4. Planning Director noted that test holes had been dug on the Green Acres
site relative to the Board of Health and the Planning Board's request.
He also noted that they have not received the formal report from the
engineer on those tests yet, and that the Conservation Commission was
sending a letter to them relative to the lots that they want them to leave
open in the development. Planning Director suggested that the size of the
retention area be cut down and that improvements be made off of the site
for the drainage, and that perhaps a letter should be sent to Home Developers
asking that their engineer come up with an alternative for handling the
storm drainage system, other than what is proposed. He also noted that the
retention area as proposed would be divided up on 10 different lots.
Motion: To send a letter to Home Developers, Inc. noting that the Board is
opposed to the present drainage system because the retention area
is proposed on 10 different lots and that the system should be
designed to keep the water free flowing down to Whiteville Pond
south of the subdivision.

5. Planning Director reviewed the comments from the different department heads
relative to Riverside Park/Robert Chavaree. It was noted that the public
hearing was scheduled for 8:00 P.M. for this subdivision. Planning Director
also indicated that the Town should come up with a detailed specification
for a sewer lift station and suggested that perhpps Camp, Dresser & McKee
could be retained to come up with a set of standard specifications for:the
Town's use.
6. Public Hearing was held for Riverside Park/Robert Chavaree at 8:00 P.M.
A transcript of that hearing is on file.
7. Board met with Brad Griffith who presented a plan showing the final location
of the proposed railroad. He noted that there was a 120 30 minute curve on
the ,railroad. He noted that if this approach was satisfactory, the next time
he came in he would come in with Approval Not Required Plans for the 2 street
lots on Francis Avenue and a preliminary subdivision plan for the backland.
Chairman Zaff:ini asked about the drainage ditch and Mr. Griffith noted that
Ryan -Elliott had previously agreed to extend .the ditch when the future
development occurred further down Francis Avenue. The Board advised Mr. Griffith
that they felt that because the railroad was going in that area, that the
drainage ditch should be piped. Planning Director :noted that trains have been
blocking Francis Avenue while the engine turns around and Mr. Griffith noted
that they had an agreement with the railroad that this was not supposed to occur.
Planning Director suggested that Ryan -Elliott check the location of the street
drainage in relation to the railroad teacks. Mr. Griffith mentioned that they
have 2 buildings scheduled for construction, one a spec warehouse and the other
for light manufacturing. The Board advised that Ryan -Elliott check with the
Board of Selectmen for sewer connection.
8. Board met with James Antosca and Ralph Maloon regarding Camelot at Mansfield.
Planning Director reiterated:the,,Board's concern with the storm drainage from
the property as noted in the Board's letter of April 12, 1974. It was noted
that there was a detailed drainage report from C. C. & F. on file in the
Planning Board's office which Mr. Antosca or Mr. Maloon could review.

Mr. Antosca noted that they would study these reports and get back to the
Board with some sort of decision. He also noted that all they were mainly
interested in now was just clearing the trees and grubbing and not getting
involved with design and contours until they get ,to.a more definitive stage.
9. Board met with Leo Co4tanz6 and Ralph Maloon. Mr. Costanzo appeared before
the Board to protest the article in the newspaper that mentioned one of the
reasons his petition to rezone land on Pratt Street was turned down was
because it was wet land. Mr. Maloon noted that he had been out to the
property in question today and that it definitely was not wet land and actually
was about 10 feet higher than the property for the Housing for the Elderly.
Planner MacFarlane suggested that perhaps the Board should walk the
property. The Board agreed to walk the property Saturday morning.
10. Board signed the Form A plan for Mansfield.iTrust`f6nrland, 6h4orbes Boulevard
as'ndtedslast=week.
11. Planning Director noted that last Thursday he and 'Bill Cahoon went to
Providence, R. I. to a company that manufactures lift stations. He
circulated a brochure on that company's lift station, which would be
submerged in a pit. Chairman Zaffini noted that any pump in a pit is
very difficult to work on. Planning Director noted that perhaps the
Planning Board should meet with the Board .of Selectmen regarding sewer
connections and sewer lift stations and perhaps Camp, Dresser & McKee
should be consulted to come up with a standard lift station for the Town
to incorporate into the subdivision regulations.
12. PlannerMacFarlanesuggested that the ;Board walk the Chavaree:property in
conjunction with walking the Costanzo property. The Board agreed to walk
the two properties Saturday morning and to meet at 7:00 A.M.
13. Planner MacFarlane noted that 140 was being paved right now. Planning Director
noted that the state had met with Tom Bonome and advised him that they would go
ahead and pave the whole street this year and it would be the Town's responsibility
to repair the road when and if they put the water line in and that the state
could not wait for the paving because the contract was put out for the full
length of the roadway. The Water Department had had a survey done and that there
were at least 3 water leaks that had not surfaced yet.
14. Chairman Zaffini noted that the Hearing and Advertising account was overdrawn
by about $300. Planning Director noted that the Planning Board had requested
$1,000 for that account last year but the Finance Committee had recommended
only $400.
15. Planning Director noted that the letter had been sent to Casa Realty last week
as voted. Mr. Gonsalves presented a letter from Bella ConstructJon to the
Planning Director this afternoon dated April 16, 1974 to Casa Realty confirming
the price of $28,500, excluding the loam and seeding and the setting of the
bounds. Planning Director suggested that if the Board decided to reconsider
the bond estimate, that they hold $36,000 plus $4,000 contingency. After
discussion of prices on bituminous concrete, the Board decided to defer any
action on this until the Planning Director gets more definitive information
from different contractors on current prices.

17- Planning Director noted that Edward Stivaletta would like a letter from the
Planning Board stating the work that has been Ins flied to date in conformance
with the Planning Board's regulations on Erick Road within the Elmwood Park
subdivision. Planning Director noted that he had been out to the site and
all of the work completed to date was satisfactory.
Motion: To send the letter to Edward Stivaletta stating that the work
installed to date is in conformance with the Planning Board's
regulations on Erick Road within the Elmwood Park subdivision.
