Planning Board met with James Antosca and Ralph Maloon regardingthe definitive subdivision plan for Camelot at Mansfield for land off of Williams and Tremont. Street. EngineeriMaloonnpresented a plan to the Board which showed the drainage from the site through to the Hodges Brook at School Street. He also presented a plan which showed the general characteristics of the land area, which included the different drainage areas in the general vacinity of the subdivision. This showed that the general drainage pattern was towards William Street and that under the proposal a major portion of the development would drain away from Williams street back through toward Hodges Brook at School Street. Board reviewed with the developer and engineer Maloon the Planning Board letters. The following Comments were noted: a) That the plan as requested by the Planning Board regarding off-site drainage was submitted b) The stations on the easement were shown c) The entire drainage retention area is now located on lot 16 d) A note was added to the plan with respect to the Planning Board not releasing lot 16 until it is satisfied with the drainage conditions. -3 - Minutes November 20, 1974 e) Curve data was added were appropriate and a correction was made with respect to catchbasin elevation f) Notes were added with respect to the Water line chlorination and thrust blocks and gate valves. g) Notes were also added with respect to the fire alarm pedestals and the note on fire alarm wire. h) Developer still has to submit to the Planning Board the required covenant which would be cross-referecended on the pU n that would be recorded. i) The easement granted across the property of Smith will have to be submitted to the Planning Board and properly cross-referenced on the plan that will be , recorded. j) The developer has not yet complied with the requirements of the Board of Health. The developer noted that he intends to comply with their requirements and will begin test holes as soon as the perc season opens. Engineer Maloon took the linens to make additional comments as requested by the Board. 6. Planning Board met with Engineer Ralph Maloon regarding the plan for the Green Acres Subdivision, Engineer Maloon noted that the present plan is to utilize the existing valley as a retention area with the possibility of constructing an earth clam as required. No excavation would be necessary under ;this proposal as the surrounding lands slopes down towards an existing wet area. The concept of the drainage for the project will be that no more water will flow towards Maple Street at a peak time than presently flows in that direction. 'Planning Director Maurer noted that he had talked with Attorney Bernard Martin and Attorney Martin stated that he would .like the Planning Board to approve the general concept of the Plan in order that the engineer could proceed with the preparation of preliminary plans. The Planning ,Board took the matter of this plan under advisement. 7. Planning Board met with Mrs. Margot Jellinek regarding the definitive subdivision plan for Mansfield Industrial Park Realty Trust. Mrs. Jellinek noted that it was her understanding that a lot had been purchased within the subdivision for Pepsi Cola. She presented a plan to the Board and was advised that the lot was located on the westerly side of Oakland Street and is not in the approved definitive subdivision. 8. Planning Board reviewed the preliminary plan for Gene Ceccarelli for land off of Park Street. The Standard comments for the Electric Department will have to be added to the definitive plan. The Water Department will require that the Water line be looped through from Park Street to East Street. It was noted that no water line was shown on the preliminary,' plan. The Planning Board suggested that the hydrant be located at the intersection of Park Street and the proposed right - of way layout. The D.P.W. director had suggested that additional catchbasins be installed at the intersection of Park Street and the proposed right-of-way.However, it was noted that this was the high point in the road and that the request from the D.P.W. Director related to a drainage problem in park Street. It was noted that if this is the case then the Town should be responsibile for paying for the differen in the cost of pipe that goes out to mark Street. Additional catchbasins within the development will be required, one opposite the catchbasin at station 2 plus 0 and another one located at the cud -de -sac. The Fire Chief will require that a -4 - Minutes November 20, 1974 fire alarm pedestal be located at lot ¢#5. The Board discussed the right-of-way layout with respect to the fact that the existing lot of Ceccarelli is within the right-of-way and that a section of the right-of-way is only 40 feet in width. Board suggested that the definitive layout of the existing park Street right-of- way and the proposed street be shown with respect to the sidewalks and curbs will line up with existing street. The consensus of the Board was to ask the applicant to submit more definitive information with respect to the comments received. 7. Board discussed the plan for Green Acres Subdivision. It was the consensus of the Board that the concept as proposed was more acceptable than the prior drainage concept. It was noted that the number of lots reduced in this proposal than in the previous proposal by approximately 15 to 20 lots. The Board reviewed this subdivision with respect to the soil association map and it was noted that a portion of the development contained soil association 2, which had certain limitations put on it by the Town Meeting through the Zoning Amendment. It was suggested that when a preliminary plan is prepared it reflect the soil association 2 in relationship to proposed street as well as proposed lots, and that the preliminary plan, when submitted, would show the areas of soil association 2 and that the proposed lots would conform with the requirements of the zoning by-law. Motion: To send a letter to the applicant advising him that the general concept of the drainage as proposed was acceptable to the Board however, when the preliminary plan is submitted it reflect the soil association 2 as outlined in the Zoning By-law. (Grant -Wellington, all in favor) VOTED f. 8. Board reviewed the request from Ryan, Elliott and Company with respect to the t clarification on the covenant for the Conners Avenue subdivision. Motion: To endorse the amendment to the covenant as proposed by Ryan, Elliott and Company. (Grant -Latham, all in favor) VOTED 9. Board reviewed the request for the Mansfield Housing Authority for the release of their lots within the subdivision.approved by the Planning Board. Board also reviewed the letter from the Town Counsel advising them that the procedure as proposed by the Housing Authority was proper. It was noted that the contract forthe Housing Authority from the Cumberland Construction covers the work for the required improvements within the subdivision and that, the bond that was posted by the contractor also covers this work. It was further noted that the only lot that will be released from the terms and conditions of the covenant is the lot that is owned by the Mansfield Housing Authority. Motion: To release the lot for the Mansfield Housing Authority. (Grant -Wellington, all in favor) VOTED 10. Board discussed the letter from Owens-Illinois regarding the fencing. It was noted that the alternative as proposed by Owens-Illinois was not one of the three alternatives originally suggested by the planning Board. Chairman Zaffini suggested that the Planning Board had scheduled a walk for the Camelot Subdivision and felt that when they walked this subdivision they should also set aside time to go and review the Owens-Illinois fencing. it was the consensus of the Board to meet on Saturday morning at 7:00 at the diner to review the Camelot subdivision and proceed from the Camelot subdivision to Owens-Illinois to review the fencing. Chairman Zaffini also noted that the Town Manager had suggested that the planning Board work on down town planning. 15. Clerk Grant prepared a proposal for the Capital improvement Program for aerial photographs for assessing purposes.
