5. Board discussed the application for the lots on King Street. Planning
Director Maurer noted that the Board of Selectmen voted to recommend
a 24 foot passable way with a six (6) inch water main.
Board discussed the requirement to add a hydrant at the end of the
water line and to require that the passable way be 24 feet in width
with a good gravel base, and documentation on the status of the right-
of-way.
Motion: To recommend that, in accordance with Section I -C-2 of the
Mansfield Zoning By-law, the Planning Board approve the
following standards for street construction to serve the
two lots on King Street.
1) a 6 inch water main be installed to serve all lots and
a hydrant installed at the end of the line.
2) The passable way be graded with a good clean gravel
base with a minimum width of 24 feet.
3) Documentation be presented to the Building Inspector
prior to the issuance of a building permit on the
exact status of the right-of-way and what legal rights
all abuttors have in it.
(Tighe-Lahtam, all in favor) VOTED
6. Board discussed the policy for standards for unaccepted streets. The
following standards were considered.
A) That the applicant be required to make all improvements at his
own expense.
b) That a minimum of a 6 inch water main be installed as approved
by the Water Superintendent.
c) That sewer be provided if available.
d) Storm drainage be provided depending upon local conditions.
e) A minimum of 24 feet clear travelled,;way with gravel -
f) Documentation be presented on the exact status of the right -of
way and what legal rights all abuttors have in it.
Discussion was held on the number of streets that would be affected
by this and the possibility of an entire street being developed by
one developer. If an entire street would be developed a question
was raised as to what standards it would be developed to. Acting
Chairman Wellington recommended tabling discussion until the Planning
Director determined the exact number of streets that would be affected
by this policy, as well as the potential number of blocks.

7. Board discussed the questionnaire, Planner Tighe suggested that the
questionnaire be sent out as tabulated and the Planning Board not
attempt to draw its own conclusions. If the facts are presented then
the people receiving the questionnaire can draw their own conclustions.
Planning Director Maurer to draft a cover statement and have copies
prepared for general distribution.
Planner Tighe questioned the status of the driveway opening for
Nick Zaharias on Village Road, and noted that the Board had told
Mr. Zaharias that they would inform him of their decision. It was
the consensus of the Board to write a letter to Mr. Zaharias advising
that they had discussed the situation with Christian and Schromm and
it was the feeling that the driveway had been installed in accordance
with the Planning Board's Regulations and Rules and that they would
not make any adjustments in the driveway.
Planner Mahana noted that the Board should consider adopting standards
for driveways openings in order that this may not happen again. Planner
Mahana questioned the letter from theTown Counsel and+noted that there
were problems around Town where yard sales are operating on a regular
basis. He questioned if these should be controlled through the zoning.
10. Board reviewed the plan prepared by RIM Engineering regarding the
elevations in Circle "C" Estates. It was noted that the pipes were
pitched in the proper direction and that the drainage flowed away from
the abuttors property.
11. Board agreed to hold the next meeting on January 7, 1976. Acting
Chairman Wellington advised that a notice should be put on the agenda
requesting that all members be present at the January 7, 1976 meeting
as the election of officers will be held at that meeting.
12. Meeting adjourned at 8:45 P.M.
