it comes to the interchange to suggest a
slip ranp as a slip ramp will work if you put in traffic ligns. Planner
Wellington noted that the figures for the proposed traffic through -Town may
not be as large as estimated.
17. Planning Director Maurer pointed out that the Capital Improvement Program
Committee would be meeting Thursday, June 21, 1973.
18. Planning Director Maurer pointed out that they had received the bill from the
Southeastern Regional Schbol for the printing of the summary report for the
Comprehensive Planning Program Phase 11. The amount of the bill was $163,
Upon talking with Mrs. Thomas it'wis her suggestion to pay the $163 out of
there fee and the $2,000 would be returned to the Town once the payment is
received by the Department of Community Affairs. It was the consensus of the
Board to discuss this at the next meeting.
19. Planner Wellington noted that they have received another letter from SRPEDD
requesting a representative from the Planning Board. It was noted that Planner
Nelson had been appointed but Planner Nelson did not want to be the representative.
