1973, it was noted that the Planning Board articles were printed ,in their
original form as this is what the public hearing was held on and the amendments
would be on a recommendation sheet by the Planning Board in the form of a motion.
Planner Nelson questioned articles 2 and 3 regarding the standpipe to be installed
at the Cabot, Cabot and Forbes development. Planning Director Maurer stated that
these articles would be so that the Town would have control on the construction
of the standpipe. it was noted that the Town might then be responsible for the
cost incurred from the construction of the standpipe. Chairman 2affini questioned
what the $10,000 was for and Planning Director Maurer informed him it was for
Whitman and Howard to review the situation.
Planner Nelson questioned what the$1800 in Article 8 was for in relation to
the sanitary landfill development plan. Planning Director Maurer informed the
Board that at a special Town Meeting the Town voted to pay through SRPEDD for
the sanitary landfill devejopment and e:ieontract was put out for $1,500_and the
developer had done more work than the $1,500 would pay so they needed the extra
funds to pay the developer. It was noted that if it was a contract the loss
would be to the developer.

that it had just been voted down at the Annual Town Meeting.

Planner Dunn noted that the location of Route 25 is in agreement and Route 140
was contraversial and they had therefore discussed starting Route 25 -separately.

just to get the consensus of as many people as possible.

€- only 45 days to act on them.
10. Board met with engineer Ralph Maloon to discuss the preliminary plans for
Wading River Park. Engineer Maloon stated that it was a rough preliminary
drawn on the assessors scale. It was noted that it has street frontage on
Williams Street, West Street, and Gilbert Street. There is 172 proposed lots
Engineer Maloon stated that they would not build an entrance on Williams
Street because it is at the location of the bridge and the sharp curve in
the road but they would leave a gravel 40Foot emergency road, if requested.

on 2 foot contours.

Mr. Scarpellini presented the Board with a letter from Attorney P,a:trliquin
stating that they did not know the owner of the portion of Fox Street that
would give him access to his property. Board informed Mr. Scarpellinithat
he would have to have proof of who owned Fox Street and that the owners would
have to sign off a right of way for him. Mr. Scarpellini questioned if he
could get to his land via Morrow Street. It was noted that there are several
paper streets in that area also and he may run into the same problem with
ownership.
Board suggested that Mr. Scarpellini consult RIM Engineering to find out
( what plan the road layout had been taken from to try and determine the owners
of the paper street.

1970 and recommend that the road be build as proposed with a smaller interchange.
14. Planner MacFarlane informed the Board that he had worked many hours on the
Capital Improvement Program Committee and questioned if they were just going
to make recommendations and let it drop. He noted that they don't know if
anything has been carried out, for example the Back Bay Brook project. Planner
MacFarlane stated that he is not going to go to these meeting and suggest or agree
that they appropriate "X" number of dollars, as in the past years, and just let
it set. He would like to know what is being done.
