for the Capital Improvement Program.

5. Planning Director Maurer noted that the Definitive Plans forthe extension of
Village Estates Section II had been received with the required fee. It was
noted that they planned to deed lot 61 to the Town. Public Hearing to be
advertised for Monday, December 30, 1974.
6, public Hearing was held on the definitive subdivision of Camelot -at -Mansfield
at 8:00 P.M. Transcript of that hearing is on file. (Planner Wellington left
during this discussion.
7. Board met with Mr. Lou Guerriere of Guerriere & Halnon, Inc., Engineers for
Mansfield Industrial Park Realty Trust. Mr. Guerriere noted that since the
subdivision had been approved for Corners Road that the carlson Corp. is ready
to consider the building of the Spec Warehouse and that upon the designing of
the warehouse with truck docks in the front that the elevation is too low to
install the drainage as proposed and they would like to take it down on their
own property and into a point on Francis Avenue. All the drainage would be on-
site drainage. Nothing will go on the street. Mr. Guerriere noted that the
pipe invert at the turn around was too high. He noted that they will have a
closed system down Corners Avenue and they will maintain it on their own property.
Chairman Zaffini noted that the definitive plans had been approved withoutthe
drainage ditch. Mr. Guerriere noted that the drainage ditch would be on theLr
own site. Planner Latham noted that about 5 years ago the Board had requested
a drainage design for the entire park to avoid having the plans changed often.
Mr. Guerriere noted that it would be hard to design the drainage when you don't
know what is going on a particular lot. He noted that develop the site to meet
the drainage approved they would have to fill 3 to 4 feet and this is not
feasible, and that the proposal is for drainage just on their own property and
if it required a covenant it would be acceptable.
Planning Director Maurer questioned how the siteplan for the rrailroad relates 6
to the plan that has been approved. Mr. Guerriere noted that there had been no
change in the railroad. Planning Director Maurer questioned if the hole area
was piped what size pipe they would need. Mr. Guerriere noted that it would take
from an 18 inch to a 24 inch pipe and then there might be a problem because tt is
too high. Chairman Zaffini noted that the Board had approved the subdivision without'
this drainage on site and it could possibily require a new public hearing.
Mr. Guerriere noted that they are not affecting the street profile and street
drainage as they are only changing the drainage on their own site. Board to
take the plan under advisement,

8. Board reviewed the siteplan for Robert K. Galloway for land on Copeland Drive.
it was noted that the drainage just runs on to abutting property as no provision
has been made, needs water service, dumpster not shown, and they need approval
forcurb cuts from the state.
Motion: To recommend to the Building Inspector that a building permit not
be granted until the drainage has been provided for, the water service
is shown on the plan, the dumpster is shown on the plan, and the
approval is granted from the Btatefor`<the curb cuts.
(Latham -Parsons, all in favor) VOTED
9. Board reviewed the application from the Board of Appeals for Leon Grant.
for a variance to establish a business assembling and repairing electronic
equipment on Creedon Lane. It wwas noted that there are 2 apartments on
the second floor and that the first floor is occupied by RIM Engineering and
this business would be conducted in the basement. It was the consensus of the
Board to discuss this further at a future meeting.
10. Board discussed the letter from Owens-Illinois regarding the fencing of the
mansfield plant, which was received on November 19, 1974.
Motion: To send a letter to Owens-Illinois stating that it shall be understood
that Owens-Illinois will be responsible for the maintenance of the
ditch within their property, as well as the trash racks, and that the
agreement to this is to be indicated by the endorsement of this letter
and that if they do not go along with this they are go follow the terms
of the original recommendation of the Planning Board.
