Planning Board to Representative John S. Ames Ill regarding House 2486 -
An Act Providing for the Voluntary Registration of Professional Planners.
2. Board reviewed the letter from William D'Annolfo regarding setting the stone
bounds within the Magna Vista Recreation Area. Mr.'D'Annolfo's letter stated
that any work authorized by the Planning Board would be without the consent
of BeverlyBuilding Corporation and at the sole expense of :the Planning Board.
However, If the Planning Board wishes to use Boston Survey Consultants the
Board would have to pay half the cost, as the Town of Mansfield is obtaining
the hand at no cost.
Town_ Planner. Maurer noted that TownsCounsel had adivsed earlier that they
could pay for the 'setting of the stone bounds with the check that is being
held by the Town and then release the balance of the check to Mr. D'Annolfo
as long as, Mr. D'Annolfo was notified that they were doing this. It was noted
that Boston Survey Consultants was charging $500 for the setting of the stone
bounds and RIM Engineering was charging $250. However, Boston Survey Consultants
would check the bounds that are presently set and RIM Engineering would assume
that the present bounds were correct.

4. Board reviewed the minutes of February 27, 1973 and noted ,the following changes
Page '3 Item 6 to read as follows: "it was noted that there was a little over
10,000 'feet of roadway in the development. They are running a 12 inch
water main from Plymouth Street and a 12" water main back out to West
Street."
Motion: To accept the minutes of 'February 27, 1973 as amended.
(Zaffini Grant, all in favor) VOTED
5. Board reviewed the drainage ;plan for the Walnut Park Subdivision off of
Walnut Street. It was noted that the pipe;was lowered at the first catchbasin
about i foot: It was noted that now it was possible for the Town to lower
the elevation back on Walnut Street; Planner Wellington stated that as long
as this pipe has been lowered that the Town will have plenty of room to alter
their plan, ;and it was now; possible for Walnut Park to get their 3 feet of
cover and still have plenty of pitch. It was noted that they should write to
the per"son in charge of the Town plan and have them drop their pipes down to
get :the proper coverage.
Motion: To sign the drainage plan for the Walnut Park Subdivision off of>
Walnut Street.
(Grant-Zaffini, all in favor) VOTED
6. Board reviewed the Form A plan for Joseph Gonsalves for land on Mill Street.
It was noted that lot $A had been changed to give it the correct frontage.
Motion: To sign the Form A Plan for Joseph Gonsalves for land on Mill Street.
(Grant-Zaffini, all in favor) VOTED
7. Board met with David Millette to discuss the Preliminary Subdivision Plan for
Circle "C" Stables off of West Street. Town Planner Maurer noted; that the
drainage goes into an easement by ;the land of Hood and questioned the type
of ground .in that area. Mr. Millette stated that it was all swamp there.
Planner Zaffini questioned who owned the swamp. Mr. Millette stated that
part of the swamp was on their own property. Town Planner Maurer questioned
if the swamp drained anywhere. Mr. Millette stated that he did not know and
would have to check with his engineer. Town Planner Maurer stated that on
West street there were two 'high points at the location of the proposed roadways
and felt that Mr. Millette should have his ,engineer check the conditions along
West Street, so as not to create a puddle at the street openings. It was noted
that the Town presently has no drainage on West Street.
Planner Wellington told Mr. Millette to take the plan back to his engineer and
have him correlate the plans and the profiles and have him get the contours in
the right spots as he is 10 feet off. Planner Wellington noted that there is
not enough information on the plans to check them properly, and the Board is

to correct his errors. it was noted that there .are no stations
Mr. Millette stated that he was asking for recommendatins as to how the,Board
would like to have the subdivision ,buiIt as representatives for the Town and
he was not here to have the,; preliminary plan signed right away. Town Planner
Maurer noted that the plan would have to be taken around to the various town
departments and Boards to get comments on it before the Planning Board approves
it. Town Planner Maurer 'stated that the new regulations would be in effect
on this subdivision plan and that all engineering, discrepancies would have to a
be corrected in the preliminary stage. Mr. Millette requested the Board to
point out al I the things that are wrong with the plan and make the points of
error and he would work from there.`
Planner Zaffini stated that he aqreed with Planner Wellington that the Board
is ,not paid to toreect.atl the engineering.,ui'stakes. Clerk Grant noted ,that
they did not even shown the ;points of excavation from the old gravel pit that
was on the property.Clerk Grant noted that all 5 foot contour lines must be
shown under the new subdivision regulations.
r.
Town Planner Maurer stated that they had talked of cutting!;away some of the
property line and questioned in what area this would be done. Mr. Millette
stated that around lots 16-15 and 14 the state took it down to about water E
level and near lot. -.24 there is a mound of gravel, which they will spread out
to the low areas. Planner Zaffini stated that he would have to show the 5 foot
contours. Mr. Millette questioned ;if he had to show both the existing and the
proposed contours. Clerk Grant stated that the only proposed contours that
would be needed would be on the proposed streets. Planner! Wellington stated
that the contours on the profile doe not agree with the existing contours on
the plan.
The BoardadvisedMr. Millette that he would need the following information
added to his plan:
Water lines 8 inch mains
Certified list of abutters
Swamps and major features<!of the land.
Must be tied to the Mansfield Verticle control system.
Needs stations, which are shown on the profile but not on the plan.
Clerk Grant stated that they would also need catchbasins out at West Street so
they ;would not have ,puddles 'in the opening of the roads.
;. Board met with the Town Hall Building Committee, who presented the plan
of the proposed Town Hall, to the Board. The Building Committee stated that
they did not expect a decision immediately but would like one as soon as
possible. it was noted that the finished ;grade elevation bout be 152 feet and
the '100 year flood elevation is 147 feet. it was noted that the ;eilsting';floor
elevation of the bank is only 148 feet, therefore the town hall will be_higher
than the bank. it was noted that the elevation of West Street in that area is
between 148 and 149 feet.
it was noted that the drainage for the parking lot would be going into the
storm drain before it goes into the brook, it was noted that electrical facilities
were proposed for overhead but the Building Committee stated that they are going
to look further into this as they would like to see them underground, it was the
consensus of the Board that they should be installed underground.
-4 -
Minutes
March5, 1973
The Board felt that the drainage from the parking lot should go directly
into the brook instead of into the storm drain system . The Board felt
that the entire driveway should be paved instead of just the parking lot
as part of the project.
Mr. Caponigro stated that if the Board would like to discuss the plans at
anytime with the architect that he would arrange for them to get together.
Mr. Caponigro stated that they would need an answer on the ;plans before the
annual Town Meeting. Mr, Caponigro stated that the subcontract bids were
due in the 15th and the general contractors bids were due in the 27th, and
if there were any changes to be made they would like to know before the
biding is all in.
It was noted :that there are 4 heating and airconditioning units and that each
section would have ;separate controls. Planner MacFarlane questioned if the
main floor was all open, Mr. Saquet stated that there will be counters on
both :sides as you enter the building and the back areas behind the counters
will be closed off for business machines. There isfa restroom_;area and a -
lounge, which is open from both sides of the building so that it can be used
in both daytime and evenings. It was noted that the planning room would be
combined with the inspectors.
f
It was noted that there was no detail for the janitors room and that there
will be concrete ceilings wherever there are any mechanical instruments for
heating and airconditioning.'
9. Board met with Attorney John S. Morley and Mr. Douglas A. King to discuss the
Canoe River Acres Subdivision. Mr. Morley stated that he had requested the
meeting with the Planning Board to 'see if they could come to some resolution
of the Canoe ',River Acres Subdivision. Mr. Morley noted that the Board's most
recent letter on this matter was on January; 4, 1973 in which the Board outlined
conditions for going forward with the Subdivision.: Mrd Morley stated that
after great consideration they have decided to go along with what the Board's
wants as faras installing the subdrain system before the plan is ;approved.
Mr. Morley stated that the system would be installed in its entirety as it
is shown on the plan. Mr. 'Morley stated they would also go along with
test holes bing dug on each 'lot after the installation. The letter of January
4, 1973 stated that the time of the test holes and the location of the test
holes to be determined by the Mansfield Planning Board and the test holes 'should
be taken in the area of the proposed leaching field or in the area of the 'houses.
Prefereably.the test holes should be dug during the wet season. Mr. Morley
stated that if they are going to go along with this restriction that they; should
have an understanding as to ;when the test holes be ',dug so that if they have
the drainage installed this summer they will not have to wait until next spring
to have the test holes dug. Mr. Morley stated that the Board of 'Health usually
does not allow percolation test in the months of June, July and August and he
felt that the Board 'should have the same standards.
Clerk Grant questioned if the Board of Health restricted June, July and August
for not having perculation testsdone every year. Town Planner Maurer stated
that it is not a setperiod every year. Clerk Grant questioned what wbuld
E happen if the Board gave them a certain time to give them pert tests and the
Board of Health says they can't have it then. Town Planner Maurer noted that
the Board was testing for drainage and not for percolation. Mr,. King questioned
if that would mean he would have to meet two percolation tests. Planner
MacFarlane stated that he felt that the Planning Board should discuss it with
the Board of Health to see what could be done together, i

Minutes
March 5, 1973
Mr. King questioned why the Board was, requiring a separate set of requirements
t
for this development. Town Planner Maurer stated that it was because of the
unique characteristics of the property involved.
Planner MacFarlane stated that he felt Mr. King had reasonable requests and
the Board ;should be able to come up ;with answers.
Mr. Morley noted that the letter of January 4, 1973 stated that ground water
shall not ,be within six (6) feet of the finished ground elevation. Mr. Morley
stated that he felt that was kind :of steep for the :back lots. Clerk Grant
stated that the six feet for the finished grade around,, the cellar and the
leaching field.
Mr. Morley, noted that another reste, iction in the letter of January 4, 1973
was that the elevation of the finished cellar floor be no lower than five
feet below the finished ground level. Mr. Morley noted that the water is
down 9 feet in some areas and he did not see any reason for 'being limited.
Town Planner Maurer stated that it could be worded that the finished cellar
floor should be so many feet before the ground water level as determined by
the tests.Mr. King questioned Ff it could be 1<foot above the ground water
level. Clerk Grant stated that it should go as In proposed Article 7 and
say 2 feet above the ground the ground water level.
Mr. Morley stated that the only restriction to be discussed further was when the
test holes :should be taken. Planner Wellington stated that when the new Board
of Health, is set up, they would get together with them and see what they have
for ideas on the percolation tests and combine their ideas. Planner Wellington
informed Mr. Morley and Mr. King that the Board would let them know when they
could get together.
10. Board met with Mr. 'Charles Francis and Engineer Lou Guerriere to discuss the
preliminary subdivision plans for the Ryan and Eliot Industrial Park. Mr.
Francis stated that they propose a subdivision of 115 acres of industrial
zoned land behind Horner Waldorf. ;Mr. Francis stated that they have optioned
a 60 acres parcel of this land to a major corporation in the United States for
the construction of a glass container plant. It was noted that the name of
the corporation was to remain anonymous. Mr. Fran€is stated that they were
submitting the preliminary plan which would take into account the entire '115
acres, which would have a road come off of Oakland Street, behind ;Horner
Waldorf and out onto Maple Street. Mr. Francis stated that in the road they
would have all the 'drainage required by the Town. Mr. Francis stated that with-
in the 60 acre parcel the corporation would be constructing a 500,000 square
foot building. Mr. Francis stated that they would b ring a 12 inch sewer and
12 'inch water line and there would be gas if the corporation could buy the gas.
It was noted that the gas would be handled between :the corporation and the
Brockton -Taunton Gas Company. Mr. 'Francis noted that the existing tracks are
shown on ,the plan, and that they are trying to get rail to service the :whole
area except parcel 3.
Mr. Guerriere noted that they made a preliminary plan and profile and the
ground now starts out at Oakland Street and slopes down to the turn in the
ll proposed Francis Street and then slopes back up again towards Maple Street.
Mr. Guerriere stated that they would bring the road down to the low point and then
back up again at a very slight grade of 1%. Mr. Guerriere pointed out that they
were proposing 3 fire hydrants, a 12 inch water main and 6 sewer manholes.

Town Planner Maurer noted that there was an open ditch along the side of the
road for the drainage and questioned who would have the responsibility of
maintaining the easement. Mr. Guerriere stated that it would be either
maintained by the owners of the industrial park or ;by Horner Waldorf. Town
Planner Maurer stated that it should be either put into a pipe or make a note
as to who is: responsible for.the maintenance.
Clerk Grant questioned if the intent of the plan leaving the vacant strip
behind Horner Waldorf before coming to Francis Street was to prevent Horner
Waldorf from having access to Francis Street. Mr. Francis stated ,that this
was not the Intent, it was just the way the road was curved. Clerk Grant'
questioned if they would eventually give Horner Waldorf the right of way to
Francis Street. Mr. Francis stated that this could be done.
Planner Zaffini questioned if the water that was in the ditch now ran free
or stayed still. Mr. Francis stated that it moves quite freely and the
intent is to 'keep it flowing. Mr. Francis stated that last 'summer he did
not see it dry and it did not appear to be stagnant. Mr. Guerriere stated that
there is about a 2 foot stream funning down there.
Town Planner, Maurer requested Mr. Francis to go over the figures that were
discussed earlier. 'Mr. Francis stated that they would build a 500,000 square
foot building. 240,000 square feet would be the warehouse and the remainder would
be the glassmanufacturing facilities. They would ;employ approximately 300
people who would work 3 shifts from the day they start until the furnaces are
shut down in`5 years. They anticipate moving some few highly skilled
employees into Town. The operation itself is a clean operation. There is
noise inside the plant but outside the plant is should not be objectionable
to the neighbors. They are ;purchasing 60 acres. The 500,000 square foot
building would be right in the middle. For water and sewerage they are
talking of using 120,900 gallons of water a day and approximately 30,000 gallons
of sewer a day. They would use a incredible amount of electricity and a
great deal of gas. There -'would be:30 or 40 trucks coming and going each day.
Their shifts work in a way so that all the employees are not coming and going
at the same time to cause a traffic,' jam.
Town Planner Maurer,' pointed out that the drainage goes down by the railroad
tracks and just seems to end there. Mr. Guerriere stated that he followed
the lrailroad tracks and then down to the retention area. He stated that there
was no overflow in the retention area and that the water just seems to
disperse into the ground as there is no water when you get to the Maple
Park Recreation Area. Mr. Guerriere stated that he could see no water beyond
100 feet into lot 3.' Town Planner Maurer questioned what would happen when
they developed lot 3. Mr. Guerriere stated that any run-off that they would
have would be put into a grit and oil retainer. Mr. Francis stated that
they would have to look at it from the buyers point of view and figure out
some kind of drainage. Town Planner Maurer informed Mr. Francis that the
drainage is something the Planning hoard will have to have for the pre-
liminary plan.
Minutes
March 5, 1973
Clerk Grant questioned what happens in 5 years when they shut the furnaces off.
Mr. Francis stated that at the end of 5 years they dmn them out and they
can't let the glass run on the ground so they hit it with a high intensity of
water -440 and it turns the glass into snowflakes, like ivory snow.
They then have to do something with the water until it cools down. In some
places they have built lagoons. Once the water cools it is alright to get rid
of, it takes 500,000 gallons of water for this process every ;five years. Planner
MacFarlane questioned in what period of time do they have to get rid of that
water. Mr. Francis stated that he did not;::know.
Planner Zaffini questioned what they were planning, to do with the _spring that
is on the property. Mr. Francis stated that with the covenants they have on
the _land they can not build that close to the road so they will (l) have to
leave them there or (2) this is where they might create their lagoon. They
have 111 plants around the 'United States. They have a complete staff that does
nothing but work on environmental status. They anticipate 3 rail cars per day.
Clerk Grant stated that he felt they should take the railroad switch out of
the road. Mr. Francis stated that if the corporation buys the property that
the 'rail location may be completely changed.
Clerk Grant noted that they were missing the tie to the Mansfield Verticle
Control System, it was noted that the drainage would be needed before the
plan could be signed. Mr. Guerrieress.tated;that possibly; they could have a
covenant stating that the Town could flow over Francis Avenue on to the
Industrial land. Town Planner Maurer stated that the drainage was still needed
as he does not know how the Conservation Commission would feel about having
additional water running across their property. Mr. Guerriere stated that right
now the drainage ends up around lot 3 but after the parking lots :and buildings
are in there would be an increase in run-off but hewas not :certain how much.
Planner Zaffini suggested that they 'could make all of lot 3 a retension area.
Mr. Guerriere stated that It would depend on the water table in the area. It
was noted that lot 3 was not a buildable lot. Mr. Guerriere stated that they
would put a 12 or '15 inch pipe in the drainage area along the side of the 'road.
Planner MacFarlane suggested they make the sideline of the 'street the property
line and put the pipe in the ditch and cover it up ;again.
Planner Wellington noted that if the rail was going to service the new develop-
ment the building would have to be built close or; they would have to come in
with another service. Mr. Francis stated that they would either extend it
around the back of the building or run a new rail in front of the building
and over to the warehouse.
Planner Wellington stated that he felt that someone should control the drainage
easement. 'Mr. Guerriere stated that the road would be in compliance with ;the
Town standards, It was noted that there were a couple of culverts that go under
the railroad that cannot be disturbed.
Mr. Guerriere questioned 3f the ,plan had to be on 40 scale as it would take too
large a sheet to show the whole area, it was the consensus of the Board that
the profile be done at 40'scale on two sheets and the 'plan could be done on
100 scale.
F
Minutes
March 5, 1973
Town Planner Maurer informed Mr. Francis that the preliminary plan would be
iq taken around to the various town departments for comments before the Planning
Board came to any decision on it. It was the consensus of the Board that
the 'switch should be taken out of the road, and that a detail should be
presented on, the switch. Mr. Francis stated that he had added on additional
abutters that may be concerned with the area as it directly concerns the
people across from Horner Waldorf.
11. Board reviewed the plans for Village Estates for land off of Elm Street.
Town Planner 'Maurer stated that the plans had been corrected as per their
correspondence. Town Planner Maurer noted that the bounds to be set were
not shown. It was the consensus of the Board to advertise Village Estates
fora hearing on Tuesday, March 27, 1973. It was noted that the name Latern
Lane would have to be changed as It was already on a plan of land for the
Great Woods Estates and was never rescinded.
Motion: To advertise Village Estates for land off of Elm Street forthe
required public hearing on Tuesday, March 27, 1973.
(MacFarlane -Grant, all in favor) VOTED
12. Board reviewed the complied plan for ,land of David Smiley off of Smiley
Avenue. It was noted that the abutter "MacFarlane" was mispelled and that
parcel B was not buildable lot. It was noted that the abutters around
parcel B were not shown. The plan was returned.
13. Planner Zaffini questioned how they would go about changing the lights at
North Main Street and Route '106. Planner Zaffini noted that if you are on
Route 106 and wantto turn either left or right yti±is very difficult to do
so and there have been many accidents. Planner Zaffini felt that the lights
should be changed the same as they are on Route 106 and Route 140.
14. Planner Zaffini stated that the figures given for water by Mr. Francis did
not agree with the,f;igures he had heard earlier. (See item 10.) Town Planner
Maurer stated that the lawyer had told the Town Manager 120,000 gallons and
the people from the company.said $0,000 gallons,,a day because they would do
alot of recycling of the water. The water department was concerned with the
figure of 120,000 gallons a day.
Planner Zaffini stated that the figures he had received earlier for the number
of trucks per daywas`100 and Mr. Francis stated 40 trucks ;per day.It was noted
that 40 trucks per day would equal '80 trips. Town ;Planner Maurer stated that
the concern of theTown Manager was the amount of trucks at '40 a day and the
affect at the intersection of Oakland Street and Route 106. It was noted that
they could end up with the same problem that they have at 140 and ,106 with the
angle the trucks have to make the curve. Town Planner Maurer stated that the
Town Manager wants to get some figures on the number of trucks that are used
now by Honer Waldorf, the Chocolate factory, and Blaine Chemical. The Town
Manager would also like to find out what Ryan and Eliot plans to do with
Copeland Road. Clerk Grant questioned how 'many feet they would have to develop';
on Copeland Road. Town Planner Maurer sated that It was about3500feet, which `
runs right along conservation land. Town Manager Hannon had mentioned to
Mr. Francis that possible they could give 30 feet to the existing 30 foot right
E of way and they would not agree to this. It was noted that the Ryan and Eliot
land would bring them out to the east side of the CatholiecChurch.
15. Planner MacFarlane questioned why the planning Board was two members short and
why there had been no reappointments. Town Planner Maurer stated that Town
9 -

Counsel said the terms would run through until new appointments are made.
Planner MacFarlane stated that he did not understand if the names were submitted
why the were not reappointed. Planner Zaffini stated that he had talked with
Selectmen Caponigro and was informed that they had called Town Counsel but he
did not know if the Board members were notified. 'Town Planner Maurer stated
that Selectmen Secher was supposed to get in touch with Board members to inform
them that there term would run over. Planner MacFarlane statedthat Planner
Latham was not notified of this and that was the reason he was not present.
Town Planner Maurer to check into this further.
16. Planner MacFarlane noted that it was in the paper about the resealing of the
sewer line for $50,000. Planner MacFarlane pointed out that this was brought
up at the Capital Improvement Committee meeting and Planner MacFarlane suggested
that before any more ;money is spent they bring in pictures to prove that the
sealing of the lines; was working. Town Planner Maurer noted that they had only
sealed the cracks that were leaking water and now they are sealing all the
cracks. Planner MacFarlane stated that he would not recommend spending money
on sealing cracks until he sees pictures from before they were sealed and pictures
as of hovl. Town Planner Maurer stated that :there is ameeting coming up of which
they will be notified, he was uncertain of the date, and they will have more
information at that time.
17. Planner Wellington noted that he had read in the paper that there was going to
bea joint meeting on Wednesday evening, March 7, 1973 to discuss the appoint-
ments of the new members, and questioned if everyone had been notified. Town
Planner_Maurer stated ;that the meeting had only been confirmed that afternoon
and no one was notified yet. Planner Wellington presented a ;list of available
applicants for the Planning Board which consisted of the following;
Carl A. Nelson, Jr., 'William J. Sava`lonis, Ben Latham, Alan Willis, Paul C.
DeAvillo, Joseph T. LaMarre, Dr. Rodney Plaude, and James Wills.
It was ,the concensus of the Board to notift/ the Board of Selectmen that there
are not enough members available to; attend the meeting on Wednesday night.
Town Planner Maurer to obtain the resume's for all applicants for the Planning
Board to review on March 12, 1973.
18. Board discussed taking former dhaieman Mendes out to - dinner,.,-.,,It;.was the con-
sensus of the Board that the wives should be iinvited It was noted that the
members present were available for Tuesday, March 13 1973 and Thursday,
March 8, 1973 if March 13 was not suitable for the others. Town Planner Maurer
to check with Planners Latham,, Planner Nelson and with Mrs. :Mendes. It was the
consensus of the board to go to the Lafayette House.'
