Aft ngrChairman Wellington suggested that a summary be prepared that would
compare the detailed appropriations of previous years to what the recommendation
is for this year. He also suggested that an escalation factor of 5% per year
be put on the projects after '1976-77.
3. Planner Tighe gave a report on the meeting with the Board of Selectmen and
representatives of the Clean Communities of Plainvmlle. A detailed proposal
will be presentdd to the Board of Selectmen in two weeks. He noted that if
the Clean Communities operation is to be successful they have to process at
least 200 tons of solid waste per day. The cost per ton for the local community
is $10,00, less an allowance for the bi-product of the process. the net cost
to the Town would be between $7.00 and $8.001:' They would require a 20 year
contract with provisions for an escalation clause. The Town of Mansfield presently
processes 600 tons per week in their own sanitary landfill at an estimated cost
of $1.25 per ton. This includes the salaries of the personnel and the
depreciation on the bulldozer. Clean Communities estimates that on the average
.6 to .7 tons per capita of solid waste will generate each year. This is exclusive
of any industrial waste.

4. Acting Chairman Wellington presented the State listing of contract prices
which will be used for updating the bond figures for 1976.
Planner Parsons questioned the status of the survey. It was noted that
approximately 600 responses have been received and that the results of the
survey will not be ready for the next meeting.
6. Planning Director Maurer noted that in Village Estates a question had been
raised in the field trip with respect to the soil pipe entering into the
catchbasin. He noted that most of the houses in the development have a
foundation drain which are connected to the catchbasins. He also noted
that the manhole on the drainage easement will be adjusted.
7. Planning Director Maurer advised that Christian and Schromm had requested
an adjustment in the bond amount for Village Estates II as they noted that
an allowance was not made in the revised estimate for the gravel which had
been installed on the sidewalks. The estimated value of the gravel is
$2,580., which would make the amount required for the bond to be $70,576.
The Letter of Credit that was submitted to the Planning Board was $70,040.
Acting Chairman Wellington noted that because some of the other prices, such
as the installation of the blacktop, are higher than present State prices
and that the amount of $70,040 would be acceptable. It was the consensus
of the Board to advise Christian and Schromm that their request for the
adjustment in the bond estimate of $73,160.92 had been adjusted to allow
for the gravel that had already been installed on the sidewalk and that the
amount of $70,040 as noted in theletter of October 28, 1975 is acceptable.
The meeting of November 19, 1975 will begin at 7:00 P.M.
