Welcome & Call to Order
Motion to accept minutes from previous meeting
• Meeting called to order at 7:00.
• Minutes accepted from previous meeting and signed by Pat Colbert.
Treasurer's report - Mike
• The current budget is $13,860.57.
• We need to return $1,878.00 back to the Non-profit gift fund money for the permanent
barrels that we did not install. With this deduction we will have $11,982.57 in our account.
• We are starting to receive money from the fundraising letter that went out at the end of
January. To date, we have received $2,400. We have four new donors: Mansfield Children's
School, Hayden Optometrists, $500 from Selectman Steve Schoonveld, and $500 from Dunkin
Donuts.
Existing/ongoing Projects
Cleanup 2017 - Neil
• Neil created the fundraising letter. Nancy and Pat mailed them out at the end of January. We
included the new brochure with the fundraising letter.
• Neil has already done the Cable Access taping.
• Neil has set up the online registration.
• We will start to reach out to community groups, etc. at the beginning of March.
• Neil worked with Karen Reardon on the new banner design. Neil will send the design to all
committee members for approval. We received $350.00 from the Non-profit gift fund to
create the banner. We will probably spend more since we want it to be as large as possible
and contain multiple colors.
• Neil is going to use a Michigan based company to produce the T-shirts, which is charging
$4.00 per shirt. Neil is encouraging all Keep Massachusetts Beautiful affiliates to use this
company. He wants to brand the T-shirts for the state level. The front of the T-shirt will
represent the state wide cleanup. The back can be customized for each town's cleanup.
• Selectman Steve Schoonveld wrote a letter giving ideas on how to encourage more
participation in the cleanup. He suggested having the first hour of the cleanup be focused on
neighborhoods, followed by cleanup of the main areas. He also expressed concern about
weeds. Based on the litter index we have done over the years, the neighborhoods are in good
shape. It is the main roads, particularly wooded areas that are most litter prone. Our focus
for the cleanup has always been to target the worst areas. Pat suggested we encourage
participants to spend time before or after the cleanup to go through their neighborhoods.
We will be inviting him to our next meeting to further discuss these ideas.
• Mike will be sending out an email requesting help on performing the litter index sometime in
March.
• Nancy spent time cleaning up Maple Street near National Lumber. This area is notorious for
collecting a huge amount of litter. Nancy and Jeff also reported a huge amount of nip bottles
on Spring Street and Dean Street (approximately 100 - 150 nip bottles). Neil said this is a
problem across the state. This re -opened the discussion about creating public signs and
household postcard mailings (targeted to difficult litter neighborhoods like Maple Street,
Franklin Street, Spring Street, and Dean Street). Neil wants to make sure the design contains
a positive message. Jeff threw out some catchy phrases like "Not in my town" and "Nip it in
the bud". Neil, Jeff, and Mike are forming a sub -committee to design the signs and postcards.
• We want to make an impact with the 10th annual cleanup. We discussed accumulating all the
trash in one area, leaving it for a period of time, and having a picture taken. The location
would need to be highly visible, like the North Common, South Common, Mansfield High
School, etc. Neil is going to look into whether or not this is feasible. It would require trucks
to pick up all the trash throughout the town and then have it left in one designated spot
After aperiod of time, Waste Management would need to come and remove all the trash.
This would also require town approval.
Mansfield Green ideas - Neil
• Neil looked into prices for a PVC fence to block the Mansfield Green. He received two quotes.
One was for $10,000 and the other was $23,000 (Sharon Fencing). Neil was going to get a
couple more quotes. If we decide on the fence, we will try to have the town split the cost of
the fence, like they did with the embankment. We were also going to determine if the
Mansfield Green makes money, and if so, use this money on the cost of the fence. We could
also try to get Non-profit gift fund money. We will also try to incorporate the design of the
fence with the landscaping design for the new DPW, Police, and Fire station,
Flower barrels - Pat & Nancy
• Pat and Nancy would like to expand the program and plant pansies in April. The pansies
would last from April to mid-June. Pat needs to confirm with Patrick Lyons, but expecting
the cost to be $20.00 per barrel for a total cost of $1,600 (for 80 barrels). For this first,
experimental year, we would not increase the cost of the barrels. These bright, colorful
flowers would also be in place for the cleanup.
• Neil found some self -watering planters online. Erik also found some self -watering whiskey
barrels. Nancy and Pat are going to look into these planters for the island that Keep
Mansfield Beautiful maintains. If they work out, we will phase in these types of planters in
the future.
Adopt a Spot update - Martha
• Dianne Richards will be taking over the Mansfield Green spot from Sue Francis' Girl Scout
troop. The barrel that was painted by the previous troop was destroyed and recently
removed. The new troop will be painting a new barrel. They also want to dedicate the spot
to Cheryl Collins.
• Martha is continuing to work with Jordan/Jackson on the butterfly garden. She is waiting to
hear if the garden spot is approved by the school.
• Martha would like to expand Adopt -a -Spot to include all the Veteran Memorial sites. She is
going to reach out to Kevin McNatt of the Historical Society to see if she can obtain
information about each site. As each spot is adopted, Neil mentioned we could write an
article in the paper highlighting the program and the historical information. Neil mentioned
the DiPillo site in front of Looking Glass contains two dead trees should be removed.
• Martha will be sending out an email in March asking if people are interested in continuing to
adopt their spot.
Painted barrels - Pat
• The Adult Center is working on two new barrels.
• Andy at DPW has already primed 9 barrels and they are available to paint. We will not be
offering weekend painting at the DPW site since we need two consecutive weekends and
DPW is unable to provide this time. Interested people need to be able to paint the barrels at
their house. We are also requesting that people seal their barrel at the end instead of having
DPW do it. We are trying to make this as easy as possible for DPW. DPW said they will
deliver and pick up the barrels. Dianne Richards will take one for her Girl Scout troop to be
placed at the Mansfield Green. The other 8 will be assigned to the people who expressed
interest in painting a barrel at the MMAS event in September. Pat is going to send out an
email to them next week.
• Nancy and Pat conducted a survey of all the painted and non -painted barrels around town.
The summary is as follows: 15 painted barrels are in excellent/good shape and available to
be used, 3 painted barrels need to be removed due to rust, and 16 barrels are available to
prime and paint. Pat sent Tracey at the DPW the inventory and requested that 7 of the un-
painted barrels be primed immediately so they can be available in the first go -around of
painting. The other 9 un -painted barrels will be primed and ready for painting once they are
replaced by new painted barrels. The goal of the project is to have NO un -painted barrels by
the end of this year.
New Programs
Fulton Pond and Path - Nancy
• As part of the Downtown Strategy Committee, Nancy has pursued landscaping the path from
behind Mansfield Bank to Fultons Pond. Volunteers will cleanup the area, remove the
brush/weeds around the stone wall, and repair parts of the stone wall. DPW will then grate
and place stone on the path. Nancy is hoping to make this a memorial for Shane Farrel.
Mansfield Bank is also interested in helping out with this project.
Recycle Day, Savers, BOH - Nancy
• Savers approached Nancy on having a Recycling Day and offered 20 cents for each pound
collected. Neil mentioned that 6% of our waste is textiles. Ideally, we would like to offer
this recycling day in November to go along with Keep American Beautiful Recycling Day.
Since the Hazardous Waste Cleanup in Mansfield is an established, fine-tuned event, we
would like to expand the program to include recyclables. We are hoping that Dan will still
head up this project. We would like to see if they can move the Hazardous Waste Cleanup
day to sometime in November. Nancy is going to provide Dan with the necessary contacts
(Savers, Health Department, Xfinity Center, etc.).
What to do with our $12,000? Bolster on-going projects, new projects - All
9 Neil would like to see some of the money spent on a fence at Mansfield Green.
• Nancy and Pat would like to use some of the money to expand the Flower Barrel program to
include pansies and possibly self -watering planters.
• Pat would still like to see more murals in Mansfield, specifically at Copeland Drive and
County Street.
• Money will be needed for anti -littering signs and neighborhood cleanup postcards (with
stamps).
Ideas for maintaining website - Neil
• Neil reported this is no longer an issue.
SRPEED Initial findings of 140 study - Erik
• Erik reported on the SRPEED report for Route 140. They found that Route 140 has a high
incidence of accidents. The goal is to use the Complete Streets design, which incorporates
bike paths, pedestrian accessibility, landscaping with trees, down scaling size of Route 140,
and slower speed limits. Incorporating a bike path is easier to do in the Mansfield stretch
since it is wider; it is more difficult to do in Foxboro and Norton because those areas are
narrower. The final design date is targeted for mid -summer. MassDOT is funding this
phased -approach project. Erik will continue to be our representative for this project.
Mansfield Boosters Community Outreach Basketball Game - Neil
• Neil was approached about Keep Mansfield Beautiful participating in this event on
Wednesday, March 29th. For setting up a booth, our organization will receive $100.00.
Nancy, Martha, and Pat will set up the booth with our brochures, litter bags, etc. Neil, Jeff,
Mike, Erik, Jason (??), and Dan (??) will form a team and play basketball for, 10 minutes
against another team! This is being promoted as a fun community event to provide
visibility/awareness for Mansfield organizations. This is also the perfect time to recruit for
our spring cleanup and the painted barrel program.
Talking Trash Program - Neil
• Neil taught this program to third graders at J/J last week It continues to be a very successful
program!
Keep Massachusetts news -Neil
• 70 communities are planning a cleanup this year!
• The Plastic Ocean movie will be shown on Thursday, March 9th at 7:30 at Patriots Place.
Tickets are $12.00 and should be purchased in advance by March 2nd. 75 people need to sign
up for it to shown. Robin Organ of Green Schools has already purchased 50 tickets. Neil will
