9^ Board met with Mr. Conroy, who is about to purchase the lot at the intersection
of the proposed Camelot -at -Mansfield Subdivision and Mr. Conroy noted that the
radius of the road will come across the driveway and the roadway */ l.l8an6,aboVt
one foot on the other side of the driveway. Mr. Conroy stated that he would like
to see the road moved to clear the driveway, which would be about ll ft° and then
he would like an extra 5 feet to have the road further away from his home.
Chairman ZaffYn[ questioned if Mr. Conroy had discussed this with the present
owner' Mr. Morrison, and with the developer, 8r^ Antosca. Mr~ Conroy noted that
he had discussed this with both of them and they advised him that they would
check into the possibility of moving the road if it would not require a new
Public Hearing. Mr. Conroy noted that he would be willing to enter unto King
Arthur Way but would prefer to keep his entrance on Williams Street~ Clerk
Grant noted that the Town Counsel has advised that the moving of the roadway
would not require a now public hearing. Mr. Conroy questioned if the roadway
could be approved as shown across his driveway. it was noted that Mr. Anto*ca
owns the right-of-way and that the plan could be approved. Board advised Mr.
Conroy to work negotiations with the developer.
lO. Board discussed the definitive subdivision plan for Camelot-at"Mansfio7d,
Planning Director Maurer noted that on December 13* 1974 the Board had
requested several items he submitted to them and one was to discover alternatives
to give the drainage n the roadway a better pitch. He noted the d$'MEn8[no*ring
had submitted proposals for drainage to create a higher pitch and that station
7 plus 25 would pitch toward Williams Stme«t into 1 leaching basins^ which would
have an overflow in the basins to drain under the sidewalks to the aatt6basins
at station 4 plus O and they moved the 7my point in the road hark about 100 feet
and changed the pitch of the pipe. In most instances the pitch of the pipe
was 002 or better and in some instances the size of the pipe has changed. The
water leaving the development would be 46 cubic feet per second, which is a
decrease from the original proposal. It was noted that the retention area shows
the note for the Sca% on the 42 inch pipe and the /> foot paved butter with
an asphalt berm along the side of it.
It was noted that the Board of Health had started taking the percolation tests
on December 26, 1974 and they just dug observation holes on about |O lots.
They did riot take the actual percolation tests an Mr. Gaynor wanted to just
locate the ground water. Chairman Zofflni questioned if the Planbing Board
had the right to accept a retention area in a residential subdivision. Planning
Director Maurer noted that this is a part of the overall drainage and is a
required Improvement within the development.
Motion: To request a,'/egal opinion from Town Counsel on the legality of
accepting a retention area in a residential subdivision.
(Grant -Dunn, all in favor) VOTED
It was noted that the time limit for the Planning Board's consideration of the
plan is January 9x 1975 and that the next Board nmoty"8 is January 8^ 1975.
Planning Director Maurer noted that the delay in the percolation tests were
on the part of the Board of Health. Planning 0/rector Maurer suggested that
a restriction be put on the plan that this subdivision pick up no additional
water than is proposed at this time and define the arca that the water can come
Mot Ion: To place a restriction on the amount of water that can be tied into
the drainage for this subdivision and have the restriction added to
the plan,

Planning Director Maurer noted that the covenant still needs to be submitted,
cross referencing of plan for easement crossing the property of Smith, Board
of Health requirements, and rip rap on outlet of 13 inch drain pipe.
11. Boardmet with Mrs. Margot Jellinek to discuss the Inspections of Planning Board
Subdivisions. Mrs. Jellinek noted that considering the turnover of Planning
Board members every year, as some of the members resign, or are not reappointed,
it seems to be necessary to enforce strictly the Mansfield Subdivision Regulations.
"Inspection form P is supposed to be filled out with the Form D inspection
requirements, showing date of inspections, remarks, approval and signature of
inspecting officer. Our Planning Director, as you know, makes his reports only
verbally and if fire, water, light, gash inspector ever fill this form P out
I don't know? Do they? It was noted that they do not.
Minutes of the Board meetings can not reflect blow by blow actions. A new
member coining to the Board would find copies of form P in the Pile. Also reports
by Mr. Maurer of out of town meetings such as flood plain study (andersone
Nichols) ready by June of 1975 should be made in writing. A spoken word gets
lost after a white, especially when the Board members have to attend to their
jobs during the day to earn their living.
Mr. Maurer is supposed to give the Planning Board a 40 hour week. He should do
everything to keep the Board members well informed in all faces concerning
Planning Board matters. 1, as a taxpayer ask. the Board to strictly enforce all
Mansfield Subdivision Regulations for the good of all coneer"ned with the welfare
of the Town.'
12. Board reviewed the letter from Owens-Illinois regarding the fencing of the Mansfield
Plantand the responsibility of the maintenance of the drainage area. Board noted
that they show the nxnintence of their responsibility from fence to fence and do
not include the trash racks. Planner Wellington felt that a letter should be
sent to Owens-Illiniois stated that they be responsible for the trash racks on
the north side of the fence or fence it as originally proposed by the Board.
Chairman Zaffini felt that the Planning Director should take the letter to the
Owens-Illinois site and show them that the Board wants them to maintain the
trash racks.
13. Board reviewed the notice of Public Hearing for the Board of Appeals on the
apillication of Owens-Illinois Por a modification on restriction 414 from 500 feet
to 450 feet from the Housing for the Elderly property line, it was noised that
the housing for the elderly would like to wait until the plant is built before
the construction of this section begins to determine how much noise the plant
will cause. To be discussed at a later meeting.
14. Chairman Zaffini noted that he received an invironmental impact statement on
Route 140 and Route 495 and that comments should be returned to the State by
February 113th, 1975. Chairman Zaffini felt that the Board members should read
the book before it is lent out to anyone.

15. Board reviewed the memorandum from the Planning Director to the planning Board
regarding Village Estates subdivision section 2 and 3, Planning Director Maurer
noted that Eagan and Turnines was not in favor of granting an
easement for the looping of the water main as it would depreciate the value of
their land. Clerk Grant suggested the possibility of having Christian and
Schromm put a cul-de-sac in to join the two subdivisions in the future,
Motion: To send a letter to the Board of Selectmen advising them of the
situation and sere ss the importance of looping the water system
either by an easement through the property of Eagan and Turninese
or Kimmei] and obtain a letter of intent from Christian and Schroimn
for an easement on their property. Also, send a copy of a plan
showing the relation of the two subdivisions
(Wellington -Grant, all in favor) VOTED
Planning director Mo urer noted that another major item to be considered was
the location of the wetland in regards to lots 31 through 34 and lot 55. It
was the consensus of the Boafd to walk this property on Saturday, January 4,
1375 and to meet at the diner at 7:30 or at the site at 8:00 a.m.
16. Board reviewed the site pian application Brian McLaughlin and Francis Stevenson
for land on Copeland Drive. :.Planning Director Maurer read the letter which
was sent to the Building Inspector on December 9th noting additional requirements
of the Planning Board. It was noted that the drainage is still not accurately
shown and the description of the paving up to the rubbish disposal is not
clear, screening of the rubbish disposal facilities is not shown, and permission
from the state for the curb cuts has not been received.
17. Board discussed the letter from Elmwood Park Realty Trust requesting a release
of the performance bond for Bonney Lane. It was noted that the Town is holding
$10;726.54 in an existing account and that the work has been completed with the
exception of the loam and seeding of approximately 400 feet of roadway on the
northerly side of the road from the driveway back to the corner. it was noted
that the value of this work is only approximately $500.
Motion: to release all but $2,500 of the $10,726.54 being held for work to be
completed on Bonney Lane.
(Wellington -Grant, all in favor) VOTED
18, Planner Parsons noted that he was not at the December 18th meeting as he was
attending a SRPEDD meeting and that SRPEDD will be moving to Marion, Mass, on
a vote of 18 to 11, The next month SRPEDD will be held in Mansfield on
January 23, 1975.
19. Planner Wellington noted that at previous meetings they had decided to meet at
7:00 P.M. when a Public Hearing is scheduled and noted that lately the meetings
have been seheduled for 7:30 p.m. Planner Parsons felt that the letters that
the Board votes to send need not be read aloud at the meeting and they can just
be passed around and this will save time at the meetings.
20. Planner Wellington felt that an extra copy of the agenda should be made for
Mrs. Jellinek so that she does not have to disturb the Planning Board members
for this.

Minutes
December 30, 1974
21. Planner Wellington noted that several questions had been asked and that the
Planning Director did riot have the material completely ready such as the question
on the bond releases and the amount of work to be completed on Bonney Lane and
felt that these answers should be prepared before the meeting.
22. Chairman Zaffini questioned if the Board would like to do anything with the
earth removal provision for pond restoration as proposed by the citizens or
if they felt the citizens should submit a provision. Planning Director Maurer
" felt that it was unnecessary to have a provision for this as the Building
inspector has been able to control this with provisions from the Earth Removal
provision of the By-law. it was noted that if the Building Inspector should
be replaced that the next Building Inspector might not handle it as well and
it should be in writing. It was noted that the Board had already decided which
articles would be put before the Town Meeting for 1975 and it was the consensus
of the Board to stay just with the amendments proposed by them already.
23. Clerk Grant questioned if apartments were going to be built on Branch Street.
Planning Director Maurer noted that the proposal is for'8 single family homes.
24. Planner Wellington questioned who was on the list of prospective Planning Board
members. it was noted that the list had not changed since last reviewed.
25. Planner Latham questioned the meeting of January 15, 1975 for the Regional Sewer
Study in relation to the Planning Board Meeting. Itwas noted that the Planning
Board would be meeting on January 13, 1975 for the preliminary hearing on the
zoning and that the January 15th meeting would be for the Regional Sewer Study.
26. Planner Latham noted that regarding Mrs. Jellineks letter that the minutes are
only required to show the motions and votes taken and not a blow by blow
detail of the meeting.
27. Meeting adjourned at 11:50 P.M.
