Board reviewed the drainage plans for the Walnut Park subdivision off of Walnut Street. Town Planner Maurer pointed out that if the Board did not received a majority vote at this meeting that he felt they should ;inform the applicant as to 'why his plan was not being approved. Town Planner Maurer pointed out .that the applicant was requested by the Town .to work out a solution to the drainage on Walnut Street and that the applicant has been very co-operative with the Town. Planner Zaffini questioned if the drainage line: was big enough,_to take care of Walnut Street. Town Planner Mauer pointed out that he had increased the drainage line from 18 to 24, from 15 to 18 and then carried a 12 inch to Walnut Street. Planner Well questl>oned where the Town proposed to put their basins on Walnut Street and what Information did they have to show that the basins will take care of it. 'Planner Wellington stated that his calculations showed the drainage will start 2 feet; below Walnut Street, which he felt was kind of high. Planner Wellington stated that someone will have to prove, to him that he can drain as shown, and that he could go down another 4 or 5 feet wo they would not have the water running up hili. Planner Wellington questioned the invert Of the first manhole and that he would like to have it proved that it is correct invert. Planner Wellington stated that he did not feel it was the jobrof the applicant to prove that, this system will work on Walnut Street, that it was the responsibility of the Town but he would like to be sure it will work before he signs the plans. Planner Latham stated that he felt it was too wet to build there to begin with. Chairman Mendes stated that they were not voting on the subdivision itself but on the drainage as the subdivision has already been approved. Town Planner Maurer obtained copy of the Towns proposed drainage for Walnut Street from the Town Manager. Planner Wellington noted that there was a 2z a foot culvert running up Walnut Street and a.2 foot culvert running accross Walnut Street. Town Planner Maurer informed the Board that he had the first reading from the flowmeter and questioned how he could convert it to volumn of water. ,(Clerks GrantJoft the room and did not participate in any discussion.) Planner Wellington stated that if it is flowing 5 feet per second and the opening of the cuivers_is 20 square feet then you have 100 cubic feet of water per second running through there. Planner Latham stated that the flow would remain constant as far as speed. Town Planner Maurer informed the Board that the flowmeter was not vandal proof r and the 'letter from Cabot, Cabot and Forbes pointed out that it was installed and Town Planner ,Maurer felt that Cabot, Cabot and Forbes might now feel that the Town is responsible for it. Chairman Mendes pointed out that the Town is not responsible for it until it is accepted by. Town -Meeting vote. Town Planner Maurer stated that he felt the Planning Board should write a letter to Mr. Dalton stating this fact so they are aware it is still their responsibility. -5 - Minutes February 27, 1973 Chaieman;Mendes pointed out that the Selectmen could possibly accept the flow- meter as a minor gift and Town Planner Maurer to check this out with Town Counsel. Planner Latham also noted that before it is accepted that a stop should be put on the float. Motion To check with Town Counsel as to the legality of accpeting the flowmeter and inform Cabot, Cabot and Forbes by letter that they have referred the question of acceptance procedure to the Town Counsel, but the Board feels it should not be accepted until the housing unit has been built around it, and to request full care and custody of the flowmeter upon its acceptance. (MacFarlane-LatMamrall i:r-.favor) VOTED. 12. Town Planner Maurer informed the Boardthat Mr. Edward Stivelletta was concerned with the fact that Bonney Lane was completed through station 7 plus ;0 and that the Board has released the Bond in full about 9 months ago yet the Town has not plowed or maintained the street at all, and he would also like to know when the street was going to be accepted. Chairman Mendes stated that he did not feel the road should be accepted until is was completed in its entirety or they would end up with a 700 foot dead end road and that the maintainence of the street was up to the Board of Selectmen. it was noted that no policy had been formally adopted to discourage the acceptance ofpartially completed roads. Chairman Mendes stated that he felt they should make the contractor bond so that the Town will be certain that the road will be completed as it is orig.iOally designed and not to let them bond just 700 feet and then not continu#4 as the Town will end up with too many ;long dead end roads. 13. Town Planner Maurer informed the Board of House Bill 2486, The Act Providing for the Voluntary Registration of Pvofessional Planners. Town Planner Maurer informed the Board that it was submitted by 'the Mass. Society of State Engineers and that he was of the ;opinion that it should be defeated, as he was not certain that registration was necessary to protect the public welfare. Planner MacFarlane felt that nothing could be as high a priority as sewer and then they should consider drainage and water.' Chairman Mendes stated that once you picked an area for sewer it was cheaper to do all three projects while the roads were dug up. 5. 16. Clerk Grant stated that he felt, after the turn out at the Special Town Meeting on Monday, February 26, 1973, that the Board did not work hard enough to sell the zoning.
