Board signed the definitive subdivision plan for Canoe River Acres. 8. Board reviewed the definitive subdivision plan for Robert Rizzo for land on Otis Street. (Clerk Grant left the room and did not participate in any discussion) Planning Director noted that Mr. Rizzo had supplied the Board with partial answers to some of their questions. He alsonnoted that Mr. Rizzo had spoken with Mr. Trenouth and Mr. Johnson and that both of them had refused to give Mr. Rizzo any construction easements on their properties, therefore, Mr. Rizzo was proposing to put a retaining wall on either side of the road. The wall would set on the back side of the sidewalk which would leave a little over two feet buffer from the back of the sidewalk and the property line. Mr. Rizzo wanted to know if this retainer wall would be favorable to the Board. Motion: To table this until next week. (MacFarlane -Dunn, all in favor) VOTED 9. Planning Director noted that the public hearing for Mansfield Trust on Hampden Road was scheduled for next week at 8:00 P.M. (Clerk Grant left the room and did not participate in any discussion) Planning Director also noted that he hoped to have the responses from the different department heads before the hearing. 10. Planning Director commented on the progress on Penetryn, Witch Pond and Dustin Well. He noted that on Dustin Well the property has been appraised plus 4 other parcels that abut the property. They received the appraisals Monday of this week and they are in the process of reviewing it. He further noted that the 90 day pumping program was completed last fall. Whitman and Howrad evaluated the program and the results are compiled in a report. The Town Manager met with Whitman & Howard and the Department of Public Health and they reviewed the site. The Department of Public Health is going to review the report and then advise the Town if the well will be acceptable for public drinking water. The Town warrant has articles for the taking of the land. They hope to have some response from the state prior to Town Meeting. If the state says the water is not good, then the articles will be tabled. Planning Director noted that on the Witch Pond well the casing has been installed, the well has been constructed, they received the designs of the pump station and that they are in the process of preparing the specs to put the pump station out to bid. He further noted that the Town .has a tentative agreement with the Town of North Attleboro to permit Mansfield to run the water line in an easement out to Plain Street. This will have to be put in an agreement which will go before the North Attleboro Town Meeting. The Oakridge section of North Attleboro may be permitted to tie into Mansfield water if the water line runs through North Attleboro. Planning Director noted that last year the Town appropriated $90,000 for the sewer sealing program. Penetryn is in the process of conducting a study of the entire sewer system to determine the areas of leakage and the cost of this study is approximately $18,000. They have established weirs and flow guages in the various manholes to check the rate of flow. The dry weather portion of their -3 - Minutes February 27, 1974 survey has been completed and they are ready to begin the wet weather portion. The soil survey maps have been forwarded to them. They have noted that there is some crushed pipe in Chilson Avenue which will have to be replaced and this replacement is proposed to be done with the infiltration money. They also noted that there is a problem in Pratt Street. 11. Chairman Zaffini noted that he would like to see a report from the Building Inspector on the status of the gravel pits. 12. Planner Latham asked the Planning Director about the status of Route 25. Planning Director noted that it was noted in the meeting yesterday that Route 25 is now top priority in the state and that they hope to start construction on Route 25 and Route 140 in the spring of 1976. This portion;. of Route 25 will be renamed 495 because then it will be eligible for the 90% federal financing. Planning Director also advised the Board that the proposal that they are presently considering is the trumpet interchange at South Main Street and that it is his opinion that this design goes against the original intent of the residents of South Main Street when they petitioned the state to relocate the total clover leaf off South Main Street. He also noted that the design of the trumpet interchange was the direct result of the efforts of the environmentalists, but he felt that in the long run the Town would be sorry to see the partial inter- change located in South Main Street because the character of South Main Street area would change to develop more as a commercial area rather than residential. He also noted that the trumpet 'interchange does not permit a full turning movement on South Main Street and that the design is actually a giant rotary which includes Willow/Spring Streets and School Street. The overall design of this system generates more traffic on local streets than presently exists. Planning Director will put together a package for next week to discuss this matter in more detail. 13. Planner Dunn asked if anyone was interested in the Environmental Impact Statement. It was the consensus of the Board that they would like to see it. Planner Dunn stated that the Town Manager would get it to him. 14. Planning Director noted that he had a copy of the minutes regarding Scarpellini in relation to the question raised by Planner Wellington last week. The Board decided to hold this aside until next week. 15. Planning Director noted that some adjustments may have to be made in the Capital improvements Program and that a tentative meeting has been scheduled for next Thursday night. 16. It was the consensus of the Board to hold the public hearings for Coweset Farms Estates and Green Acres on March 20, 1974. 17. Meeting adjourned at 9:22 P.M. Clerk nrA
