4. Planning Director noted that Robert Chavaree was coming in later this evening
to talk about Riverside Park Subdivision off Benefit Street. He noted that the
spec for the fire alarm system had been added to the plan as requested and that
the easement between lots 26 and 27 had been eliminated from the plan. He
indicated that Mr. Chavaree wanted to talk about lot number 7, where the pool
from the Smith property infringes on his property. Clerk Grant read the letter
from RIM Engineering regarding the storm runoff.
5. Board met with Thous B. Williams, General Superintendent of the Brockton
Taunton Gas Company regarding the gas line installation on Francis Avenue.
Mr. Williams indicated that there had been a series of mistakes by his people
from the beginning. He noted that when the plan was drawn up by the developer
they had not seen what had been put on the plan. He indicated that one of
his people had negotiated with the pavement contractor to move off to the
left side of Francis Avenue and that the man had no authority to make that
arrangement. He also apologized for the words between the person involved and
the Planning Director. He noted, that they had 650 feet of gas line installed
on the same side as the electric "lines. He also noted that he was under the
impression that the telephone lines would be installed on the other side of
the street. He requested that the Board approve the gas line in the location
where it now existed as they have invested about $7,500 in the installation
and if they had to change the location, the cost would go up up about $20-
25,000. He <indicated that as far as he knew, the area was clear and that he
would like the Board's permission to stay where they are now. Planner Dunn
questioned the safety of having the gas lines so close to the electric lines.
Mr. Williams noted that in some parts of the country, the gas lines are laid
in the same trench as the electric lines. He indicated that as far as future
maintenance was concerned, they were in a better location. He noted that it
was not the Gas Company's intent to be different. Planning Director Maurer
noted that if the Board approved this location, the change would have to be
shown on the as -built plans. Planning Director asked if the Gas Company was
supposed to get permission from the Board of Selectmen and have a hearing
before going ahead with installations and Mr. Williams said not on private
property, only on Town owned property. Chairman Zaffini told Mr'. Williams
the Board would take this matter under advisement and get back to him.
6. Board discussed the request from the Brockton Taunton Gas Company to keep
the gas line in the location it was now in on Francis Avenue. Planning
Director Maurer noted that when the subdivision regulations were drafted,
the Gas Company was never consulted. He also noted that the gas lines at
Cabot, Cabot & Forbes were also off to the side. He noted that he checked
with the Electric Light Director and he felt that there was no problem with
the gas line where it was.
Motion: Obtain letters from the Electric Light Department and the Gas Company
stating that there is no problem with the gas line being installed
where it is before taking this matter under advisement.
(MacFarlane -Latham, all in favor) VOTED
7. Planning Director noted that on the sewer plans for Mansfield Trust Bill
Cahoon had gone over them and does not see any problem with them (Clerk Grant
left the room and did not participate in any discussion). He also noted that
Mike Murphy was going to be in later to answer any questions the Board might
have.

8. Board met with Karl Clemmey regarding a site plan approval for West Street.
Mr."Clemmey indicated that the leaching field has been approved by the Board —
of Health. Upon review of the plan, the board noted that the zone line should
be labelled; the water gates should be shown and the date of the 'Board of Health's
approval should be added to the plan; It was also noted that the engineer's
stamp should be on the plan." It was also noted that the Planning Board could"
not approve this plan until they receive notification from the Attorney General
relative to the rezoning of the land. Mr. 'Clemmey"'indicated he would have his
engineer make the necessary corrections.
9. Board met with Bob 'Chavaree `regarding the Riverside Park subdivision.
Mr. Chavaree 'indicated that the spring behind the Schultz property would not
be affected by his drainage and he suggested putting in a headwall. The
Board Indicated that they did not want to use the under drain system for the
sewer line for carrying storm water. Mr. Chavaree noted that the person
leasing the Smith house is aware of the situation with the pool.He also
indicated that the Smiths are in Arizona. ' He feels that the lot is buildable
as he has the proper` frontage and square feet. He"noted "`that he would like to
bargain with the Smiths in order to gain the easement across their property
for which he would give them the land on which the pool is located. It was
suggested that a note be added to the plan dividing lot 7 into'2 lots in
which case Mr. Chavaree could still negotiate with Mr. Smith. Mr. Chavaree
took the linens to return them to RIM Engineering."
10. Board met with Mike Murphy of Cabot,'Cabot "1r Forbes;' {(Clerk 'Grant `left the
room and did not participate in any discussion). "Mr. Murphy noted that the
sewer plans were for servicing U. S. Plywood, and 'Spec numbers 6 and 2. He
further noted that the state has granted CC b F permission to hook into the
ground system subject to the construction plans being signed by the Planning`
Board. He noted that he would like the Board to sign the plans so that he
could take them in to the state tomorrow. Chairman Zaffini noted that the
Board would vote on this later and get back to him.
Board discussed the sewer plan for Mansfield Trust.

a Variance to allow construction of a single family dwelling on a lot with

24, Clerk Grant suggested that perhaps the Board should have a receipt book so
that there is a signed record of when a person takes linens out for any reason.
25. Planning Director reviewed the bond estimate for Erick Road within the Elmwood
Park subdivision. He noted that the Board is presently holding an irrevocable
letter of credit in the amount of $41,161.12 which expires July 5, 1974. The
new bond estimate for the work that remains to be completed on Erick Road is
$40,065.46. Mr. Stivaletta was agreeable to having the Planning Board hold the
letter of credit in the same amount as they hold now with the understanding that
it is for the work which remains to be completed on the 1100 feet of road. The
letter of credit will be renewed for one year, it was noted that the new
bond estimate is for the entire length of Erick Road through station 15 plus 50
whereas: therlprdvibus'estimate was .through'station llplus'O and, Inc Iuded'the
drainage and, water wofk as well as'='the finished bituminous concrete, the loam

28. Planning Director noted some problems in a couple of subdivisions with the
shape of the lots where the angles are very poor. There is a group of
people coming in for a -variance in this regard.
29. Chairman Zaffini noted that last year the Town appropriated $90,000 sewer
infiltration, and that now a study was being done to spend $17 or 18,000.
