Clerk Grant advised them of the Planning Board's action of having the Massachusetts Federation of Planning Boards seek joint support. 9) Board discussed the Planning Board/Planning Directors budget for 1975-76• Planning Director Maurer informed the Board that IBM does not sell used equipment that it would have to be purchased through a local dealer. However, once a used IBM unit is purchased that IBM will issue a service contract for it. Planning Director Maurer noted that prices cannot be gotten until they are ready to buy a particular unit, and he has noted this I the Planning Board's budget request. Planner Parsons suggested the possibility of looking into Adler Typewriters, which is a division of Royal. Planner Latham questioned why thesalary accounts were not on the Planning Board Budget Request Form. It was noted on the account report that the Planning Director's and secretaries salaries are still listed under the Planning Board accounts, even ;though the Planning Director's -salary is determined by the Town Manager. Planner Latham felt that the Planning Director's :salary should come under the Town Managers accounts as he is under the hire and direction of the Town Manager and not the Planning Board. Planner Parsons felt that the account should remain as it is as all the figures are then in front of the Planning Board. Planner Latham noted that the Planning Director is working for T. Bonome, W. Cahoon, Dr. Collins, and the Town Manager. Planning Director Maurer noted that this is the way it is explained under the new Town Charter, however his primary function is to the Planning Board and he has made his primary responsibility the Planning Board since he started working for the Town. Motion: To approve the Planning Board/Planning Director Budget Request Form in the amount of $1,985.00. (Grant -Latham, all in favor) VOTED 10) Board discussed the memorandum presented by the Planning Director at the previous meeting regarding the Green Acres Subdivision. Planning Director Maurer reminded the Board that the Plan was turned down and then the attorney appeared several months later and questioned why it was turned down. Planning Director Maurer noted that he had talked with the engineer and theyhave decided to do more engineering. Planning Director Maurer recommended not writing a letter to the attorney, Bernard Martin, to give an amended decision as, if they were dissatisfied with the Planning Boards decision that they could have appealed it. It was noted that the Town Clerk got a notice of the Planning Boards decision and that the developer wasnotifi(ed by certified mail withinthe time 'period. It was noted that the memorandum listed 3 or 4 specific areas where the plan did not comply. Planning Director Maurer noted that as a courtesy to the developer the Board could send a letter and list the items of non-compliance. Chairman Zafflhi felt that the Town Counsel should be enlightened of the situation. Planner MacFarlane felt that it should be tabled until a further request is made by the developer. It was the consensus of the Board to table the matter, however obtain an opinion from Town Counsel in case another request is made by the developer. -3 - Minutes October 2, 1974 11) Board reviewed the; request for reduction in bonds # 06SBO27658 BCA and 06SB13139 for Cabot, Cabot and ForbesCompany. (Clerk Grant 'left the room and did not participate in any discussion.) Board reviewed` the memorandum handed out by the Planning Director, which noted that for bond #06 SB 027568 BCA with a balance of $118,414.00 for Middlesex Road has $22,984 for work to be completed on Middlesex Road and $82,665 for work to be completed on Norfok Stret'+which means that $35,749 can be released. Board :noted that for bond #06 SB 13139 was based on 1972 prices for work on Hampden 'Road <and `Norfolk -Street. It was noted that based on current prices there is still $230,340.70 worth of work which remains to be completed of the $235,500.00 bond being field. It`was 'noted that they >were 'requesting a reduction in the amount 'of'$100,000 and that only $5,159.30 could be released. Motion: To release $35,749 for Cabot, Cabot and Forbes Co. for bond No. o6 SB 027658 BCA. (Macfarlane -Parsons, all in 'favor) VOTED' Motion: To amend the previous motion to 'include that they be informed that the work which remains to be completed does not include the I" final pavement: - (Zaffini-Parsons,`all in 'favor) VOTED ;;Motion: To release $5,159:=30- for Cabot, Cabot and Forbes Co. for bond No. 06 SB 13139. (MacFarlane, Latham, all in favor!) VOTED It was noted by the Board that they should also receive an itemized listing of'work 'which remains to be completed with the current prices to show how this figure was arrived at. 12) Board discussed the Board of Appeals application of Cleveland Twist Drill to erect a :free standing sigh on Town Owned property. Clerk Grant felt that the Board should advise them of their recommendation that was prepared for the'Special -Town Meeting on this matter. Planning Director Maurer noted that the Zoning By-law had eliminated off-site directional signs on the opinion of Town Counsel and that it should not be granted until' such time as the zoning is changed to allow this use. Planning 'Director 'Maurer informed the Board that there is 'going to be a request 'at'a =later time for a=directional sign to show which road to take for Owens-Illinois,' Corrafab, Purina and so forth. Planner `MacFarlane "felt that allowing this sign for Cleveland Twist Drill could be a'' safety Hazard. =Planner Latham noted that Cleveland Twist Drill has enough 'wall space to do their advertising. Planning Director Maurer 'noted 'that even if the '+Board 'of Appeals grants this variance that they stili have to get a decision from the Outdoor Advertising Board. Motion: To write the Board of Appeals and inform them that they are not in favor of the granting of the variance for `Cleveland ^Twist `Drill for the reasons mentioned -above. (Grant -Parsons, all in favor) VOTED - 6 - Minutes October 2, 1974 so that this would not happenin other subdivisions. Planning Director Maurer noted that 7urinese and Eagan has an agreement with the persons who buy the lot that the individuals are responsible for any damage which they make in the roadways. Planner MacFarlane felt that something should be done about getting a bond in some amount for this in case something happens to the drainage or anything else. Planning Director Maurer noted that Eastons regulations make them post securities for the whole project and that they will not accept bonds, only bank books, which seems to exceed the general laws. 27) Meeting adjourned at 9:20 P.M.
