Since the Housing Authority does not have finances available to them they have requested that the performance bond posted by the contractor be used for the purpose of the Planning Board for guaranteed construction of the roadway. He advised that he talked to the Town Counsel and Town Counsel stated this would be acceptable, however, a letter from the bonding company should be sent to the Planning Board that they acknowledge this responsibility. it was the consensus of the Planning Board to write a letter to Town Counsel on this matter. 4. Motion: To accept the Minutes of October 30, 1974, as presented. (Latham -Dunn, all in favor) VOTED 5. Board discussed the Camelot at Mansfield subdivision. The Planning Director noted that they had dug the test holes in the four corners of the poposed retention area on November 5, 1974. He noted that the purpose that the Planning Board had recommended the test holes was to determine the developability of the retention area and if problems would be encountered. He also noted that 1t was his opinion that it would probably be difficult to develop the retention area since the pertinence of material throughout the retention area was clay. On the first test hole, which was dug in the Northwest corner of the retention area was 0-18 inches of peat and roots, 18-60ihches of clay, 60-102 inches of sandy gravel mixed with clay, and the water level was 7 feet. The water was spilling over the peat at several areas along the sides. Test hole #2 was dug in the Northeast corner of the retention area. 0-12 inches was peat and roots, 12-48 ii,n0p.5 was glay,'48-104 inches was shadd and clay and the water level was located at 8 feet. The water was spilling over the peat in several areas along the sides. Test hole #3 was dug in the Southeast corner of the retention area. 0-3 feet was stripped, 1-3 feet gravel filled, 3-10 feet pockets of sand mixed with clay, and water level was located at 816". Water was.:spilling from the top. Test hole #4 was dugin the Southwest corner of the retnetion area. 0-3 feet filled, 3-6 feet clay, 6-7 feet gravel and clay mixture, water level at 6.5 feet. The Planning Director noted that the ditch as described in the letter from Mr. Sherman was not constructed as a ditch, it was constructed by the developer for the purpose of gaining access to the test holes would be dug. He noted that he had not seen it when it was excavated, however, was advised by the contractor that there were water pockets of 3 to 4 feet. The water spilling in from the area under the peat. The contractor had constructed the roadway because of the difficulty in obtaining access to the retention area. This was constructed on the drainage easement as shown on the definitive subdivision plan. -3 - Minutes November 6, 1974 6. It was noted that comments have not been received from the various department heads on the definitive subdivision plan for Foxfield Estates for land off John Street, and that the public hearing is scheduled for 8:00 P.M. on November 13th. 7. it was noted that comments have not been received from the various department heads on the preliminary subdivision plan for Gene J. Ceccarelli for land off Park Street. 8. Board reviewed the Form A Plan for Arthur Morrison for land on Willow Street. it was noted that the correction recommended by the Planning Board regarding side yard setback had been made. Motion: To sign the Form A Plan for Arthur Morrison for land on Willow Street, with the stamp noting that approval of this Elan does not imply approval of any future roadway for any future subdivision. (Latham -Dunn, all in favor) VOTED 9. Board signed the Form A Plan for White and Brunn for land on Tremont Street, as voted in item #14 of the Minutes of October 30, 1974. 10. Board reviewed the Site Plan Approval application for Mansfield Industrial Park Realty Trust for a building to be constructed on Conners Avenue. Planning Director Maurer noted that a note should be added to the recommendation to the Building Inspector regarding the trees and fencing along the back property line, as well as a requirement to the Building Inspector for the installation of oil and grease traps in the catchbasins. It was noted that the drainage plan of this building does not correspond with the :drainage plan of the approved subdivision plan, $s the applicant proposes to run a drainage ditch paralell to Conners Avenue and the ;subdivision ;plan approved by the Planning Board shows it under Conners Avenue. Motion: To write a letter to the Building Inspector advising him that the site plan for Mansfield Industrial Park Realty i'ru:,f "...Xrust does not conform to the approved definitive subdivision plan because the drainage from the site is handled in a different manner and also to::advise the Building Inspector that the notes should be added to the building permit for the trees and fencing and the grease traps in the catchbasins. (Dunn -Latham, all in favor) VOTED H. Board reviewed the site plan for the Jehovah Witness for land on the corner of West Street and School Street, it was noted that this is in an residence A Zone and a formal recommendation by the Planning Board is not required. It was also noted that the pian show the drain pipe tying into the town pipe on West Street and it was suggested that the applicant review the plan with the D.P.W. Director and he receives his approval prior to the issuance of a building permit. 12. Board reviewed the letter from Ryan and Elliott regarding the endorsement of the covenant..for Conners Avenue definitive subdivision plan. It was noted that the land court would not record the covenant unless the Board acknowledges that these, in fact, were the restrictions that the Board placed on the Plan. 4 Minutes November 6, 1974 Motion: To have this document for the Mansfield industrial Park Realty Trust covenant reviewed by Town Counsel (Dunn -Latham, all in favor) VOTED 13. Planner Dunn noted that the letter that the Town Manager wrote to Whitman and Howard regarding water main extension and connections was not what was the primary concern of the Capital Improvement Committee. The connection of West Mansfield through to South Main Street across the Great Woods was a low priority item and the way it was worded in the Town Manager's letter was that this was a top priority item. 14. Board discussed the letter from the Board of Health regarding the Camelot at Mansfield subdivision. It was the consensus of the Board to write a letter to the Board of Health advising them of the fact that the Planning Board had recommended the developer dig test holes in the area of the proposed retention area and that this was a way of the developer gaining access to the rear of the property. 15. The Board decided to put off discuss mf the Capital Improvement Program until the full Board was present. It was noted that the Capital Improvement Committee would be making their final recommendations at their meeting on November 14, '1974 and that the Planning Board recommendations should be made before this date. It was the consensus of the Board to discuss the program at a next meeting and that will be the only item of discussion, with the exception of the Public Hearing for Foxfield Estates. 16. Chairman Zaffini discussed a meeting with the Town Manager and the Planhlhg Director ,regarding the budget. The Town Manager noted regarding the typewriter there is money left in an existing account for equipment replacement relative to the Town Hall fire. This money could be used for the purphase of a new typewriter. The Town Manager also suggested that the Planning Board get involved in a study for the improvement of the downtown area. The Town Manager had added to the Planning Board budget an amount of $200 for the development of a coordinated mapping program, which would put all Town wide maps at one scale and make them easier to cross reference. 17.
