Mrs. Margot Jellinek requested to review the Form A Plan for Waldor Realty for land on West Street and questioned the legality of lot I as, in her. opinion it did not have the required frontage. She wanted to know the status of this ;b6t in relationship to the proposed subdivision. Chairman Zaffini advised her that the land to the rear of the lot is subject to approval of a Definitive Plan. Mrs. Jellinek requested to know the status of the lot in the event that another plan is submitted for that lot. She was advised that the latest plan would superceed any previous plan. 5. Board reviewed the Preliminary Subdivision Plan for Wading River Condominiums and noted that the plan is for the roadway that will provide access to the 224 condominium units. The developer has proposed that the 1700 foot access road remain a private drive but the road will be constructed to subdivision standards. The Board decided that the f611owing ellements should be part of their decision on the plan: 1) That the drainage system near the entrance of the driveway on Elm Street be redesigned to drain towards the Wading River. 2) That the 1700 foot access road be a private drive way and a note be put on the plan noting that it is a private driveway and will not be subject to acceptance by the Town of Mansfield at a future date. 3) That the road be constructed in accordance with the Mansfield Subdivision Rules and Regulations and that upon submission of a Definitive Plan the Developer 'pay the -required fee. 4) That the plan be subject to approval of the standards and specifications of the Mansfield Board of Health and the Massachusetts Department of Public Health. 5)) That the distribution of water within the project including distribution lines and storage tank be subject to approval of the Mansfield Water Commission (Board of Selectmen). 5) That lot 10 remain perpetually open and be utilized for recreation and conservation purposes only and that this be so noted on the Definitive Supdivision Plan. 7) To include in the restrictions those recommended by the Board of Appeals. (Grant -Latham, all in favor) VOTED 8. Board met with Mr. David Bradberry of 14 School Street and Mr. William Hesketh of 18 School Street to discuss the extension of the sewerage on School Street to Coral Street. It was noted that it would be an,:6xtension of 670 feet and will serve 12 houses. Four of these houses presently have problems with their septic systems. Both Mr. Bradberry and Mr. Hesketh need to establish an additional system on their lots but do not have the area to do this. It was noted thatthe Town Manager was not favorable to do this extension at this time because of the recommendations of Camp, Dreseer, McKee. 9. Planner Dunn asked about the inspection fee for the proposed water tower within the Cabot, Cabot and Forbes Industrial Park, Planning Director Maurer advised him that the Town Manager indicated the possibility of Cabot, Cabot and Forbes and the Town of Mansfield hiring an independent inspection agency to inspect the tank. This would eliminate the Town of Mansfield hiring an inspector along with Caobt, Cabot and Forbes. It has not been determined who will have to pay for the inspection. 10. Planner Dunn questioned the Boards position on the Route 140 relocation. It was the consensusof the Board to stay with their original decision back in 1970 and recommend the full length of Route 140 be constructed with the reduction in the size of the cloverleaf through the Great Woods area, 11. Planner Latham advised the Board that the Regional Sewer Committee is going to extend the time for the acceptance of the sewer district. 12. Planner Wellington requested the date of the signing of the plan for Betty Tintindo for land on East Street. It was noted that it was signed on May 2, 1973. 13. Planner Wellington noted that the new Charter cal:ls::for the Board of Selectmen to meet with the Chairman's of Boards and Commissions on a bi-monthly basis and to his knowledge no such meeting has been held and that the Board of Selectmen should be advised of their responsibility. 14. Planner Wellington noted that the new Charter calls for all Town Department heads to attend Town Meetings. 15. Chairman Zaffini noted that he received a call from Edgar Vernon on South Main Street regarding the installation of berms on Leonard Street. Mr. Vernon -4 - Minutes May 29, 1973 indicated that he felt the berms would create a safety hazard to persons using the sidewalks. Planning Director Maurer informed the Board that the berms had been installed in conformance with the Rules and Regulations of the Mansfield Planning Board. It was the opinion of the Board that the berms should remain as installed. Chairman Zaffini and Clerk Grant indicated that they would review the site. 16. Planning Director Maurer presented a request from Casa Realty for permission to install corrugated aluminum pipe in the Walnut Park Subdivision than the proposed pre -casted pipe in the plan. It was the consensus of the Board to approve this request subject to a report from the engineer, Ralph Maloon, on the project indicating the size of the pipe that should be required. 20. Planning Director Maurer discussed the Capital Improvement Program and noted that the Board of Selectmen were considering streets for the re -construction program as noted in the Capital improvement Program. The street receiving highest consideration by the Board of Selectmen was Maple Street. Planning Director Maurer noted that it was not the intent of the Capital Improvement Program to have Maple Street done as a project and that there are more streets in need of repair or reconstruction. It was noted that the streets the Capital Improvement Program Committee had Indicated as priority streets for reconstruction were Essex, Mill, Ware, Williams and Willow. The Board decided to write a letter to the Board of Selectmen indicating the Planning Board would be undertaking a project for the detailed establishment of priorities for street reconstruction as determined by the guidelines in the Capital Improvement Program and the guidelines of the Comprehensive Planning Program.
